Integrated Street Furniture Program – City of Ottawa Integrated Street Furniture Policy And Design Guidelines And Request For Proposal Strategy.

Direction to Staff: That as the City moves forward with its intensification goals set out in the Official Plan and because the TMP sets out a threshold for Level of Service (LoS) for intersections to operate at LoS “D”or better, which creates a conflicting policy direction, staff be directed to address this conflict and bring recommendations to Council for resolution.  Specifically, a review of intersections that are anticipated to be particularly problematic be identified and reviewed. That following the receipt of responses from municipalities in Ontario, staff petition the Ministry of Transportation of Ontario for amendments to Highway Traffic Act as shown in (1) and report back to Council on progress made on this issue by the end of Q2 2010.

http://www.ottawa.ca/calendar/ottawa/citycouncil/occ/2009/11-12/englishminutes77.htm CMO / ISCS -TS In Progress:  As the transportation study for the proposed redevelopment of Lansdowne is completed, OC Transpo staff will identify the elements of the longer-term plan that would also be applicable in the shorter term to improve the quality and convenience of transit service for events at the Civic Centre, and will use them to create a plan for implementation in 2010 and 2011. 
OC Transpo staff would report to TTC on this shorter-term plan after the presentation to Council of the longer-term Lansdowne transportation study but before the beginning of the 2010-11 hockey season.  If there are elements that require agreement with outside groups, staff would begin discussions with those groups.  If there are any funding requirements, staff would bring them forward for consideration as part of the 2011 OC Transpo Marketing Plan and the 2011 transit service budget.
         
MOTION NO. 81/3 - City staff determine through negotiation with the Federal and Provincial governments the eligible and ineligible elements for cost sharing within the DOTT project and report back to Council on those portions requiring 100% City funding together with the estimated cost of each item that is the sole responsibility of the City; and that this information be provided as soon as possible 13-Jan-10 M. MOTION NO. 82/12 - That City Council implement a two-semester pilot program for Carleton and Ottawa U establishing a U-Pass for $145/semester, beginning in September 2010 with no changes to the service levels and with any resulting revenue deficit in 2010 to be taken from the Transit Reserve; and that staff evaluate the actual costs and benefits of the pilot program after the first semester and provide a report to City Council prior to the 2011 Budget.

MOTION NO. 84/6 - That the City Manager be directed to engage APTA to undertake a formal Peer Review of OC Transpo’s bus programs and strategies, including but not limited to bus operations, customer service, staffing, training and recruitment, capital improvement plans, safety issues, organizational structure, operating/strategic plans and programs, including an examination of the recommendations in, and gap analysis of, the previous reviews within existing budgets. Be it further resolved that Committee and Council be provided with the results of this Peer Review and any staff response prior to the 2011 budget review of Transit Services.

MOTION NO. 84/7 - That once appointed, the Chief Procurement Officer’s first order of business be to convene a special “Review Panel” that includes the City Clerk and Solicitor and an independent Fairness Commissioner to review and report back to Committee and Council on recent procurement initiatives at OC Transpo, including the bus garage, with recommendations on how to ensure that future procurements are transparent and fair for all parties; and that the Auditor General be directed to examine the work of the “Review Panel” and provide his assessment of their recommendations, and that the Auditor General’s report be tabled as a companion document to the Review Panel’s report. 24-Feb-10 E. MOTION NO. 85/2 - That staff be directed to develop a comprehensive and integrated wildlife strategy for the City of Ottawa – included in a biodiversity strategy (or like product), centred on wildlife-sensitive planning, with a focus on public education and awareness programs –  and involve appropriate City departments, the NCC, the MNR, other relevant agencies and community stakeholder organizations in its development and implementation, including protocols to be required in conditions of plans of subdivision and site plans, and that said strategy go forward to a joint meeting of the ARAC and the PEC for discussion. 24-Feb-10 P. That the Procedure By-law be amended so that the Disposition of every in camera report indicates either the date that the report will be made public or a legal opinion indicating why the report cannot be made public and that this be listed in both the Disposition Report and the Minutes of Standing Committees and Council; and
That these changes be adopted as a practice immediately and be formally incorporated into the Procedure By-law as part of the upcoming Governance Review Report.

Directions to Staff:
1.  That the City Manager undertake to get a guarantee from Major League Soccer (MLS) that the field the City of Ottawa is about to build at Lansdowne will meet MLS league requirements.
2.  That the City Treasurer provide regular updates to members of Council with respect to changing interest rates and how these impact on the financials relative to the Lansdowne Partnership Plan and Implementation.
3.  That the City Manager please explain why, in private discussions with the Ottawa Sports and Entertainment Group (OSEG), the proposal to bring back CFL football to the city was not enough to justify spending $100M in taxpayers' money yet publicly, the principle reason that was given to Council for the suspension of the Lansdowne redevelopment design competition was to consider a proposal that promised the return of the CFL to Ottawa.

Direct staff to ensure that the Traffic Impact Assessment for the CCE relocation specifically assess the transportation impacts of this relocation on Albion Rd through the Blossom Park Community (Albion Road between Bank St and Lester rd) and whether the traffic impacts warrant the consideration and implementation of interim measures as part of the relocation; and
Direct staff to look into the long-term transportation solution such as an Albion Rd By-pass that will accommodate projected growth from other planned developments that will impact the area of the next TMP review, as well as other upgrades that may be warranted to the broader transit and transportation network.
