That the Planning and Environment Committee recommend Council enact a by-law to change a portion of the street named Plainhill Drive to Comfrey Crescent.

Cardel Homes has submitted an application to change a portion of the street named "Plainhill Drive" to "Comfrey Crescent" in a residential area off Portobello Boulevard in Orleans. A portion of Plainhill was registered as a cul de sac in the first phase of an approved subdivision plan just south of Ivany Way (see Document 1). The intent is to have the phase 2 public street from the pending subdivision approval join up as a crescent all the way to Ivany Way. The applicant requests to use the name Comfrey Crescent in the phase 2 development and requires the street name change approval for the portion of Plainhill Drive earlier registered.
This technical change is necessary in order to blend together the two phases of the development. Since the original registration, the direction and length of the roadway "Plainhill" was altered and the intention in the phase 2 development is to link Comfrey Crescent to Ivany Way, and have the approved section of Plainhill Drive end at Ivany Way.
Based on the above, the Department is satisfied the proposed name change for the small portion of Plainhill Drive is in keeping with the intent of the By-law. The continuation of Comfrey Crescent is acceptable as the name was reserved by City staff for use and the name change will not cause any potential safety concerns. In addition, the change will not disrupt or affect directly any residents or businesses as the development lands are vacant at this time. As a result, the Department supports this request for a street name change.
The proposal was circulated to the Ward Councillor and early notice was placed in two newspapers (Le Droit and The Citizen). In addition, in keeping with the legislative notification requirements, a notice was placed in Le Droit and The Citizen as part of the Planning and Environment Committee agenda notice.
The Councillor is aware of the application.
There are no legal/risk management implications association with the recommendation in this report.
The report is consistent with Objective 1 of the City Strategic Plan as the street name change will assist to manage growth and create sustainable communities by ensuring that new growth is integrated seamlessly with established communities.
There are no direct financial implications associated with this report.
City Manager's Office, City Clerk and Solicitor's Department, Deputy City Clerk's Branch to notify the applicant and the Ward Councillor of Council's decision.
City Operations Portfolio, Public Works Department, Transportation and Parking Operations Branch, on request by the Building Code Services Branch and receipt of payment, to fabricate and install the street signage.
City Manager's Office, City Clerk and Solicitor's Department, Deputy City Solicitor's Branch to draft and process the necessary by-law amendment for Council passage.
