1. Endorse the proposed
governance model for the Rideau Corridor Landscape Strategy as set out in Document 1, subject to the
change identified in Recommendation 3 below to permit two representatives from
the City of Ottawa;
2. Appoint Councillor
Doucet as the Member of Council from the Urban Area and
Councillor Thompson as the Member of Council from the Rural Area to
serve on the Steering Committee. One will serve as a reserve member until the governance model is
amended per Recommendation 3; and
3. Request that Parks Canada amend the proposed Governance Model to include two City of Ottawa members on the Steering Committee and direct staff to report back on the outcome of this request.

That Planning and Environment Committee and

BACKGROUND
The Rideau Corridor Landscape Strategy is an
initiative being undertaken by Parks Canada.
When the Rideau Canal was named a World Heritage Site, UNESCO advised
Parks Canada "to undertake a study to identify the visual setting of the
canal" and to develop guidelines that can be used by all when assessing
development in the corridor. On May 13, 2009, City Council supported the
Strategy in principle. This study, now
referred to as a "Strategy," will be conducted by a group of experts
engaged by Parks Canada as a result of a Request for Proposals. The Terms of Reference will be developed in
consultation with the Steering Committee. This report has been prepared to seek
Committee and Council support for the proposed governance model for the
Strategy and to identify the City's representative(s) on the Committee.
DISCUSSION
Governance Model
In order to guide the Strategy, a Steering Committee was established earlier this year to further develop the project and assist in the production of Terms of Reference for it. The composition of the initial Steering Committee for the Rideau Canal Landscape Strategy was reviewed in September at a meeting attended by staff of the City, and a revised composition for the Steering Committee was proposed. This revised governance model includes representatives from each municipality and county, as well as representatives from the conservation authorities, the Province, First Nations, Parks Canada, and the National Capital Commission. In addition to the Steering Committee, there will also be a Community Advisory Group and a Technical Advisory Group, which will provide additional information and guidance to the Steering Committee (see Document 1). The proposed governance model assumes that each municipal Council will nominate either a member of Council or a staff member to serve on the Committee and that staff will serve on the appropriate sub-committee. Parks Canada has asked that all of the municipalities along the Rideau Canal endorse the governance model and support the initiative as it proceeds and nominate members to it.
Recommendation 2
City Representative (s)
To continue its work on the Strategy, it is recommended that Council select a representative (Councillor or staff) to sit on the Steering Committee. It may be appropriate to request that the City of Ottawa, as the largest municipality along the Rideau Canal, be represented by two Councillors, one to represent urban interests and the other to represent rural interests.
Recommendation 3
Additional member
The character of the Rideau Canal changes dramatically within the boundaries of the city as it passes through the rural areas to the south to the urban area and the downtown core. In order to ensure that the issues associated with the Canal throughout the city, the largest municipality through which it flows, are properly represented on the Steering Committee, it is recommended that the City have two representatives on it. As the proposed Governance Model has evolved with only one representative from the City, it is recommended that Parks Canada be requested to change the Model to reflect Ottawa's unique situation.
RURAL IMPLICATIONS
The results of the Strategy will affect both rural and urban Ottawa and therefore this report has been forwarded to both Agriculture and Rural Affairs Committee and Planning and Environment Committee.
CONSULTATION
Staff from Planning and Growth Management have represented the City at two meetings since the development of the Steering Committee Governance Model and have provided input into its structure and the role that the City will play in as the work involved with the Strategy evolves.

LEGAL/RISK MANAGEMENT IMPLICATIONS
There are no legal/risk management implications associated with this report.
This initiative supports the City Strategic Plan as the results of the Rideau Canal Landscape Strategy and will assist the Planning and Growth Management Department in integrating new growth seamlessly into established communities (F2) and in preserving the character of Ottawa’s rural villages (F5).

Elected officials are preferred however choice of representative (councillor or
staff person) is at the discretion of the council.

Conservation Authority board shall nominate a representative.

representation on the Steering Committee is to be determined

Algonquins of Ontario shall nominate 4 representatives. Further representatives of Aboriginal Communities
may be appointed as required.

The members
of the steering committee shall elect a Chairperson and Vice Chairperson.
·
Parks Canada
shall initially appoint members to the Community Advisory Group. Further
members may be appointed on the advice of the Steering Committee and as needs
arise.
·
The
Technical Advisory Group shall be appointed on the advice of the Steering
Committee and as needs arise.
·
The Steering
Committee may form additional Advisory Groups as required during the course of
the study.
·
Each
Advisory Group shall include at least one member of the Steering Committee.
