In accordance with the Policy, as of May 2002, the City has been responsible for the preparation, erection, maintenance and removal of all on-site signs through contracting out this work to a sign company. The City’s File Lead is responsible for providing the relevant information (wording, location) to the sign company who then produces a bilingual sign, erects the sign, and notifies the File Lead that the sign has been posted. The sign company is also responsible for the maintenance and ultimate removal of the sign.
The fees to be collected under the Policy are approved by Council. Although the fees have remained constant since 2004, an increase is now required as a result of the outcomes of a recent re-tendering of the on-site sign service and contract award so that they remain on a cost-recovery basis.
The City’s contract with its current vendor, the company that has been responsible for manufacturing, installing, maintaining and removing the City’s on-site information signs since September 2006, is due to expire shortly. The contract has been re-tendered. The current vendor has once again submitted the lowest bid, and as such will continue to be the sign company for the purposes of the On-Site Information Sign Policy.
The current cost to applicants for signage is
$400.00. This fee, which is collected at application submission, but calculated
separately from the application fee, covers the costs of manufacturing,
installing, maintaining and removing two on-site signs. The same fee is levied
to specific applications that require only one sign due to the nature of the
application. If additional signs are required, as a result of the size or shape
of the property, an additional fee of $200.00 per sign is collected. For Zoning
By-law Amendment Related to Severance of Surplus Farm Dwelling and Extension of
Temporary Use By-law For Garden Suites the current fee is $200.00 for one sign.
In accordance with the pricing provided by the successful vendor, it is proposed that the fee for two signs be amended to $500.00 effective April 1, 2010, as shown in Document 1. Additional signs will be provided at the cost of $250.00 each. For Zoning By-law Amendment Related to Severance of Surplus Farm Dwelling and Extension of Temporary Use By-law For Garden Suites the fee will rise to $250.00 for one sign.
The current on-site sign fees do not reflect an additional cost for Plan of Subdivision and Plan of Condominium applications, although the sign company is required to update the on-site sign(s) with Public Meeting information, as required under the Planning Act. Going forward, it is proposed that an additional fee will be levied for Plan of Subdivision and Plan of Condominium applications, to recover the costs of this additional statutory step. Currently these costs are absorbed by the City. It is proposed that the fee for two signs in Plan of Subdivision and Plan of Condominium applications be increased to $670.00, as shown in Document 1. Additional signs will be provided at the cost of $335.00 each.
In addition to the increase discussed above, the Harmonized Sales Tax (HST) is scheduled to come into effect in Ontario on July 1, 2010. As such, and in order to continue to operate on a cost-recovery basis, a further slight fee increase will be required. As shown in Document 1, as of July 1, 2010, it is proposed that the fee for two signs increase to $510.00 (with additional signs to be provided for $255.00 each), and that the fee for two Plan of Subdivision and Plan of Condominium signs increase to $685.00 (with additional signs to be provided for $342.50 each). For Zoning By-law Amendment Related to Severance of Surplus Farm Dwelling and Extension of Temporary Use By-law For Garden Suites the fee will rise to $255.00 for one sign.

As this report pertains to an administrative matter, no public consultation was undertaken. However, notice will be provided to affected stakeholders of the fee increase, and signage will be posted at the Client Service Centres.

Effective July 1/10, the Harmonized Sales Tax will be in effect @ a rate of
13%. Similar to the GST, almost all of
the HST paid by the City will be refunded back to the City through rebates, but
not all of the HST. The net “HST
implication” to the City is 1.76%, therefore a further 1.76% should be added to
our fees to ensure all direct costs are recovered.
