That Council direct City Staff to report back to Community and Protective
Services Committee in the fourth quarter of 2009 with a more comprehensive
update on current allocation funding processes; provide a status on groups that
are not considered as part of the current process and provide recommendations
that would address these gaps including Councillor involvement and oversight in
the proposed process.

That the
following motion be referred to the Community and Protective Services Committee
for consideration:
That
staff prepare for council a revised allocation policy of funding to arts,
culture and festival groups that opens the allocation process and includes a
majority of Councillors prior to any funds being earmarked or distributed.

WHEREAS City
Council is approving an envelope of funding for arts and culture (including
festivals); and
WHEREAS the
allocation of those funds leaves a number of groups out of the funding loop;
and
WHEREAS the
distribution of festival funds tends to be concentrated within a few
organizations;
THEREFORE BE IT
RESOLVED that staff prepare for council a revised allocation policy that opens
the allocation process and includes a majority of councillors prior to any
funds being earmarked or distributed.
CONSULTATION
Between 2002 and
2008, City Council approved a series of cultural funding policies and
sustainability plans and related funding envelopes for arts, heritage and
festivals/fairs. Allocations are currently made in accordance with these
policies, and the delegation of authority report, in a credible and transparent
manner. All eligible groups must submit detailed applications that respond to
publicly articulated objectives in the policies approved by City Council.
In 2008, 492
applications were reviewed, 35 juries were held, 11 independent assessments
made, resulting in 300 funding allocations. Applications are measured against
Council approved assessment criteria and decisions are arrived at through a
competitive community peer review process subject to the availability of funds.
Council has specifically approved recommendations that established the peer
review principle which is based on a standard national best practice. All
allocations are subject to stringent reporting requirements. Results and jury
member names are posted annually on the City’s web site to ensure transparency.
All policies were developed with extensive public consultation.
Any changes to these
approved policies which include the Arts Funding Framework, Heritage Funding
Program, Festivals, Fairs and Special Events Program, Service Agreements
Program, Museums Sustainability Plan, Arts Investment Strategy and Festivals
Sustainability Plan, Rich Little Endowment Fund, Cultural Facilities Fund;
Ottawa Book Awards, Le prix du livre, Karsh Award, Capacity-Building Program;
Diversity Strategy, Rural Arts Initiative, Endowment Funds, and Festival
Emergency and Sustainability Fund, would require extensive program review and
consultation.
If
Committee wishes to review the allocation process, staff would propose to
report back with a more comprehensive update on current allocation funding processes, provide a status on
groups that are not considered as part of the current process and provide
recommendations that would address these gaps including Councillor involvement
and oversight in the proposed process.
Given the extent of the required review, staff would propose to report
back in the fourth quarter of 2009.
The City Operations Department will action any direction received as part of consideration of this report.

Chair Deans asked Councillor Holmes to read the motion requesting that this item be deferred to the fall of 2009. She asked if Mr. Aaron Burry, General Manager, Recreation and Community Services and those delegations that were ready to speak to the item if they were in agreement with the deferral and all answered in the affirmative.

clarity on the allocation of funding and the distribution of festival funding;
