REPORT RECOMMENDATION

BACKGROUND
Pursuant to Section 77 (12) of the Procedure By-law, Councillor Holmes requested that the following motion be placed on the Planning and Environment Committee Agenda:
WHEREAS the existing
combined sewer on Preston Street was built in 1899;
AND WHEREAS Preston Street
has been subjected to severe flooding with sewer backups during rain events;
AND WHEREAS the construction
projects are spread along all of Preston Street, having a greater impact to
residents and businesses as opposed to the work starting at one end of the
street and progressing to the other end of the street;
AND WHEREAS many businesses,
both in and outside of the construction area, have reported revenue decreases
in the range of 30-40% since the construction began in 2008 and seven
businesses have closed during the period of construction in 2008;
AND WHEREAS the BIA has a
strong desire to finish the work in 2009 as opposed to stretching it out over 3
years to 2010;
AND WHEREAS the only portion
of roadway remaining to be rehabilitated in 2010 would be the 3 blocks between
Spruce and Albert at the Northern entrance of Preston Street;
AND WHEREAS that the $2.8
million from the roads budget required to rehabilitate Preston Street between
Spruce and Albert Streets, was recently approved for inclusion in the 2009
Capital Budget,
AND WHEREAS it is intended
to tender the project in March 2009,
THEREFORE BE IT RESOLVED
that funds in the amount of $1.9 million required for the water portion ($570,000)
and sewer portion ($1,330,000) of this project be allocated from the
water/sewer reserves.
DISCUSSION
Construction on the Preston Street Rehabilitation Project was initiated in 2008 and was phased over multiple years. The project includes watermain replacement, sewer reconstruction to address recurring basement flooding problems along Preston St and major streetscaping that has been coordinated with the Preston Street BIA.
As part of the 2009 Draft Capital Budget, Council approved the tax funding necessary to complete the project in 2009. Rate supported funding in the amount of $1.9M is required to complete water and sewer renewal works for the section between Albert and Spruce.
The City Treasurer and the Department of Infrastructure Services and Community Sustainability are aware of this motion and will respond to any questions at the meeting. Staff support the motion, as it will give the necessary authority to fund the rate portion of the project for the section between Albert and Spruce.
CONSULTATION
This item will be advertised in the local dailies as part of the Public Meeting Advertisement on Friday preceding the Planning and Environment Committee meeting.
FINANCIAL IMPLICATIONS
Funds are available for transfer from the Sewer and Water Capital Reserve funds.
The Department of Infrastructure Services and Community Sustainability will proceed with the work as directed by Council.
The City Treasurer will allocate the amount from the Sewer and Water Capital Reserve.
