REPORT RECOMMENDATIONS
That the Council approve funds from the Water Efficiency Program in the amount of $260,000 in Account No. 900206 be directed to the Toilet Rebate Program element.

RECOMMANDATIONS DU RAPPORT
BACKGROUND
At the 24 November 2009 meeting, the Planning and Environment Committee approved the following motion from Chair Hume:
WHEREAS
the City’s Water Efficiency Program was approved by Council to bring increased
awareness on the wise use of drinking water through public awareness and the
use of rebates as financial incentives;
WHEREAS
the Toilet Rebate Program continues to be a successful program element that has
experienced an overwhelming number of applications during 2009 that has
surpassed forecasted levels; and demand for the program remains at a high
level;
AND
WHEREAS the approved 2009 funding for the program has been exhausted as of
October 2009;
AND
WHEREAS there are a considerable number of applications received and the
approval of the 2010 Rate Budget will not take place until March 2010;
AND
WHEREAS funds are available within the overall Water Efficiency Program
account;
THEREFORE
BE IT RESOLVED THAT the Planning and Environment Committee recommend Council
approve funds from the Water Efficiency Program in the amount of $260,000 in
Account No. 900206 be directed to the Toilet Rebate Program element.
The Water Efficiency Program was approved by Council to bring increased awareness on the wise use of drinking water through public awareness and the use of rebates as financial incentives. The Toilet Rebate Program continues to be a successful program element that has experienced an overwhelming number of applications during 2009, surpassing forecasted levels, and demand for the program remains high.
The approved 2009 funding for the program has been exhausted as of October 2009; however, a considerable number of applications have been received and the approval of the 2010 Rate Budget will not take place until March 2010. To address this, Council is asked to direct funds from the overall Water Efficiency Program to the Toilet Rebate Program, in the amount of $260,000.
There are no rural implications associated with this motion.

FINANCIAL IMPLICATIONS
Funding is available
in capital internal order 900206 Water Efficiency, which has a current
uncommitted balance of $769,000.
Following Council’s
approval of the funds, the Strategic and Environment Services Branch will
resume issuing rebates under the Toilet Replacement Program.
