message demeure inchangé pendant au moins 10 secondes.
The applicant applied for a minor variance to Sign By law 2005-439 to permit an internally illuminated ground sign, with a changeable message centre for an institutional use. A ground sign in this District 3 use zone must not exceed a height of three metres and have a non-illuminated message centre no greater than 25 per cent of the permitted identification sign area. The place of worship has requested an illuminated message centre area having a display area representing 36 per cent of the total signage area.
The property is located on the west side of Prince of Wales Drive just south of West Hunt Club Road. Adjacent uses are commercial/industrial north and west of the side, potential industrial uses east of the site and residential uses located southeast of this location. Residential uses are located 100 metres from the proposed location of the sign and are buffered by mature landscaping. The proposed ground sign will comply with the maximum identification area and height provisions of the By-law. It will be built near the main entrance to the building and be situated perpendicular to the roadway (see Document 1).
Displaying messages related to activities of the place of worship is the intended purpose of the illuminated message centre. The proposed location of the sign would be near a busy major collector roadway and also setback a substantial distance from adjacent residential uses. Potential impact of the message centre portion of the sign is lessened by the fact that the display area for the message centre will not take up the entire sign box dimensions and will have a black background with red images/letters. Based on the concerns from the community, a condition is recommended to hold the message image for a minimum duration of 10 seconds in order to reduce potential distraction to adjacent uses and roadway traffic.
As such, the Department is satisfied the proposed sign is in keeping with the intent of the Sign By-law and approval is recommended.
In response to the standard circulation to property
owners, business and community groups and the Ward Councillor, two area
residents noted concern with this application.
Ward Councillor Hunter had no objection to this variance application.
There are no
legal/risk management implications associated with this report.
Document 2 - Sign Elevation
City Clerk and Legal Services Branch, Legislative Services, to notify the agent and the local Ward Councillor of Council's decision. Building Code Services will process the sign permit resulting from the Council direction in accordance with Sign By-law 2005-439.
