That Transportation Committee
recommend Council approve the recommended changes to the resurfacing program as
outlined in this report.
During an inspection of Dalmeny Road from Stagecoach Rd to Bank Street early in 2010, it was determined that this road requires immediate attention. Between the last inspection conducted in 2009 and the recent one, the road has deteriorated at an unexpected rapid rate. Based on the pavement condition, rehabilitation is required as soon as possible. Regular maintenance would not be sufficient to maintain the roadway in a safe condition. This accelerated deterioration was not expected and therefore Dalmeny Road was not included in the 2010 resurfacing program.
The estimated cost for the rehabilitation of Dalmeny Rd from Stagecoach Rd to Bank Street
is $2.3M. While some capacity is
available in the 2010 resurfacing program, there is a need to defer a project
to provide sufficient funding to proceed with this work.
Staff reviewed the 2010 resurfacing program and determined the best suited candidate to defer is Baseline from Woodroffe to St. Helen’s. In terms of priority, Baseline Rd is not the last road in the list above the cut-off line, but the deferral of Baseline is recommended for the following reasons:

Prior
to tabling the 2010 draft budget, the limits of the project also included the
resurfacing of Baseline from St. Helen’s to Merivale. The limits were shortened to coordinate with
the 2010 network road modifications associated with the development of the
Smart Centre lands (former Laurentian High School) with frontage on Baseline
and Clyde. The intent is to defer
resurfacing of Baseline to 2011 and include the full limits to Merivale, in
consideration with the completion of the network modifications.

Planning
and Growth Management staff has indicated the desire to construct bike lanes
along Baseline Rd in accordance with the Ottawa Cycling Plan (OCP). Deferral of work to 2011 will allow further
discussion and consideration of incorporating bike lanes into the construction
plan, subject to funding.
In short, by making this change, the City will save money by doing the work on Baseline in conjunction with a larger project concurrent with redevelopment of the Smart Centre lands. It will also allow for seamless implementation of roadway modifications associated with the development, and the possibility of incorporating bike lanes into the construction plan.

IMPLICATIONS
Dalmeny Road is located in a rural ward.
Staff have had discussions with residents who have raised concerns regarding the condition of Dalmeny Road.

I very much recognize the need for resurfacing of Baseline
Road east of Woodroffe Ave. As you know, I am also a big proponent of the
"Nepean discipline" in life cycle management – i.e. by investing in resurfacing
at frequent intervals, we save anywhere between ten and one-hundred times the
tax dollars just by preventing avoidable reconstruction.
Having said that, I also know that we have significant
roadway intersection improvement happening this year at the Baseline Road Clyde
Avenue intersection. We also have significant works occurring at Baseline and
Woodroffe. Both of these may require brand new asphalt overlays on Baseline in
2011 as part of restoration after the major works and to bring things to a high
standard on a go-forward basis.
On that basis, I believe it would make no sense to proceed
with an overlay this year, only to have to repeat it the following year (or,
alternatively, to risk a long-term uneven finish on the major arterial). So my
recommendation is to take this opportunity to save significant tax dollars by
deferring the 2010 overlay so that we only do the work and spend money once.
There are no legal implications.

This report is consistent with the Infrastructure Renewal priority of the City Strategic Plan.
TECHNICAL IMPLICATIONS
There are no technical implications.
There are no new capital costs required as part of
this report. The funding reallocation
will allow Dalmeny Road to be rehabilitated this year.
Infrastructure Services will proceed to rehabilitate
Dalmeny Road from Stagecoach
Road to Bank Street in 2010.
