That Council enact a by-law to change the street name of Constellation Crescent to Constellation Drive from Baseline Road to Centrepointe Drive and Constellation Crescent to Gemini Way for the remainder of the former roadway, as detailed in Document 1.

That the Planning and Environment Committee recommend Council enact a by-law to change the street name of Constellation Crescent to Constellation Drive from Baseline Road to Centrepointe Drive and Constellation Crescent to Gemini Way for the remainder of the former roadway, as detailed in Document 1.

BACKGROUND

 

As a result of roadway realignments and reconfigurations, Constellation Crescent has now been sectioned into two separate roadways.  A new access and intersection has been created to connect Constellation to Baseline Road.  A second portion of the former crescent from Centrepointe Drive now ends in a T-intersection at Constellation.  To comply with the municipal addressing by-law street naming guidelines, a street name change application has been submitted to change the suffix of the main reconfigured section of Constellation and to assign a unique name to the newly created street.

 

DISCUSSION

 

Clear and distinct road names assist residents, commercial uses and emergency response teams in way finding.  In addition, the flow and direction of Constellation requires a suffix change.  In By-law 2005-322, the "crescent" suffix is assigned to a street name where "a loop highway intersects with the same street at both ends".  Constellation no longer intersects Centrepointe Drive at two locations and therefore, it is recommended that the suffix change from "crescent" to "drive".

 

The portion of roadway from Centrepointe Drive to the new T-intersection at Constellation Drive will be renamed from "Constellation Crescent" to "Gemini Way".  This name was selected from the list of available street names.  Gemini was chosen as it continues the galaxy theme initiated with "Constellation".  Property owners will not be adversely impacted as there is only an unoccupied Bell Utility building, 7 Constellation Crescent, on this section of Constellation.  There are, however, two buildings with addresses on the remaining section of Constellation Crescent:  2 Constellation is occupied by federal government departments and 100 Constellation that is a City of Ottawa administrative building.  These two buildings will only be required to change to the suffix "Drive" on their stationery.

 

The Department supports the requested changes as they are in keeping with the Council-approved street naming guidelines and reflect the intent of the Municipal Addressing By‑law 2005-322.

 

Following enactment of the street name change by-laws by Council, notification to adjacent owners and public agencies will take place.  The effective date of the suffix name change and the installation of the new street signs for Constellation Drive will be delayed for six months until July 1, 2010, to provide the property owners and occupants time to exhaust stationery and notify contacts.  The name for the new road segment, Gemini Way, will be implemented as soon as possible after the by-law enactment in support of effective wayfinding and emergency response.

CONSULTATION

 

This proposal was circulated to the Ward Councillor and the local community associations.  A letter was also circulated to adjacent property owners.  In keeping with the legislative notification requirements, public notice was placed in local French and English newspapers to provide information to the general public of the upcoming changes.  A notice was also placed in the newspapers as part of the Planning and Environment Committee agenda notice.

 

 

There were no objections received regarding this application.

Costs associated with the application process are offset by the application fee.  As public streets, costs related to the manufacture and installation of replacement street name signs will be accommodated under the appropriate street sign maintenance budget.

City Clerk and Solicitor Department to notify the applicant, City of Ottawa, Public Works Department, Attention: Ravi Mehta, 100 Constellation Crescent, 6th Floor West, Nepean, ON, K2G 6J8 and Ward Councillor, R. Chiarelli, of Council's decision.

 

Road and Traffic Operations and Maintenance, Public Works Department, upon request by the Building Code Services Branch, to fabricate and install the new street signage.

 

City Clerk and Solicitor Department to draft and process the necessary by-law amendments for Council passage.

 

Planning and Growth Management Department, Building Code Services Branch, to notify adjacent property owners and public agencies of the new street names, the addressing plan and the effective dates once Council has enacted the associated street name change By-law.
