COMMITTEE RECOMMENDATION
That
Council approve the acquisition of 2,928.7m2 of vacant land,
described as being Part of Lots 34 and 35, Concession 2, Rideau Front, City of
Ottawa, known municipally as 55 Centrepointe Drive, Ottawa, as shown on
Document 1 attached hereto, required to facilitate the realignment of
Constellation Crescent from the Ottawa-Carleton District School Board (OCDSB)
for the total consideration of $578,340 plus GST.

d’un terrain vacant appartenant à l’Ottawa-Carleton District School Board,
ayant une superficie de 2 928,7m2, décrit comme une partie des
lots 34 et 35, concession 2, façade rivière Rideau, ville d’Ottawa, portant
l’adresse municipale 55, promenade Centrepointe, Ottawa et illustré dans
le document 1 ci-annexé, cette acquisition étant nécessaire pour faciliter la
modification du tracé du croissant Constellation.

Constellation.
BACKGROUND
In the 2008 Capital Budget, City Council approved funding for the road modifications to Constellation Crescent and intersection improvements at Constellation and Baseline Road to support current and future traffic needs as a result of the former City of Nepean Secondary Plan and Centrepointe Community Design Plan, further refined through the Centrepointe Town Centre Concept Plan (CTC).
The former City of Nepean Secondary Plan called for Constellation Crescent to meet with Baseline Road. A traffic control signal is required, however prior to its installation, roadway modifications are required to ensure the intersection operates in a safe and efficient manner. The proposed road modifications will alleviate traffic congestion on Centrepointe Drive and will be an integral road link in the implementation of future development plans and strategies established under the CTC.
DISCUSSION
The subject property consists of a 57,131m2 institutional property, improved with a High School institution. Its present zoning is I1A- Minor Institutional Zone. In order to facilitate the road realignment requirements of Constellation Crescent, it is necessary to acquire a portion of the property containing 2,928.7m2 in fee simple.
Negotiations with the
Ottawa-Carleton District School Board have resulted in an agreement being
reached in the amount of $578,340 plus GST.
This is consistent with the market value estimate provided by an
independent appraisal commissioned by the City. The agreement with the OCDSB further provides the City to
undertake works related to the relining of the adjacent soccer pitch and
reconfiguration of the school parking lot and entrances.
CONSULTATION
The Ward Councillor
is aware of the staff recommendation.
FINANCIAL IMPLICATIONS
Funds are available in capital project 900836 Centrepointe Road Link for this acquisition.
There are no Legal/Risk Management impediments to the implementation of this Report's recommendation.
DISPOSITION
Following Council’s approval, the Real Estate Partnerships and Development Office and Legal Services will finalize this property acquisition.
