That Council approve:

 

1.         A policy amending the pricing structure for arena ice rentals for seasonal ice clients to consider the prime time portion of the blended hour as non-prime when this hour is secured as part of a continuous booking, where a significant portion of the time slot booked by the client falls within non-prime time and that the prime time half hour be charged at the non-prime rate.

 

2.         Directing staff to ensure that when blended hours are booked on their own and/or as part of a booking that falls primarily within prime-time hours, or is booked under the Memorandum of Understanding (MOU) for Practice Ice they will continue to be charged at the blended rate.

2.                  l’obligation pour le personnel de continuer de facturer le tarif pondéré lorsque des périodes chevauchant une heure de pointe et une heure hors pointe sont réservées isolément ou dans le cadre de la réservation d’une période se situant principalement à l’intérieur des heures de pointe ou d’une réservation faite en vertu d’un protocole d’entente pour des séances d’exercice.

BACKGROUND

 

At its meeting of 4 February 2010 the following Notice of Motion was presented to the Community and Protective Services Committee with regards to pricing structure for arena ice rentals:

 

Whereas at City arenas with more than one ice pad, it is common practice to allocate ice time on at least one ice pad on the half hour in order to stagger start and finish times.

 

And whereas on ice pads with start times on the half hour, the hours of 3:30 to 4:30 pm have traditionally had a blended prime/non-prime rate, as it shoulders the weekday prime time designation starting at 4:00 pm.  The 10:30 to 11:30 pm hour also has a blended rate as it shoulders the prime time designation ending at 11:00 pm.

 

And whereas, in some cases, it is reasonable to consider the rental experience of clients who book these blended hours as a non-prime experience, when they secure a significant portion of their booked time in non-prime hours.

 

And whereas there is the potential to optimize the sale of non-prime ice time by amending the arena ice rental pricing structure to recognize circumstances where ice rentals are primarily of a non-primetime nature.

 

Be it therefore resolved that the pricing structure for arena ice rentals be amended for seasonal ice clients to consider the prime time portion of the blended hour as non-prime when this hour is secured as part of a continuous booking, where a significant portion of the time slot booked by the client falls within non-prime time and that the prime time half hour be charged at the non-prime rate.

 

And Be it further resolved that the General Manager of Parks, Recreation and Cultural Services be delegated the authority to implementation of the recommended amendment to the pricing structure and directed to develop the required operational guidelines and procedures in order to optimize revenue potential to the City while providing best value to eligible clients. 

 

And Be it further resolved that when blended hours are booked on their own and/or as part of a booking that falls primarily within prime-time hours, or is booked under the Memorandum of Understanding (MOU) for Practice Ice they will continue to be charged at the blended rate. 

 

 

CONSULTATION

 

City Operations staff assisted with the drafting of this motion and supports the principle of charging the non-prime rate for the blended hour, where the blended hour is secured as part of a continuous booking with a significant portion of the booking falling within non-prime hours.  This principle may be used as a marketing tool to assist staff in selling available non-prime hours in City Arenas. 

 

 

FINANCIAL IMPLICATIONS

 

There are no financial implications associated with the recommendations of this report.  The proposed restructuring of fees will be revenue neutral

 

 

LEGAL/RISK MANAGEMENT IMPLICATIONS

 

There are no legal/risk management impediments to implementing the recommendation in this report.

 

City Legal Counsel has advised that that no policy decision has been made on prime time hours versus non prime time hours since 2002.  While precise amounts of fees would have been approved since then through the budget process, the budget process is typically not seen as the time where policy issues are resolved, accordingly, the recommendation to restructure fees is not an improper revisiting of a decision made by Council.

City Operations staff will take the appropriate action following the Committee’s decision.
