Pauline-Charron – Exemption from Municipal Fees for Parking Lot Expansion CENTRE

Committee Recommendation
Whereas the Centre Pauline-Charron, an
arts and cultural facility for seniors located at 164 Jeanne-Mance Street, is a
non-profit corporation;
And Whereas the facility is undergoing
an expansion of its parking lot to accommodate approximately 20 more
automobiles;
And Whereas the associated municipal
application fees are estimated to be $1545.00;
And Whereas the associated Committee of
Adjustment fees are estimated to be an additional $955.00;
And Whereas a $2,500.00 compensation
fee for the removal of three trees is required:
Therefore Be It Resolved that Council
approve that the proposed expansion of the parking lot at 164 Jeanne-Mance
Street be exempt from the above-mentioned municipal fees.

centre culturel et artistique pour personnes âgées situé au 164, rue
Jeanne-Mance; est une société sans but lucratif;
ET Attendu que le stationnement du Centre
sera agrandi pour accommoder vingt espaces de stationnements de plus;
ET Attendu que les frais d’applications municipales applicables
à ce projet d’expansion sont estimés à 1, 545 $;
ET Attendu que les frais d’applications au Comité
dérogation sont estimés à 955 $ de plus ;
ET Attendu qu’une
compensation d’environ 2,500 $ est exigée pour les trois arbres qui doivent
être enlevés;
Il est donc
résolu que le Conseil approuve que le
projet d’expansion du stationnement proposé du 164, rue Jeanne-Mance soit
exempté des frais municipaux identifiés.

Development Committee consider the following motion and forward its
recommendation to Council:

This item will be advertised in the local dailies as part of the Public Meeting Advertisement on Friday preceding the Committee meeting.
Planning Transit and the Environment
Should Council
wish to waive the $1,545 site plan fee, this will require the costs of the
resources required to process this application to be absorbed from other
applications.
If the Owner is applying to the Committee of Adjustment, the filing fee must be paid when the application is filed. At the same time, the Owner can make a written request, to have the Committee's fees reduced or waived, and provide the reasons for this. The Committee will consider the request and make a decision on the fees. It is important to note, however, that City Council has directed that the Committee of Adjustment operate on a 100 percent cost recovery basis.
With respect to the request for the waiver of $2,500 compensation fee for the removal of three tree’s staff believe that this is presumptuous as a site plan has not been submitted, reviewed, nor approved and therefore that this is premature.
