Committee Recommendation

 

That Council approve burying the hydro lines along Kanata Avenue where overhead lines were planned, roughly from the Goulbourn Forced Road to the Richardson Side Road, at an incremental cost of $2.5 million to be funded from debt and repaid through a special service levy against all properties in the Kanata North Ward.

Que le Comité des transports recommande au Conseil d’approuver l’enfouissement des lignes de transport d’électricité le long de l’avenue Kanata, où des lignes de transport aériennes étaient prévues, à peu près à partir du chemin Goulbourn Forced jusqu’à la route secondaire Richardson, moyennant un coût marginal de 2,5 millions de dollars devant être financé par dette et remboursé au moyen d’un prélèvement spécial visant l’ensemble des propriétés du quartier de Kanata-Nord.

 

 


BACKGROUND

 

On 5 May 2010, the Transportation Committee suspended the rules in order to consider a Motion with regards to the above.  A full copy of the Motion is reflected in the Extract of Draft Minutes at Document 1 to this report.

 

 

DISCUSSION

 

Kanata Avenue has been built as a parkway except for a short section (approximately .5 km) which is part of a former rural road.  All of Kanata Avenue except for the short rural section has underground wiring.

 

The former City of Kanata had a policy whereby roads such as Kanata Avenue have underground wiring.

 

Hydro Ottawa’s policy is to have overhead wiring on collector roads.  Reconstruction of the rural part of Kanata Avenue to an urban road will be underway shortly and as part of that construction Hydro Ottawa has proposed a major hydro line which was not part of the plan shown during public meetings on the design of the road last fall.

 

Members of the public, including community associations in Kanata North support having this section constructed in the same manner as the rest of the road.  The Municipal Act permits a special service levy to be collected for an area receiving a service not available city wide and since Hydro Ottawa has agreed to put a hold on installing the overhead lines until the end of May, it gives Council time to consider the request to bury the lines at a cost of $2.5 million to be funded by a special service levy in Kanata North.

 

 

CONSULTATION

 

Kanata North residents have been consulted through articles in local community papers, an email to more than 1400 residents, TV and radio interviews and at a public meeting on May 17th.  Only a small number of residents have indicated opposition to the levy, most of whom feel this should be paid for by the City or Hydro Ottawa.

FINANCIAL IMPLICATIONS

 

Section 326 of the Municipal Act allows Council to impose a special service levy for a service or activity that is:

 

a.         not being provided or undertaken generally throughout the municipality, or

b.         being provided or undertaken at different levels or in a different manner in different parts.

 

Ottawa Hydro’s policy is to not bury hydro lines on collector roads.  Burying these lines would constitute a service not undertaken generally throughout the municipality.

 

The gross authority on project 903891 –Kanata Avenue would be increased by $2.5 M to cover the incremental cost of burying the hydro lines.  The $2.5 M would be funded through debt, which would be repaid through the application of a Special Services levy starting in 2011 for the properties within the Kanata North ward.  A 10-year debenture at the interest rate of 5% will result in an average increase of $18.09 per property within the residential class.

Councillor Wilkinson explained that she had an item she wished the Committee to consider because she needed to have a response to Hydro Ottawa by the end of the month.

That the Transportation Committee approve the addition of the following item for consideration by the Committee at today’s meeting, pursuant to Section 84(3) of the Procedure By-law (being By-law No. 2006-462).

The councillor indicated that Kanata Avenue is now starting construction to become an urban road.  It was part of an old rural road that was incorporated originally without reconstruction.  The whole road is similar to other parkways in Ottawa and Hydro Ottawa wants to install overhead wiring.  She had discussed this with the community associations and the community and plans to have an open house on May 17, prior to this item rising to Council.  The matter must be resolved prior to the end of this month because they are holding up the construction for a few weeks in order for this to be dealt with.  The incremental cost of burying the lines is $2.5M and would be done through a special service levy charged only against people living in her ward.
