That Council approve the application to vary Section 78(1) of Sign By-law 2005-439 to permit a wall sign installed on the fourth storey, above the permitted location for wall signs, for the building at 101 Kanata Avenue.

Que le Comité de l'urbanisme et de l'environnement recommande au Conseil d'approuver la demande de dérogation au paragraphe 78(1) du Règlement municipal 2005-439 sur les enseignes, afin de permettre une enseigne murale au 4e étage de l'immeuble situé au 101, avenue Kanata, soit au-delà de la hauteur permise pour les enseignes murales.

 

 

BACKGROUND

 

The applicant has applied for a minor variance to allow a wall sign to be installed higher than permitted in the By-law.  If approved, the proposed wall sign on the north facade will be installed on the fourth storey of the building.  The Sign By-law restricts wall signs to the first or second storey of a building for design consistency with existing approved signage.

 

The subject property is located in a MC10 zone, being District 4 in the Sign By-law, on the corner of Kanata Avenue and Lord Byng Way (see Document 1).   Proposed signage is intended for the restaurant use in the Holiday Inn Suites Hotel.   The subject site is situated in a commercial area adjacent to the Kanata Centrum Mall.

 

DISCUSSION

 

Recent brand standards, established by the property owner, no longer allows "co-branding" of Holiday Inn with another brand (in this case Graffiti's Restaurant) on the main pylon ground sign.  As a result, the identification signage for Graffiti's restaurant must be relocated.  The proposed location on the fourth floor is requested by the applicant to offer the restaurant a level of visibility similar to what they have on the pylon sign (see Document 2).  The proposed relocation of the sign to the fourth storey is desirable to be above the visual obstructions of the adjacent light standards, mature landscaping and to compensate for the grade differential between the building and the roadway.

 

Since adjacent uses are commercial and undeveloped land, the sign would have limited impact on nearby uses.  In addition, the current exterior design site features near the building make it difficult to comply with the signage limitations of the By-law.

 

The Department is satisfied the application is in keeping with the intent of the Sign By-law and approval is recommended.

 

CONSULTATION

 

In response to the standard circulation to property owners, occupants, business and community groups, and the Ward Councillor, no comments in opposition to the application were received.

DISPOSITION

 

City Clerk's Branch to notify the applicant/agent, Holiday Inn Select Hotel & Suites, Attention Kristine Dempster, 101 Kanata Avenue, Kanata, ON, K2T 1E6 and Ward Councillor Wilkinson of Council's decision. 

 

Building Code Services will process the sign permit resulting from the Council direction in accordance with Sign By-law 2005-439.
