2003-447, to permit a private approach to a parking lot with a grade exceeding
2% within the right-of-way.

terrain de stationnement ayant une pente supérieure à 2 % à l’intérieur de
l’emprise.
BACKGROUND
The site is located on the southeast corner of the
intersection of Edgeworth Avenue and Carling Avenue (Document 1).
The City has
received a Site Plan Control application (D07-12-07-0130) for a new private
parking lot at 2370 Carling Avenue (Document 2). The new lot will provide additional staff parking for the
retirement residence that has operated on this site for more than thirty years.
The Edgeworth Avenue road
allowance, where the new approach is proposed to be located, has a concrete
barrier curb, grassed outer boulevard, a public sidewalk, and grassed inner
boulevard (Document 3).
The approach is proposed to
be constructed at a grade of 5% toward the road, where the City of Ottawa
Private Approach By-law 2003-447 requires that a private approach to a parking
lot be constructed at a grade of 2% toward the road.
DISCUSSION
The grade of
a private approach is restricted to 2% toward the road for pedestrian and
driver safety. A 2% grade provides a
level area such that vehicles may stop or pause before entering the public
sidewalk and the roadway. Grading
towards the road is required for proper drainage.
At this location, the
private approach has been proposed at a steeper grade because of special Site
Plan requirements related to drainage on the parking lot itself. The owners have been requested to construct
so that storm water will pond on private property, until it can be released at
a sufficiently slow rate using orifice controls within the parking lot. This will be accomplished with a 5%
slope. A 2% grade would result in
insufficient storage volume on the parking lot surface.
It is noted that the
existing asphalt sidewalk will have a maximum 2% crossfall within this private
approach.
Storm water from the
approach itself will drain to the road and run south along Edgeworth Avenue to
the existing storm sewer network. An
approach constructed with the proposed 5% grade will not create any drainage
problems on Edgeworth Avenue, or to any other structures in close proximity to
the proposed entrance.
CONSULTATION
The proposal
was the subject of a Site Plan circulation.
The Ward Councillor is aware of the proposal.
FINANCIAL IMPLICATIONS
There are no
financial implications for the City associated with approval of this waiver.
