Committee Recommendation

 

That Council approve that upon confirmation of the total costs incurred by the City of Ottawa, outside of policing, the Federal Government be formally asked to reimburse the City for the total costs incurred related to the Tamil protest.

BACKGROUND

 

On 7 May 2009, the Community and Protective Service Committee suspended the rules and voted on the following Motion.

 

WHEREAS during the month of April, 2009 the City of Ottawa incurred costs, outside of those for policing for Ottawa Emergency Management, Traffic, Fire, Paramedics and other city services due to the Tamil protests that occurred in the downtown area;

 

AND WHEREAS high level estimates for the costs for the Tamil protest provided by the Financial Services Unit are $91,000;

 

AND WHEREAS these costs should not be the responsibility of the taxpayers of Ottawa;

 

THEREFORE BE IT RESOLVED THAT upon confirmation of the total costs incurred by the City of Ottawa, outside of policing, the Federal Government be formally asked to reimburse the City for the total costs incurred related to the Tamil protest. 

 

 

CONSULTATION

 

City Operations

 

The City and Ottawa Police have prepared a joint submission to Federal Government that includes all City and Police costs associated with the April 2009 Tamil Tiger protests.  A formal request has been made to Public Safety Minister Peter Van Loan and discussions are currently ongoing. The Community and Protective Services Committee and Council will be formally updated with the outcome of these discussions.

 

 

LEGAL/RISK MANAGEMENT IMPLICATIONS:

 

There are no legal/risk management impediments to implementing the recommendation in this report.

 

 

DISPOSITION

 

Staff will take the appropriate action following Council’s decision.

Councillor Bédard commented that he does not feel anyone would oppose the motion as it pertains to getting more money but is concerned that the police get its fair share for these services.  Ms. Jones responded by stating that this motion was to recoup costs incurred by services other than police such as Paramedic services, Fire, Traffic, etc… totalling $91,000.  The Councillor’s concern is that many services were pulled from various areas of the City and feels that some neighbourhoods were left with no or very little service.  He feels that the costs should be used to augment services when these type of demonstrations take place.

 

Mr. Kanellakos responded by saying that the costs incurred are mainly overtime costs.  He said that diminishment of the services are felt in some areas but in paramedics they would still maintain pretty much the same number of vehicles on the road since they would be bringing in extra vehicles and staff on overtime.  The bill is to replenish the overtime budgets.  The police are in a different situation and may draw some resources from the street but this deals with non-police costs.

 

Councillor Cullen stated that with President Obama’s visit a significant cost was incurred ferrying police around on City buses and wonders if the Federal Government has compensated the City for those costs.  Mr. Ash responded by saying that they were in the process of working with the Federal Government to get the monies back, which include police, and City costs.  Mr. Kanellakos stated that when the cheque arrives it is normally allocated to those departments, which incurred the costs such as OC Transpo or Paramedics, but he would check with the City Treasurer and ensure that if the money is received during the current fiscal year that it is allocated to the designated cost centres and departments.

 

Councillor Chiarelli asked if other events that happen annually such as the tuition demonstration by university students, the walks for peace, etc… are tracked for extra non-police costs. Mr. Kanellakos stated that recurring events such as Canada Day are built into base budgets and as the nation’s capital there are always going to be events that fall outside of recurring events that are unexpected and those costs are eaten up within the budget.
