Dear Bruce:

 

In response to your enquiry concerning whether surplus ISF funds can be used for housing projects, this is to confirm that municipally owned housing such as social housing is not eligible under the Infrastructure Stimulus Fund.  Funding programs to assist with the renovations and retrofits of social housing are being administered via partnerships between the federal and provincial governments:  the Canada Mortgage and Housing Corporation (CMHC) and the Ministry of Municipal Affairs and Housing (MMAH).

 

Also, in response to your enquiry concerning the total cost of new projects that can be applied for, this is to confirm that the total cost applied for cannot exceed the total savings from existing projects.  This application intake is only for current ISF applicants with approved projects that have identified savings.  New projects can be applied for through utilizing the identified savings from pre-approved ISF projects only.  The eligibility criteria (attached) instructs the municipality to identify (by project number[s]) the source, as well as the precise dollar value(s), of the savings to be used for the new project.
