That Council approve:

 

1.                  That the Chair of the Planning and Environment committee inform Stewardship Ontario in writing that the City of Ottawa expects confirmation immediately that all reasonable costs associated with the Municipal Hazardous Waste Program be covered by Stewardship Ontario; and

 

2.                  That a copy of this correspondence be sent to the Ontario Minister of the Environment.

The attached memorandum from the General Manager of Environmental Services was originally listed as Information Previously Distributed (IPD) on the Planning and Environment Committee agenda of 14 September 2010.  At the meeting, it was requested that this item be placed on the 28 September 2010 Committee agenda as an item for discussion.

 

The original IPD (ACS2010-ICS-ESD-0029-IPD) is listed as Document 1.

The purpose of this memo is to inform you that Environmental Services staff have reached an agreement in principle with Stewardship Ontario on funding for the City’s household hazardous waste program.

 

The program is one of the City's key residential waste management activities. It provides mobile household hazardous waste collection depots on a pre-determined schedule that rotate throughout the City to offer regular access in each community. These depots are an easy, safe and environmentally responsible means for Ottawa residents to dispose of materials that might otherwise be included as non-hazardous waste in weekly residential garbage collection. Residents enjoy this service, and the program has high levels of participation.

 

Recently, the province announced that Stewardship Ontario is responsible for the cost of diversion of municipal hazardous waste (MHW) in the province. To this end, the City has reached an agreement in principle that will see Stewardship Ontario pay a flat rate of $1645 per tonne to the City of Ottawa for hazardous waste collected until the end of December 2011, which is the end date of the existing service contract.

 

Under this agreement, the City will continue to co-ordinate and administer the provision of mobile hazardous waste collection events listed on-line and in the waste collection calendar. Events for 2011 will be scheduled in consultation with Stewardship Ontario and the existing service provider.  

 

The ongoing 90 day review of Stewardship Ontario's eco fees is not expected to affect this development.

 

An analysis of materials currently collected under the program indicates $1645 per tonne should cover the cost of the program should the nature of the materials remain the same as those collected in the past.

 

However, the program is being expanded by the Province to include some small businesses. This program eligibility could change the nature of materials collected and raise or lower the cost per tonne. At this time, Stewardship Ontario is not able to predict how this change in eligibility will affect the program. Solid Waste staff brought this issue up with Stewardship Ontario and sought a commitment that all reasonable costs associated with this provincially mandated change in the Hazardous Waste Program would be covered by Stewardship Ontario as was indicated by the Minister of the Environment. Unfortunately, Stewardship Ontario rejected this request.

 

As a result, staff will closely monitor the nature of materials collected and costs associated with them as the program is expanded. In the short term, any cost overruns will be covered out of the Solid Waste Reserve Fund. City staff will continue to work with Stewardship Ontario to work out details of the program and to try to reach a better financial agreement once experience has been gained with respect to program costs. While these issues are being worked out, if the cost increased is substantial, staff will bring this information to Council in a timely manner.

WHEREAS the Ontario Government’s intention is for Stewardship Ontario to pay the cost of collection, recycling and disposal of Municipal Hazardous Waste;

 

AND WHEREAS the Ontario Minister of the Environment has communicated this to Stewardship Ontario;

 

AND WHEREAS Stewardship Ontario has failed to guarantee this obligation will be met;

 

THEREFORE BE IT RESOLVED  that the Chair of the Planning and Environment committee inform Stewardship Ontario in writing that the City of Ottawa expects confirmation immediately that all reasonable costs associated with the Municipal Hazardous Waste Program be covered by Stewardship Ontario;

 

AND THEREFORE BE IT RESOLVED that a copy of this correspondence be sent to the Ontario Minister of the Environment.
