REPORT RECOMMENDATION

That the Corporate Services and Economic Development Committee recommend Council direct staff from the Economic Development Branch to work with local stakeholders, such as Ottawa Tourism, to approach the game organizers to pursue opportunities for the City of Ottawa to host some satellite events in Ottawa.

BACKGROUND

At the 19 January 2010 meeting of the Corporate Services and Economic Development Committee (CSEDC), Councillor S. Desroches submitted the following Notice of Motion for consideration by the CSEDC at its meeting of 2 February 2010:

Whereas the City of Toronto and the Greater Golden Horseshoe will be the host city of the 2015 Pan/Parapan American Games, a major international multi-sport event, held every four years for athletes of the 42 Pan American Sports Organization (PASO) member nations;

Whereas recent international events hosted by the City of Ottawa, such as the 2009 IIHF World Junior, included a small number of satellite events in the Greater Toronto Area;

Whereas the City of Ottawa successfully hosted a number of events for the FIFA U20 in 2007 and international sporting events are important for economic development and support local youth athletics;

Whereas the Nation’s Capital’s participation in the 2015 Pan/Parapan American Games would greatly enhance Canada’s experience with the games;

Whereas many potential games could by hosted at City of Ottawa facilities including the possibility that these facilities may also offer potential as pre-competition venues;

Therefore be it resolved that the City of Ottawa’s economic development branch work with local stakeholders, such as Ottawa Tourism,  to approach the game organizers to pursue opportunities for the City of Ottawa to host some satellite events in Ottawa.

DISCUSSION

Economic Development staff believe that a significant economic opportunity exists for Ottawa should it be selected by the Pan/Parapan Games organizers as an alternate site. While principal events of the 2015 Pan/Parapan American Games will be staged in Toronto and across the Golden Horseshoe region, given our readiness and our excellent selection of sport venues, a tremendous opportunity exists for Ottawa to serve as a pre-competition site for preliminary eliminations and practice. The number of athletes and corresponding coaching and support staff, in some cases with their families is large and pre-game activities can span as much as a 30 day period prior to the event.

Economic Development staff has already commenced discussions with members of the Ottawa Tourism Leadership Group, including representatives of Ottawa Tourism, to discuss this opportunity and have confirmed their shared understanding of both the importance of this opportunity and the degree of benefit to the city.
