REPORT RECOMMENDATION

 

That Council approve the remittance/grant to the Conseil scolaire de district catholique de l’Est Ontarien of $54,950, the amount equivalent to the cash-in-lieu of parkland fees previously paid.

Que le Conseil approuve le versement au Conseil scolaire de district catholique de l’Est Ontarien d’une somme de 54 950 $, correspondant aux frais relatifs aux terrains à vocation de parc payés antérieurement.

 

 

BACKGROUND

 

At the 19 August 2008 meeting of the Corporate Services and Economic Development Committee (CSEDC), Councillor McRae asked Committee’s consent, pursuant to Section 84(3) of the Procedure By-law, to add the above-noted item for consideration at that meeting.  Having received Committee’s consent to consider the item, the Councillor then introduced the following motion, which Committee considered and approved:

 

WHEREAS the Conseil des écoles catholiques de langue française du centre-est had submitted a site plan application for the expansion of Marius-Barbeau Elementary School at 1345 Notting Hill,

 

AND WHEREAS to expedite issuance of their building permit, all applicable fees and permits were paid by July 31, 2008, including cash-in-lieu of parkland fees,

 

AND WHEREAS the City is now being approached to waive said cash in lieu of parkland fees,

 

AND WHEREAS under the Planning Act, the City may request land or cash in lieu of the 5% parkland dedication to serve the parkland needs of the development/expansion,

 

AND WHEREAS the existing school has an outdoor play area on-site serving the needs of its students and is accessible to the public after school hours and for summer use,

 

AND WHEREAS the former City of Ottawa By-Law 255-2000 provides for only colleges, universities and CAHDCO leasehold projects as automatically being exempted,

 

AND WHEREAS a new harmonized Parkland Dedication By-Law is a works-in-progress and would add public schools to the exemption list,

 

AND WHEREAS the Conseil scolaire de district catholique de l’est Ontarien is a public, not-for profit agency,

 

THEREFORE BE IT RESOLVED that the Corporate Services and Economic Development Committee recommend City Council approve the remittance/grant to the Conseil scolaire de district catholique de l’Est Ontarien of $54,950, the amount equivalent to the cash-in-lieu of parkland fees previously paid.

 

 

This item is hereby submitted for Council’s consideration.
