RECOMENDATIONS
That Council:
1.
Approve the signing of the Amending Agreement
related to the transfer of federal gas tax revenues under the New Deal for
Cities and Communities between the Association of Municipalities of Ontario and
the City of Ottawa in the form attached as Document 1; and,
2.
Enact a by-law in the form attached as Document
2 to authorize the Mayor and City Clerk to sign the Amending Agreement
described in Document 1.

Adopte un règlement selon le modèle

l’accord modificateur décrit au document 1.

That the Corporate Services
and Economic Development Committee recommend Council:
1.

Enact a by-law in the form attached as Document

The original agreement between The Association of Municipalities of Ontario and the City related to federal gas tax revenue was signed in June 2005 while the first amending agreement was signed in June 2007.
The City has received approximately $125.7 million of Federal Gas Tax Revenues under the New Deal for Cities and Communities agreement up to December 31, 2009. The funding is currently being applied as a funding source for the City’s Transit Capital program.
With the Gas Tax Fund officially extended to March 31, 2014, the city is now required to execute an amendment to the Municipal Funding Agreement with The Association of Municipalities of Ontario in order to participate in future funding for the City’s Transit Capital Program.
The amendments include new allocations figures and revised timelines as a result of the extension. The major components of the agreement (i.e. eligible project categories, eligible costs, reporting requirements, etc.) remain the same.
The purpose of the report is administrative in nature and therefore no public consultation is required.
There are no Legal/Risk Management impediments to implementing the recommendations of this Report.
Upon submission of the signed Amending Agreement and authorizing by-law the city will receive scheduled payments over the life of the Amending Agreement.
There are no rural implications.

Document 2 - Authorizing By-Law
Upon approval, the City Clerk and Solicitor Department will place the implementing by-law on the Agenda of Council and the Finance Department will submit the signed amending agreement and authorizing by-law to The Association of Municipalities of Ontario.

A by-law of the City of Ottawa to authorize the signing of an amending agreement respecting the Transfer of the Federal Gas Tax Revenues.
The Council of the City of Ottawa enacts as follows:
1. The Mayor and the City Clerk are hereby authorized to execute the Amending Agreement for the Transfer of Federal Gas Tax Revenues under the New Deal for Cities and Communities between the Association of Municipalities of Ontario and the City of Ottawa in the form approved at the Council meeting of with the Schedule of Fund Payments as provided below:
