That Council approve:

 

That staff routinely analyze each position that will become vacant due to retirement looking at the job description, compensation level and whether the work could be consolidated with another position and report to the Corporate Services and Economic Development meeting on the results of such analysis on a quarterly basis.

BACKGROUND

 

City Council, at its meetings held between 25 and 28 January 2010, referred the following motion to the Corporate Services and Economic Development Committee for consideration:

 

That Motion No. 82/29 be referred to Corporate Services and Economic Development Committee.

 

MOTION 82/29

 

WHEREAS 960 employees are eligible to retire without penalty in 2010, which represents approximately 5.8% of the city workforce (excluding Elected Representatives, Auditor General and Police); and

 

WHEREAS by late January 2010, 68 of the 960 have declared their intention to retire in 2010; and

 

WHEREAS with advanced knowledge of planned retirements timing is ideal to review the position being vacated;

 

THEREFORE BE IT RESOLVED that staff routinely analyse each position that will become vacant due to retirement looking at the job description, compensation level and whether the work could be consolidated with another position and report to the Corporate Services and Economic Development meeting on the results of such analysis on a quarterly basis.

 

 

DISCUSSION

 

Human Resources

 

Vacancies that arise due to retirement can only be confirmed once the employee has given their Manager letter of intent to retire.  The timeframe within which Managers have this confirmed notice from employees, can range from a few months to as little as two weeks’ notice. 

 

 Of the 960 employees eligible to retire without penalty in 2010, as of January 2010, 68   have confirmed their intent to retire.  Experience in 2009, of the 527 that could retire 22 employees took normal retirement. This represents 4% of the total who were eligible to retire. 

 

As vacancies due to retirement are confirmed, Managers will analyze each position to determine ongoing need or revise/delete position as required, as is the practice when any position is vacated. The results of this analysis will be included as part of the quarterly Corporate Budget Status reporting.

 

 


CONSULTATION

 

This item will be advertised in the local dailies as part of the Public Meeting Advertisement on Friday preceding the Community and Protective Services Committee Meeting.

LEGAL/RISK MANAGEMENT IMPLICATIONS

 

Changes in the job description, compensation level, or duties associated with a position may have implications resulting from the application of relevant collective agreement or employment contract language. By way of example, a material change to the “duties, and/or responsibilities, and/or job requirements” of a position may prompt a job rating review which may ultimately affect the compensation rate for the position. The individualized analysis contemplated by the report will need to account for collective agreement or employment contract obligations in order to ensure that issues of potential legal liability are properly addressed.

 

 

FINANCIAL IMPLICATIONS

 

Changes in compensation levels and creation or deletion of positions will impact the compensation budget allocations. The individualized analysis contemplated by the report will need to account for compensation budget changes.

 

 

DISPOSITION

 

Staff to take appropriate action as directed by the Committee and Council.

Having dealt with delegations and questions on items 1 and 2 concurrently (see Minutes under item 1), Committee proceeded to vote on a motion from Councillor Wilkinson.

 

Moved by Councillor M. Wilkinson

 

That the Corporate Services and Economic Development Committee approve the report recommendation.
