Committee recommendation
That Council
approve that all neighbouring homeowners immediately adjacent and fronting on
the same sanitary and/or storm sewer system to those properties that have
experienced basement back-ups due to unusual rain events in the past, also be included
for 100% protective plumbing.

immediately adjacent and fronting on the same sanitary and/or storm sewer
system to those properties that have experienced basement back-ups due to
unusual rain events in the past, also be included for 100% protective plumbing.

l’urbanisme et de l’environnement recommande au Conseil d’approuver l’ajout de
toutes les propriétaires avoisinantes situées directement à côté, en face ou en
arrière du réseau d’égout pluvial et sanitaire ayant causé des inondations de sous-sols
de résidences à la suite des pluies diluviennes des années passées, au
programme d’installation de dispositifs protecteurs sanitaires résidentiels à
100 %.
BACKGROUND
At the 9 February 2010 meeting of the Planning and
Environment Committee, Councillor Monette moved the following notice of
motion:
BE IT RESOLVED that all neighbours immediately adjacent to those
residents who have been flooded in the past be also included for 100%
protective plumbing.
Subsequent to the tabling of the Notice of Motion, the Councillor amended his motion to read as follows:
WHEREAS the flooding in Orléans on July 3rd, 2006 and
subsequently on August 2nd, 2006 affected over 800 homes,
AND WHEREAS homeowners that flooded due to back-ups in City storm and
sanitary sewers are eligible for grants of 100 per cent of the cost of
installing backflow valves under the City’s Protective Plumbing grant program;
and
AND WHEREAS homeowners directly adjacent to and fronting flooded homes
have a similar risk of flooding, but are only eligible for grants covering 50
per cent of the costs of installing backflow valves:
THEREFORE BE
IT RESOLVED that the Planning and Environment Committee recommend Council
approve that all neighboring homeowners immediately adjacent and fronting on
the same sanitary and/or storm sewer system to those properties that have
experienced basement back-ups due to unusual rain events in the past, also be
included for 100% grants under the protective plumbing program.
DISCUSSION
Per the direction given by City Council on September 2nd, the City is currently conducting a review of the Protective Plumbing Program particularly with respect to eligibility criteria, and will be reporting back to committee and Council in Q2 2010.

This item will be advertised in the local dailies as part of the Public Meeting Advertisement on Friday preceding the Planning and Environment Committee meeting.
LEGAL/RISK IMPLICATIONS
There are no legal/risk management impediments to implementing the recommendation in this report.
FINANCIAL IMPLICATIONS
This change in policy will result in an
increased number of properties being eligible for a 100% grant under the
Protective Plumbing Program, which has typically been over subscribed. Expanding eligibility criteria, as proposed,
will expand the list of eligibile residences. Increased eligibility may result
in a reduced number of applications approved in any one year of the program
because the budget will be spent more quickly.
The
Department of Infrastructure Services and Community Sustainability will
implement the directions of Committee and Council.

Dixon Weir, General Manager of Environmental
Services, confirmed that staff was satisfied with the intent of the
recommendation. He confirmed that a
report on the Protective Plumbing Program in its entirety would be coming
forward to Committee and Council in the second quarter of 2010.
