e.                  The conversion of the limited peak-period direct-to-downtown trips of Routes 51, 55, 124, 156, 172, and 178 to frequent feeder routes;

f.                    Extensions or revisions to existing routes to provide new transit service in new residential areas in Blossom Park, Riverside South, and the Renaud Road area of Orléans.

 

2.         That route 166 be adjusted to access Bayshore Transitway Station from Holly Acres Road on non-holiday week days before 9:00 a.m. and from Bayshore Drive and Woodridge Crescent all other times.

 

3.         That City staff be directed to integrate route 151 with the Westgate mall and resolve any logistical issues as part of the implementation of Transplan 2009, in consultation with the ward Councillor’s office.

3.         Que le personnel de la Ville soit enjoint d’intégrer le circuit 151 au centre commercial Westgate et de résoudre toute question logistique dans le cadre de la mise en œuvre de Transplan 2009 en consultation avec le bureau du conseiller de quartier.

BACKGROUND

 

The Transplan planning and consultation process is conducted each year to receive suggestions for transit route changes from customers, to plan route changes consistent with the policies and service standards approved by Council, to consult with customers and residents on route change proposals, and to make recommendations based on the results of the consultation.


 

This report describes and seeks approval of transit route changes to be made later this year, based on the route change proposals that were the subject of public consultation earlier this year.

 

The consultation period this year was conducted in a more challenging environment, as it followed closely the return to service of the complete route network after the transit strike. Although the attention of many customers was directed more toward the details of the services currently available to them than to the future, the consultation process attracted valuable comments from a great number of customers.

 

Many of the recommended route changes differ from the proposals that were put forward for consultation, as they incorporate improvements that were based on the results of the consultation and on discussions with Councillors for the wards affected.

 

The OC Transpo 2009 Marketing Plan, which was received by Transit Committee on November 5, 2008, is founded upon an aggressive projection of ridership growth. This growth is driven largely by improving the convenience and increasing the capacity of transit service, and this growth is still expected to occur in late 2009 and early 2010. The 2009 budget for the transit system included the approval of the business plans and expectations that were laid out in the Marketing Plan.

 

The service increases which are budgeted and planned for September 2009 are funded primarily by new fare revenue resulting from the increased ridership and by resource re-allocation within the system. Routes with unused capacity can be replaced with a more reliable, quicker, more frequent, less expensive service which may require a transfer but which are designed to encourage customers to use using transit, through simpler, faster, and more consistent service.

 

The benefits of restructuring the transit routes in this way are, first, that the convenience of the service will be improved for the majority of the current customers, and second, that the increased convenience and capacity will attract new ridership to transit.

 

In recommending and approving this approach, staff and Council have recognised that in the implementation of actual service changes, there are different effects on different groups of customers. The Transplan 2009 process, the subject of this report, is the means by which staff consult with customers and residents on the proposed service changes, and use the feedback to refine the details of implementation, to minimize inconvenience and to maximize convenience for customers.

 

Staff recommend the service changes described in this report because they will achieve the aims of the Marketing Plan and budget, while addressing the majority of the concerns that were raised during the consultation period.

DISCUSSION

 

The recommended route changes continue the ongoing improvement of the OC Transpo system, in two major ways:

 

-          Expand service into new areas

-          Extend and revise service to use new facilities (new sections of Transitway and new park and ride lots)

-          Serve new employment locations

 

-          Improve the convenience and reliability of services

-          Ensure that downtown operations remain fluid and reliable

-          Increase efficiency to carry the same numbers of customers where unused capacity exists and to reallocate those resources to busy routes where increased service is required

 

Some of the changes will cause an inconvenience for customers, in many cases by requiring them to make an additional transfer. In every case, this inconvenience will be partly offset by reductions in waiting time (more frequent service), reductions in travel time (more direct service), and improvements in reliability (fewer routes operating in congested areas downtown). None of the service changes will cause or exacerbate overcrowding.

 

Overall, the changes recommended in this report will make the transit system more efficient, by carrying more customers without increasing operating resources (buses and hours of service) to the same degree. By funding a portion of the service improvements by reallocation rather than with new funding, upward pressure on taxes has been reduced.

 

A detailed explanation of all of the service changes is provided in Document 1. Further details of the recommended new services are provided in Document 2. A summary and analysis of the results of the consultation process for all of the recommended changes is provided in Document 3.

 

Riverside South and Leitrim – It is recommended that a new rapid transit bus service be established from the new Riverview Station and Leitrim Station, and that Route 145 be changed to provide local feeder service in Riverside South. These changes will improve the convenience and reliability of transit service in Riverside South and Leitrim, will improve access for residents of new areas to the transit system, and will provide the capacity to carry customers from the new park and ride lots and thus reduce pressure on the existing Greenboro Park and Ride lot.

 

Orléans east of Tenth Line – It is recommended that the seven direct-to-downtown express routes in this area be combined into four more frequent and more direct express routes. It is also recommended that the local routes in this area be revised and expanded to provide more convenient service. The planned routes and schedules for these services have been changed significantly based on the results of the consultation process, and the recommendations address the majority of the concerns that were raised. These changes will greatly improve the reliability and convenience of transit service in this area, by making travel more direct on all routes, by reducing the waiting time for express services, by reducing the walking distance required to reach all-day service in new areas, and by substantially improving the ability of the transit system to provide a service that customers can rely upon.

 

Britannia, Richmond Road, Dovercourt, and Westboro areas – It is recommended that the current Routes 2 and 16 in these areas be revised and improved so that they are convenient, consistent, reliable services connecting these areas together and with the Transitway and downtown. It is also recommended that the frequency be increased on Routes 87 and part of route 151 to provide improved connections with downtown and with the Transitway. The improvements to these routes will incorporate the service now provided by Routes 15, 18, and 50 in these areas. The planned routes and schedules for these services have been changed significantly based on the results of the consultation process, and the recommendations address the majority of the concerns that were raised. These changes will improve the convenience of transit service in these areas and will support the aims of the Richmond Road/Westboro Community Design Plan, by encouraging residents, workers, and shoppers to choose to travel by transit.

 

Combination of local and direct-to downtown services – It is recommended that Routes 59 and 166 in Crystal Beach be combined, that Routes 29 and 129 in Carson Grove be combined, and that Routes 25 and 128 in Blackburn Hamlet be combined into frequent feeder routes to the Transitway system. The planned schedules for these services have been changed based on the results of the consultation process, and the recommendations address the majority of the concerns that were raised. These changes will improve the convenience of service for customers by reducing their waiting time and by improving the reliability of service. These changes do require customers to transfer to make a trip between these areas and downtown, but by doing so make more capacity available on Albert and Slater Streets downtown, to allow for continued growth and increased reliability of service across the whole transit system.


 

Conversion of downtown trips of certain routes to frequent feeder services – It is recommended that Routes 51, 55, 124, 156, 172, and 178 be changed by reducing the number of direct-to-downtown trips offered during peak periods and by providing more convenient and reliable feeder service to the nearest Transitway stations. Certain trips on Routes 156, 172, and 178 will still continue to downtown as trips on Route 95. The number of trips will be increased on Routes 51, 55, 156, and 172 to provide more frequent service. The planned routes and schedules have been changed significantly based on the results of the consultation process, and the recommendations address the majority of the concerns that were raised. These changes do require customers to transfer to make a trip between these areas and downtown, but by doing so make more capacity available on Albert and Slater Streets downtown, to allow for continued growth and increased reliability of service across the whole transit system.

 

Extensions of service into new areas – It is recommended that Route 40 be extended to provide new service along Lester Road, that Route 145 be extended to provide new service along Canyon Walk and to the new Riverside South Catholic High School, and that a new Route 133 be established to provide new service from the residential areas near Renaud Road. These changes follow OC Transpo’s established service standards for the introduction of service into new areas, will improve access for residents of new areas to the transit system, and will thus allow transit ridership to continue to grow.

 

Improvements to recommendations after consultation – A number of major changes have been made between the presentation of the service change proposals to customers and residents and the development of the recommendations in this report. These have been driven by the large number of very helpful comments which were provided by almost 2100 customers during the consultation period. In particular, two proposed route changes have been withdrawn for further study, the recommendations for the Britannia/Westboro areas have been revised dramatically, a new all-day local route is now recommended in Orléans, arrangements have been made for some direct-to-downtown service to continue on Routes 156, 166, 172, and 178, and the planned schedules on the new express routes in eastern Orléans have been revised to ensure that capacity is available for residents north of Innes and north of Valin.

 

Other service changes in September 2009 – Several service changes other than those which were the subject of the Transplan 2009 consultation process are also occurring in September 2009, and these are described in Document 4. They are: the opening of the new section of the West Transitway between Bayshore Station and the new Pinecrest Station; the introduction of 24-hour service seven days a week on Route 95 between Fallowfield Station and Place d’Orléans Station; and the introduction of new direct services to the new RCMP offices in Barrhaven.

 

Downtown operations – The level of service on Albert and Slater Streets downtown must be kept at or below 180 buses per hour in the afternoon peak period to ensure fluid and reliable operation of the system. Levels above this have proven to cause severe delays. Since 2004, the volume of buses running east on Slater Street has been managed to not exceed this limit, by cutting back routes which previously operated from downtown and by operating high-capacity articulated buses in place of 40-foot buses to accommodate growth on busy trips. This year, for the first time, ridership increases west of downtown have caused the volume of buses running west on Albert Street to also reach 180 buses per hour, and the same strategies now must be applied to west-end routes. The recommendations in this report result in the removal of several trips from both Albert and Slater Streets downtown, allowing growth and reliable operation to continue.

 

Operational improvements at Hurdman Station and downtown – In addition to the congestion downtown described above, congestion is now also being experienced at the western and eastern entrances to Hurdman Station, where the paths of buses cross as they enter and exit the station in different directions. In a motion adopted during the consideration of the light rail project, Council directed staff to report back on means to relieve this congestion. Approximately $1.2 million in funds are available in capital budget accounts for physical changes at Hurdman Station and at other busy stations. Staff have begun to design improvements to increase capacity and reduce conflicts. Some physical changes are ready to be made in the spring of 2009, and others will follow in 2009 and 2010. Staff will advise Transit Committee members by memorandum, as major changes are ready for construction. Approximately $1.7 million in capital budget funds are also available for improvements at platforms and shelters in downtown, to improve waiting conditions and reduce conflicts between pedestrians and waiting transit customers, and another $1.7 million has been requested in the Federal Infrastructure Stimulus Fund submitted on May 1, 2009, as part of the $2.05-million Transitway Improvement Program.

 

 

CONSULTATION

 

Consultation has been conducted on the proposed route changes, in accordance with the direction of Council in the Transit Service and Fare Policies of 2005. A leaflet was distributed on board buses directing customers to descriptions of the initial route change proposals on octranspo.com.

 

The consultation period this year was conducted in a more challenging environment, as it followed closely the return to service of the complete route network after the transit strike. Although the attention of many customers was directed more toward the details of the services currently available to them than to the future, the consultation process attracted valuable comments from a great number of customers.

 

Comments from customers were received in writing by mail, e-mail, and fax. In all, 2100 comments were received. Of those, 450 were in support of the proposals and 1650 were in opposition to the proposals. Of the 450 comments in support of the proposals, 200 comments also included suggestions for further improvement that were outside of the scope of the proposals. Of the 1650 comments in opposition to the proposals, subsequent revision to the recommendations based on the results of the consultation has addressed the substance of 1350 of the comments, leaving 300 in effect still in opposition to the recommendations. A detailed recapitulation of the comments is presented in Document 3 of this report.

 

Staff attended five public meetings or open houses organized by Councillors, and the route change proposals were either one item on the agenda of a larger meeting or were the main subject of the open house. Staff attended events hosted by Councillor Cullen on April 1 and 2, by Councillor Desroches on May 2, and by Councillor Monette on April 2 and May 6. Staff also rode along with rural customers on Route 45 on April 30 to discuss with them the changes under consideration for their service in connection with the Riverside South route revisions.

 

A number of major changes have been made between the presentation of the service change proposals to customers and residents and the development of the recommendations in this report. In particular, two proposed route changes have been withdrawn for further study, the recommendations for the Britannia/Westboro areas have been revised dramatically, a new all-day local route is now recommended in Orléans, arrangements have been made for some direct-to-downtown service to continue on Routes 156, 166, 172, and 178, and the planned schedules on the new express routes in eastern Orléans have been revised to ensure that capacity is available for residents north of Innes and north of Valin.

 

The service change proposals were outlined briefly for the Pedestrian and Transit Advisory Committee at their meeting of April 16, and the draft recommendations were discussed in detail with the Transit Operations sub-committee of PTAC at their meeting of May 7. The detailed discussion allowed sub-committee members an opportunity to understand the recommendations and to ask related questions. The sub-committee members did not raise any substantial suggestions or objections to the draft recommendations.

 

LEGAL/RISK MANAGEMENT IMPLICATIONS

 

There are no legal/risk management impediments to the implementation of this report's recommendation.

 

FINANCIAL IMPLICATIONS

 

There are no financial implications associated with this report, as all of the service changes will be made within the budgeted transit service levels.

DISPOSITION

 

Upon the approval of the recommendations in this report, staff will begin work to put the route changes in place for September 2009. In some cases, where construction is not yet complete, some elements of the service changes will not begin until later in 2009 or 2010.

 

Transit customers will be advised of these service changes this month on octranspo.com and in detail by leaflets distributed on board buses several weeks before the changes begin.  Transit staff will assist Councillors in preparing any information to be distributed locally.

 

Suggestions for further service changes from transit customers, residents and employees will continue to be collected and evaluated for future years’ planning processes.

 

All of the service changes will be assessed after one year of operation to check that they are meeting their objectives and that they remain the best way to provide transit service in the areas affected.  Any changes which are found to be unsuccessful will be removed or revised, as appropriate.

 

 


DETAILED DESCRIPTIONS OF RECOMMENDED ROUTE CHANGES     DOCUMENT 1

 

 

Riverside South and Leitrim

 

In Riverside South and Leitrim, a new rapid transit bus route, Route 99, would be introduced to run between Riverview Station, Leitrim Station, and downtown via the Southeast Transitway. Along with this, the local service within Riverside South would be revised, and the rural express service on Route 45 would be combined into the schedule of Route 99.

 

Riverview Station and Leitrim Station are two new park and ride lots now under construction, and expected to open in the fall of 2009. Both of these stations are along the future transit corridor that had been intended to be the location of the previous light rail project. Funding for these two new park and ride lots, and two others in Orléans, was approved in the 2007 capital budget. Riverview Station is expected to open in September 2009, initially with 160 parking spaces, and with room to expand over time to 930 spaces. Leitrim Station is expected to open in late 2009, initially with 290 parking spaces, and with room to expand over time to 1200 spaces. As development continues west in the Findlay Creek area of Leitrim, Route 144 will be extended to make connections with Route 99 at Leitrim Station.

 

New Route 99 – The new Route 99 would provide frequent, direct service from these two new park and ride lots and from Riverside South to downtown via the Southeast Transitway. The new route would initially run every 12 minutes toward downtown in the morning peak period and from downtown in the afternoon peak period. In the opposite direction during peak periods, and at other times, Route 99 would operate every 30 minutes between Riverview Station and Greenboro Station. As ridership grows, more off-peak trips will be extended to downtown and the service will be made more frequent. Until the park and ride lot at Leitrim Station is open, buses on Route 99 will operate directly by that location on Leitrim Road.

 

Revised Route 145 – The revised Route 145 would become a local feeder route within Riverside South, connecting with Route 99 at Riverview Station and also at Canyon Walk and Spratt, where shelters will be installed to improve conditions for connecting customers. Route 145 would operate every 20 to 30 minutes during peak periods and every 30 minutes at other times of the week, with all trips timed to make connections with Route 99. The change to Route 145 will provide new transit service along Canyon Walk in a new residential area, bringing another 700 houses within a convenient walking distance of transit service. Some trips on Route 145 would be extended to provide service to the new Riverside South Catholic High School. The details of which trips would be extended will be determined in discussion between Transit Services staff and staff of the school board.

 

New Route 189 – The new Route 189 would provide peak-period service along River Road, south toward Riverview Station in the morning and north toward Hunt Club Road and Greenboro Station in the afternoon. Customers will be able to use this route to travel to and from the employment and residential areas along River Road. All trips on Route 189 will be scheduled to continue directly onto Route 99, so that customers travelling to or from the residential areas along River Road will not need to transfer between buses. Some trips on Route 189 will start or end at Greenboro Station and others at Hunt Club and Riverside.

 

Revised Route 45 – Along with these changes, a small change would be made to Route 45. The two morning trips and the two afternoon trips on Route 45 would be combined with the schedule of the new Route 99, and would follow the same route through Riverside South, via Spratt Road and no longer via Shoreline and Canyon Walk. There would be no change to the rural express service that is provided from North Gower, Kars, and Manotick to downtown Ottawa.

 

 

 

Orléans east of Tenth Line

 

This package of changes would be a major improvement for the convenience and reliability of transit services in the eastern part of Orléans. The seven current express routes would be combined into four that are much more frequent and more direct. Four all-day local routes would operate, three of which would serve the same streets and stops as three of the express routes. The revised all-day local routes would provide more direct and more convenient service, with shorter walking distances to transit service in newer residential areas.

 

This part of Orléans is now served by seven express routes providing direct service to downtown Ottawa. These routes were introduced as the area grew from the early 1980s through until recent years, and were adapted over time to serve new areas. The result has been a set of routes that is confusing, discontinuous, and inefficient. By planning the routes in this area anew, the routes can be more direct and more convenient, giving customers the benefit of shorter travel times. And, by making the routes more direct, there can be fewer routes, each of which can be more frequent and carry more customers, thus giving customers the benefit of shorter waiting times.

The following four express routes would serve this area:

 

New Express Route 20 – The new Route 20 would provide the primary-north south service along Portobello, Varennes, Montcrest, and Princess Louise. Service on Route 20 would be increased from the current 9 morning trips and 11 afternoon trips to 22 morning trips and 15 afternoon trips, operating as frequently as every six minutes in the morning and every ten minutes in the afternoon. Every second trip in the morning will start at Portobello and Valin to ensure that seated capacity is available for customers boarding north of there. The planned schedule for this route is shown in Document 2, and has been calibrated with the most recent ridership data available to ensure that there is sufficient capacity for all customers with no overcrowding.

 

New Express Route 22 – The new Route 22 would provide the primary north-south service along the Trim Road corridor, with loops into the residential areas along Valin both east and west of Trim and along Springridge east of Trim. This route would also provide service from the new Millennium Park and Ride lot and the existing lot at Trim Station. Service on Route 22 would be increased from the current eight morning trips and seven afternoon trips to 10 morning trips and 10 afternoon trips, operating as frequently as every 12 minutes in the morning and every 15minutes in the afternoon. A future temporary extension along Montmere to serve a new residential area will be added in late 2009 when road construction permits. The planned schedule for this route is shown in Document 2, and has been calibrated with the most recent ridership data available to ensure that there is sufficient capacity for all customers with no overcrowding.

 

New Express Route 27 – The new Route 27 would provide east-west service along parts of Gardenway and Charlemagne, and would continue to provide the same service west of Tenth Line that it does today. Service on Route 27 would be increased from the current 18 morning trips and 17 afternoon trips to 18 morning trips and 21 afternoon trips, operating every seven minutes at busy times and as frequently as every three minutes at certain peak times of the afternoon. This route will continue to provide the direct connection from Orléans to employment areas of Gatineau that it does today. The planned schedule for this route is shown in Document 2, and has been calibrated with the most recent ridership data available to ensure that there is sufficient capacity for all customers with no overcrowding.

 

New Express Route 35 – The new Route 35 would provide the primary north-south service in the area between Tenth Line and Portobello/Varennes, operating on parts of Lakeridge, Esprit, Gardenway, Bottriell, Merkley, and Charlemagne. Service on Route 35 would be increased from the current 18 morning trips and 15 afternoon trips to 26 morning trips and 24 afternoon trips, operating as frequently as every five minutes in the morning and every six minutes in the afternoon. Every second trip in the morning will start at Orchardview and Innes to ensure that seated capacity is available for customers boarding north of there. The planned schedule for this route is shown in Document 2, and has been calibrated with the most recent ridership data available to ensure that there is sufficient capacity for all customers with no overcrowding.

 

In addition to these four routes which would serve the area east of Tenth Line, Route 32 would continue to operate over the section of its current route west of Tenth Line. There would be no change in service for the current customers of Route 32 west of Tenth Line.

 

Four sections of streets on which express service now operates would no longer have express service, and customers would walk a short additional distance to the new routes. These streets are Aquaview (south of Lakepointe), Charlemagne (between Orchardview and Merkley), Princess Louise (south of Montcrest), and Trim (between Valin and Portobello/Springridge). In all, the changes would cause a longer walk for 300 customer-trips each day (150 individual customers). Details of the changes and the effects on customers are provided in Document 2.

 

 

All-day transit service in this part of Orléans is currently provided by Routes 130, 135 and 136. Route 130 provides service along Charlemagne, and this service is not proposed to change. Also, rapid transit bus Route 94 provides east-west service along Innes, and this is not proposed to change. Routes 135 and 136 provide service that loops through local neighbourhoods, and the two routes connect and cross at several points. Like the express routes, the local routes have been adapted as new residential areas have been established, and the result is a service that is difficult for customers to use and to understand and which does not promote off-peak transit travel.

 

The recommended route structure would establish four north-south local all-day bus routes. Three of these would run on the same streets as three of the four recommended new express routes, so that customers served by these routes would have consistent stops at which they would use transit service, at all times, and so that the local routes would provide useful supplementary service to the express routes during peak periods. The fourth local route would be a new north-south service on Tenth Line.

 

 

The following four local routes would serve this area:

 

New Route 120 – The new Route 120 would provide the all-day north-south service along Portobello, Varennes, Montrest, and Princess Louise. Route 120 would serve the same streets and the same stops as express Route 20. Route 120 would make connections with the rest of the transit network at Place d’Orléans Station. Route 120 would operate every 30 minutes, seven days a week, and every 60 minutes on Sunday evenings.

 


New Route 122 – The new Route 122 would provide the all-day north-south service along the Trim Road corridor, with loops into the residential areas along Valin both east and west of Trim and along Springridge east of Trim. Route 122 would serve the same streets and the same stops as express Route 22. Route 122 would make connections with rapid transit bus Route 95 at Trim Station from Monday to Friday and at Place d’Orléans Station seven days a week. Route 122 would operate every 30 minutes, seven days a week, and every 60 minutes on Sunday evenings. In 2010, as development continues along North Service Road north of Road 174, Route 122 would be extended to serve this area.

 

New Route 135 – The new Route 135 would provide the primary north-south service in the area between Tenth Line and Portobello/Varennes, operating on parts of Lakeridge, Esprit, Gardenway, Bottriell, Merkley, and Charlemagne. Route 135 would serve the same streets and the same stops as express Route 35. Route 135 would make connections with the rest of the transit network at Place d’Orléans Station. Route 135 would operate every 30 minutes, seven days a week, and every 60 minutes on Sunday evenings.

 

New Route 136 – The new Route 136 would provide all-day north-south service along Tenth Line, serving the many commercial, recreational, and school destinations. Route 136 would make connections with the rest of the transit network at Place d’Orléans Station. Route 136 would operate every 30 minutes, every day except Sundays.

 

Details of the frequency and hours of service for these routes is provided in Document 2.

 

New Routes 120, 135, and 136 would all operate in both directions along Centrum Boulevard in the Orléans Town Centre area, providing frequent service between there and Place d’Orléans Station. Between the three routes, that short connection will be provided every seven to 15 minutes.

 

 

Britannia, Richmond Road, Dovercourt, and Westboro areas

 

This package of changes would provide more convenient and consistent, more frequent, and more reliable services throughout these areas, and would support the City’s efforts to increase transit use in these areas.

 

The current route network in these areas has developed from the bus and streetcar route network that was in place as Ottawa grew to the west, and has been adapted to make some connections with the Transitway. Service to the customers travelling to and from these areas can be improved by simplifying the route network and making the routes more frequent and more reliable.

 

The Richmond Road/Westboro Community Design Plan, approved by Council at its meeting of July 9, 2007, is based upon increasing the share of all travel in the area that is made by transit. The increased transit use will support the levels of development approved in the CDP without the need to construct more road capacity, as would be common in non-central areas. Planning and Growth Management staff are currently starting the process to prepare a transportation management implementation plan in order to determine how this target can be achieved, and how the City and developers can implement the various measures proposed, including potential funding mechanisms.

 

In advance of this study, Council approved in the 2009 transit operating budget sufficient funds to improve transit service levels in the Westboro and Carlingwood areas. This additional funding is part of the package of changes described in this section of the report.

 

The recommended improvements in transit service will support and encourage higher transit ridership. They will not, by themselves, cause the transit mode share to increase to the target of 40 per cent. But they will encourage transit use, by making transit service in these areas more convenient and a service on which travellers can more easily rely. The recommendations in this section will result in frequent, consistent, convenient service on Route 2 on Richmond Road and on Routes 16 and 151 in Westboro. Operating resources on Richmond Road would no longer be divided among Routes 2, 18, and 50, all with either limited or infrequent service, but would be concentrated on Route 2. The additional resources approved in the 2009 transit operating budget would be used for a major increase in service on Route 151, to provide a new, convenient north-south connection along Kirkwood to Westboro Station.

 

The recommended changes are:

 

More frequent Route 2 – Route 2 would be improved to be the major east-west service along Richmond Road between Bayshore Station and Westboro Station, and continuing east from there via Wellington Street to downtown. Route 2 would be increased to operate every 10-15 minutes in the morning peak period, every 10 minutes in the afternoon peak period, and every 15 minutes at other times of the week, up from the current 30 minute service west of Westboro Station at all times. Details of the planned frequency and hours of service are provided in Document 2. Route 2 makes connections at Richmond and Woodroffe with Route 87 between Carlingwood and downtown and at Westboro Station with the very frequent Transitway service to downtown. There would be no change to the routing of Route 2, just improvements in the frequency.

 

Extended and more frequent Route 16 – Route 16 would be improved to be the major east-west service from Britannia and through the areas between Richmond Road and Carling Avenue. It would replace the current service provided by Routes 18 and 50 in Britannia Village, and would be more frequent than either of those routes. Increased frequency on Route 16 would replace the supplementary service now provided by Route 15 between Lincoln Fields and Churchill. Route 16 would operate every 7-8 minutes in peak periods, every 15 minutes in the midday, and every 20 minutes in the evening. Details of the planned frequency and hours of service are provided in Document 2. Some peak and midday trips would end at Tunney’s Pasture Station, and all other trips would continue downtown. Service through to downtown would operate every 20-30 minutes at all times. Route 16 would make connections at Lincoln Fields Station and at Tunney’s Pasture Station with the very frequent Transitway service to downtown, and also at Carlingwood with Route 87 for service north along Woodroffe and to downtown. Other than the extension to Britannia, there would no change to the routing of Route 16, just improvements in the frequency.

 

More frequent Route 151 – Route 151 would be improved to provide convenient north-south service on Kirkwood between Carling Avenue and Westboro Station. Route 151 now operates every 60 minutes in the morning peak period and evening and every 30 minutes at other times. This section of Route 151 would be increased to operate every 15 minutes between 06:00 and 19:00 from Monday to Friday. Details of the planned frequency and hours of service are provided in Document 2. This new frequent service would provide a new convenient connection to the Transitway at Westboro Station.

 

Revised Route 51 – Route 51 would be revised to provide north-south service on Churchill, to connect with the frequent Transitway service at Westboro Station, and to provide east-west service on Scott between Churchill and Holland. As described elsewhere in this report, Route 51 would no longer extend directly to downtown via Highway 417, but would end at LeBreton Station. Service levels on Route 51 would be increased, from the current six morning and six afternoon trips to eight morning and eight afternoon trips. Details of the planned schedule are provided in Document 2.

The following brief descriptions outline the changes between the current and recommended services in each area along Routes 2 and 16:

 

 

 

 

 

 

 

 

 

 

 

 

Combination of local and direct-to downtown services

 

In three areas of the City, the current all-day local services would be made more frequent and combined with services that now operate directly to downtown. The removal of direct-to-downtown service will cause the inconvenience of an additional transfer for some customers, but the combined services will provide more frequent and more reliable service for all customers on the routes.

 

The removal of the direct-to-downtown trips will make more capacity available on Albert and Slater Streets downtown, to allow for continued ridership growth and increased reliability of service across the entire transit system.

 

Routes 59 and 166 in Crystal Beach

 

The service provided from the Crystal Bay and Crystal Beach areas by Routes 59 and 166 would be combined. The new Route 166 trips would operate from Grandview to Bayshore Station via Crystal Beach, Corkstown, and Holly Acres. Two morning trips on Route 166 would continue directly to downtown as trips on Route 96. All-day service along all of Route 166 would continue unchanged except for the revised routing into Bayshore Station via Holly Acres. Route 169 would also be changed to provide supplementary service along Crystal Beach and Corkstown.

 

Service on Grandview would operate with 14 morning trips and 15 afternoon trips, compared to the current five morning trips and six afternoon trips on Route 59 and the current six morning trips and seven afternoon trips on Route 166. Service on Crystal Beach and Corkstown would operate with 17 morning trips and 18 afternoon trips, compared to the current five morning trips and six afternoon trips on Route 59 and the current six morning trips and seven afternoon trips on Route 166. Details of the planned schedule are provided in Document 2.

 

The travel time for a typical trip from Crystal Beach to downtown would increase from approximately 35 to approximately 40 minutes. The inconvenience of the additional transfer at Bayshore Station and the longer travel time would be offset in part by the shorter waiting time for the combined more-frequent service and by the improved reliability of service on the new section of the West Transitway between Bayshore Station and Pinecrest Station.

 

Service on Route 96 between Bayshore Station and downtown would be increased, so that there is sufficient capacity available to carry the expected numbers of customers. Two trips on Route 166 would be scheduled to continue as trips on Route 96 from Bayshore Station, so that customers on those trips would not need transfer between buses.

 

All-day service would be removed on the section of Carling Avenue between Holly Acres and Bayshore Crescent. This service is now used by approximately 25 customers each day, who would need to walk either west to Holly Acres for service on Route 166 or east to Bayshore Crescent for service on Route 85. All-day service would be removed on the section of Bayshore Crescent between the north and south arms of Woodridge Crescent. This service is now used by approximately 100 customers each day, who would need to walk either north to the north arm of Woodridge Crescent for service on Route 85 or south to the south arm of Woodridge Crescent or to Bayshore Station for service on the many routes there.

 


 

 


Routes 29 and 129 in Carson Grove

 

The service provided from the former CFB Rockcliffe and Carson Grove areas by Routes 29 and 129 would be combined. The combined Route 129 would continue to operate from these areas via Blair Station to Hurdman Station. Route 29 also currently operates on the section of Ogilvie between Bathgate and Cyrville, and customers on this part of the route would be served by more-frequent service on Route 127. The trips on Route 15 that operate via la Cité collégiale to Blair Station (to be designated as trips on Route 12 starting in September because of a change to Route 15 west of downtown) would also be changed to provide supplementary service along Plumber, Charlton, and Matheson.

 

Service on Route 129 in the morning from the former Rockcliffe air base and along Codd’s and Carson would operate every 10 minutes, compared to the current 10 minute service on Route 29 and 20 minute service on Route 129. Return service in the afternoon would operate every 10 minutes, compared to the current 15 minute service on Route 29 and 20 minute service on Route 129.

 

Service on Plumber, Charlton, and Matheson would be provided primarily by Route 129 with supplementary trips on Route 12. Service in this area would operate with 26 morning trips and 27 afternoon trips, compared to the current 12 morning trips and 10 afternoon trips on Route 29 and the current eight morning trips and nine afternoon trips on Route 129.

 

Service in the morning along Ogilvie between Blair Station and St Laurent Station would operate every 15 minutes on Route 127, compared to the current 10-minute service on Route 29 and 30‑minute service on Route 127. Return service in the afternoon would operate every 15 minutes on Route 127, compared to the current 15-minute service on Route 29 and 30 minute service on Route 127.

 

Details of the planned schedules are provided in Document 2.

 

The travel time for a typical trip from Carson Grove to downtown would remain unchanged, at 30-35 minutes.

 

There is currently sufficient capacity available on the frequent Transitway service between St. Laurent and Hurdman Stations and downtown to accommodate all of the expected ridership without overcrowding. In particular, space is available on westbound trips of Routes 85 and 96, which originate at Hurdman Station.

 

 

 

Routes 25 and 128 in Blackburn Hamlet

 

The service provided from Blackburn Hamlet via Bearbrook by Routes 25 and 128 would be combined. The combined Route 128 would no longer be a large two-way loop, but would be a conventional two-way route serving all parts of Blackburn Hamlet and operating via Bearbrook. The new route would operate via Road 174, as Route 25 now does.

 

Service from Blackburn Hamlet via Bearbrook in the morning on the new Route 128 would operate every 15 minutes, compared to the current 20-minute service on Route 25 and 30-60‑minute service on Route 128. Service to Blackburn Hamlet in the afternoon on the new Route 128 would operate every 15 minutes, compared to the current 30-minute service on Route 25 and 30-60 minute service on Route 128.

 

The service provided from Innes, Southpark, and Tauvette in Blackburn Hamlet by Route 128 would continue to be provided in peak periods by part of the new Route 133. Route 133 is being introduced to serve the new Renaud Road residential areas, as described later, and would operate through Blackburn Hamlet to connect with the Transitway at Blair Station. The rapid transit bus Route 94 provides the primary service along Innes through Blackburn Hamlet, and will have increased frequency in September 2009.

 

Service from Blackburn Hamlet via Innes in the morning on the new Route 133 would operate every 30 minutes, compared to the current 30-60 minutes on Route 128.

 

In September 2009, Route 94 will operate more frequently and later at night seven days a week. In peak periods, the route is planned to operate every 5 to 8 minutes, up from the present every five to 10 minutes. Service is planned to operate every 15 minutes in the midday, seven days a week, and every 30 minutes in the evening and on weekend mornings.

 

Details of the planned schedules are provided in Document 2.

 

Those customers who travel between stops in Blackburn Hamlet and stops along Ogilvie between Blair and Montreal Road would either be accommodated on school trips or would transfer between Routes 94, 128, or 133 and Routes 12, 124, or 127 at Blair Station.

 

The travel time for a typical trip from Blackburn Hamlet to downtown would remain unchanged, at 30 to 35 minutes. The inconvenience of the additional transfer at Hurdman Station would be offset by the shorter waiting time for the combined more-frequent service and by the shorter travel time along Road 174 between Blair Station and Montreal Road.

 

There is currently sufficient capacity available on the frequent Transitway service between Hurdman Station and downtown to accommodate all of the expected ridership without overcrowding. In particular, space is available on westbound trips of Routes 85 and 96, which originate at Hurdman Station.

 

 

Conversion of downtown trips of certain routes to frequent feeder services

 

Routes 51, 55, 124, 156, 172, and 178 would be changed by reducing the number of direct-to-downtown trips offered during peak periods and by providing more convenient and reliable feeder service to the nearest Transitway stations. Certain trips on Routes 156, 172, and 178 will still continue to downtown as trips on Route 95. The number of trips will be increased on Routes 51, 55, 156, and 172 to provide more frequent service. The planned routes and schedules have been changed significantly based on the results of the consultation process, and the recommendations address the majority of the concerns that were raised. These changes do require customers to transfer to make a trip between these areas and downtown, but by doing so make more capacity available on Albert and Slater Streets downtown, to allow for continued growth and increased reliability of service across the whole transit system.

 

Route 51 – Route 51, which serves areas along Iris, Navaho, and Maitland, would be revised to make a connection with the frequent Transitway service at Westboro Station. From there, buses would continue along Scott Street to Tunney’s Pasture Station, then operate on the Transitway to Bayview and LeBreton Stations. The service on Scott Street would replace part of the current Route 18, as described earlier in the report. New connections would be available with the O-Train to Carleton University at Bayview Station and with OC Transpo services to Gatineau at LeBreton Station. The current operation via Highway 417, which is subject to delays resulting from auto traffic congestion or accidents, would be removed. The number of trips on Route 51 would be increased from six to eight in the morning and from six to eight in the afternoon. Details of the planned schedule are provided in Document 2.

 

Route 55 – Route 55, which serves the Central Park and Carlington areas, would be revised to end at LeBreton Station, making connections with frequent Transitway service into downtown at Tunney’s Pasture Station, with the O-Train at Bayview Station, and with OC Transpo services to Gatineau at LeBreton Station. The number of trips on Route 55 would be increased from six to eight in the morning and from six to eight in the afternoon. Details of the planned schedule are provided in Document 2.

 

Route 124 – Route 124, which serves the Beacon Hill area, would be revised so that all trips end at Hurdman Station. Currently, trips extend into downtown only in the morning peak period. Direct-to-downtown service from Beacon Hill would continue to be available in the morning and afternoon on Route 24.

 

Route 156 – Route 156, which serves the Tanglewood area along Woodfield, would be revised so that most trips end at Lincoln Fields Station, making connections with frequent Transitway service there and at Baseline Station. Currently, a limited number of trips extend to or from downtown in peak periods. Five trips in the morning would end at Baseline Station but would continue to downtown as trips on Route 95, so that customers on those trips would not need transfer between buses. The number of trips on Route 156 would be increased from 11 to 13 in the morning and from 13 to 15 in the afternoon. Details of the planned schedule are provided in Document 2.

 

Route 172 – Route 172, which serves the Craig Henry area, would be revised so that most trips end at Lincoln Fields Station, making connection with frequent Transitway service there and at Baseline Station. Currently, a limited number of trips extend to or from downtown in peak periods. Five trips in the morning would end at Baseline Station but would continue to downtown as trips on Route 95, so that customers on those trips would not need transfer between buses. The number of trips on Route 172 would be increased from 17 to 18 in the morning. Details of the planned schedule are provided in Document 2.

 

Route 178 – Route 178, which serves the Centrepointe area, would be revised so that most trips end at Lincoln Fields Station, making connection with frequent Transitway service there and at Baseline Station. Currently, in the morning, five of 12 trips extend to downtown, and in the afternoon, five of 13 trips begin in downtown. With the revised service, five trips in the morning would end at Baseline Station but would continue to downtown as trips on Route 95, so that customers on those trips would not need transfer between buses.

 

West Transitway service (for customers on Routes 51, 55, 156, 172, and 178) – Service on the Transitway from Bayshore and Baseline Stations to downtown would be increased, by adding approximately 30 additional eastbound trips on Routes 95 and 96. With this increase, there will be sufficient capacity available to carry the expected numbers of customers without overcrowding.

 

East Transitway service (for customers on Route 124) – There is currently sufficient capacity available on the frequent Transitway service between Hurdman Station and downtown to accommodate all of the expected ridership without overcrowding. In particular, space is available on westbound trips of Routes 85 and 96, which originate at Hurdman Station.

 

 

Extensions of service into new areas

 

Service would be extended into three new residential areas of the City, where population is at a level that warrants the introduction of new service, according to the established service standards. Two of the areas will receive peak-period service until development continues further, and one of the areas will receive all-day service. These extensions of the transit network will improve access for residents of new areas to the transit system, and will thus allow transit ridership to continue to grow.

 

Route 40 on Lester Road in Blossom Park

 

Some trips on Route 40 will be extended to serve the new Deerfield Village area along Lester Road, east of Albion. This change will bring another 260 houses within a convenient walking distance of transit service. The extended trips will operate approximately every 30 minutes during the morning and afternoon peak periods. Details of the planned schedule are provided in Document 2. Customers in this area may also choose to walk further, to use the bus stops at Lester and Albion for access to the new rapid transit bus Route 99, operating seven days a week.

 

 

Route 145 on Canyon Walk in Riverside South

 

As described earlier, along with the introduction of the new rapid transit bus Route 99, local services in Riverside South would be restructured. Route 145 would become a local feeder bus route within Riverside South. This change allows Route 145 to provide new transit service along Canyon Walk between Spratt and Earl Armstrong and along Earl Armstrong between Canyon Walk and Spratt. This change will bring another 700 houses within a convenient walking distance of transit service. Customers will be able to transfer between Route 145 and Route 99 either at Canyon Walk and Spratt or at Riverview Station. Route 145 would operate every 20 to 30 minutes during peak periods and every 30 minutes at other times of the week, with all trips timed to make connections with Route 99. Details of the planned schedule are provided in Document 2.

 

Some trips on Route 145 will also be extended to the new Riverside South Catholic High School. The details of which trips would be extended will be determined in discussion between Transit Services staff and staff of the school board.

 

New Route 133 in Renaud Road area of Orléans

 

The new Route 133 would be established to provide new peak-period service in the new residential areas near Renaud, Pagé, and Navan Roads. The route will operate north from the new area along Orléans Boulevard, then west on Innes Road through Blackburn Hamlet. The route will provide the peak-period service that is currently part of Route 128 from Southpark and Tauvette in the western part of Blackburn Hamlet to the Transitway connection at Blair Station. This new service will bring another 300 houses within a convenient walking distance of transit service.

 

Route 133 will operate every 30 minutes during peak periods. Details of the planned schedule are provided in Document 2.

 

Changes will be planned for Route 133 in 2010, as development continues in the Renaud Road residential areas and when the new park and ride lot at Chapel Hill Station, off Navan Road opposite Orléans Boulevard, is built and open.

DESCRIPTION OF OTHER SERVICE CHANGES FOR

SEPTEMBER 2009                                                                                                  DOCUMENT 4

 

 

New section of West Transitway between Bayshore Station and Pinecrest Station

 

The new section of the West Transitway between Bayshore Station and Pinecrest Road is expected to open with the schedule change date at the beginning of September 2009. In connection with this opening, the new Pinecrest Station will open, near the intersection of Pinecrest and Dumaurier, and the new main line platforms at Bayshore Station will open.

 

The new section of Transitway will reduce travel times and increase reliability of the routes that now operate on this section of Highway 417. The largest improvement in service will be for customers on eastbound routes from Kanata to downtown in the mornings.

 

 

Kanata and Stittsville express routes 60, 61, 62, 63, 64, 65, 66, 68, 261, 262, and 263 will be revised to operate on the new section of Transitway rather than on Highway 417. Eastbound trips in the morning will exit from Highway 417 at Holly Acres Road, join the Transitway there, serve Bayshore and Pinecrest Stations, and rejoin the highway at Pinecrest to connect to the Southwest Transitway at Queensway Station. Westbound trips in the afternoon will exit from Highway 417 at Pinecrest, serve Pinecrest and Bayshore Stations, continue on the Transitway west of Holly Acres Road, and join the bus-only lanes on the highway.

 

Route 96, the rapid transit bus service between Kanata/Stittsville and the central parts of Ottawa, will also be revised to operate on the new section of Transitway rather than on Highway 417. All buses on Route 96, including those on the current D96 branch, will follow the new faster routing via Bayshore Station and the new section of Transitway.

 

Route 182, the employment-area route from downtown to Kanata North, will be revised to operate on the new section of Transitway rather than via Carling Avenue. Westbound trips in the morning will operate via the Southwest Transitway, through Lincoln Fields Station, west on Highway 417 to Pinecrest, on the Transitway through Pinecrest Station and Bayshore Station, on the bus-only lanes on the highway, and then rejoin the current route north on Moodie to Nortel and west on Carling towards Kanata North. Eastbound trips in the afternoon will follow the reverse route. Customers for Kanata North who now board Route 182 on Carling Avenue will be able to ride Route 85 to Bayshore Station and transfer to Route 182 there or to ride Route 116 to Nortel and transfer to Route 182 there.

 

Routes 167 and 181 will also operate on the new section of Transitway.

 

In order to continue to provide eastbound service at the stop at Iris and Pinecrest, adjacent to Pinecrest Mall and the office buildings there, eastbound service on Route 101 will not initially be changed to use the new section of Transitway. Those trips will continue to operate from Bayshore Station via Holly Acres, Richmond Road, Highway 417, and the Pinecrest exit, stop at the eastbound stop at Iris and Pinecrest, then return to the highway to connect to Queensway Station. Customers who now board eastbound trips on Route 96 at this stop will have the choice of either walking north over the highway overpass to Pinecrest Station or boarding Route 101 at this stop and transferring to Route 96 at Queensway Station. Infrastructure Services and Transit Services staff are continuing to examine the feasibility of physical changes to the roads in the vicinity of this stop to improve this situation.

 

 

New RCMP offices in Barrhaven

 

Service will be improved to the new RCMP offices on Merivale Road in Barrhaven, at the former location of JDS Uniphase. Increased service will be provided on the all-day local route that serves the location, and two new direct routes will be introduced to serve the predominant travel flows for RCMP employees.

 

As employment levels at the new offices increase, the number of trips on each of these routes will be increased. Also, as the home locations of RCMP workers change over the next several years, the routes will be revised if required to provide the most convenient service possible. Route changes will likely be appropriate after the opening of the Strandherd-Armstrong Bridge. Minor route changes may also be made as new roads are constructed and opened in South Nepean.

 

New Route 195 – This new route will operate to the RCMP from the central part of the city, via the West and Southwest Transitways. Morning trips will start at Place du Portage in Gatineau, where connections can be made from STO services (many RCMP employees currently live in Gatineau), then will make connections with other OC Transpo services at LeBreton Station. From there, the trips will continue along the Transitway to Fallowfield Station, making connections with OC Transpo services at each station. The buses will operate from Fallowfield to the RCMP offices along Fallowfield, Merivale, and Leikin, and will move to the Longfields extension when it opens. Starting in the fall of 2009, there will be two morning trips and two return trips in the afternoon. The number of trips will be increased as employment levels continue to increase.

 

New Route 199 – This new route will operate to the RCMP from the eastern and southern parts of the city, via the East and Southeast Transitways. Morning trips will start at Place d’Orléans Station (many RCMP employees currently live in Orléans). From there, the trips will continue along the Transitway to Hurdman Station and then south to South Keys Station, making connections with OC Transpo services at each station. The buses will operate from South Keys to the RCMP offices via Hunt Club, MacFarlane, Merivale, and Leikin. Starting in the fall of 2009, there will be two morning trips and two return trips in the afternoon. The number of trips will be increased as employment levels continue to increase.

 

Route 176 – Route 176 currently provides service to the RCMP offices all day, seven days a week. The route connects with the rest of the OC Transpo network at Fallowfield Station, and also at Tunney’s Pasture Station and along Merivale. Route 176 operates every 30 minutes from before 06:00 until after midnight. Additional trips operate in peak periods, and more of these will be added starting in September 2009, so that service will operate as frequently as every 10-15 minutes at busy times.

 

 

24-hour service on Route 95

 

Starting in September 2009, the hours of service on Route 95 will be increased so that service is available 24 hours a day, seven days a week. During the overnight hours, service will operate every 30 minutes between Fallowfield Station and Place d’Orléans Station.

 

Service increases on busy routes

 

Operating resources have been approved in the 2009 transit operating budget to increase service on busy routes, to respond to observed and projected ridership levels. Staff are currently analyzing the most recent passenger counts, and making estimates of ridership levels for September 2009. Initial indications are that system-wide ridership levels are returning to normal levels after the transit strike more quickly than had been expected.

In addition, service is planned to be increased on Routes 51, 55, 94, 95, 96, 156, 166, and 172 as part of the packages of changes recommended in this report. These changes are being recommended to sustain capacity and to reduce waiting times.
