BACKGROUND

 

The Construction Sector Council has estimated that between 2007 and 2015, 85,000 newly skilled construction workers will be needed in Ontario. Approximately 7000 of these new jobs will be needed in Eastern Ontario.  In order to address this growing shortage of skilled workers in the construction trades, both La Cité collégiale and Algonquin College are planning new training facilities. These facilities for Construction Trades and Building Sciences will collectively provide opportunities for some 1,300 new students each year.  Last year Ottawa City Council provided support for Algonquin College's initiative which will accommodate new space for 600 students in conjunction with the City’s Centrepointe Town Centre initiative.

 

In order to address this growing shortage of skilled workers in the construction trades, and the need for greater access to skills training for Francophone students, La Cité collégiale, the largest French language college of applied arts and technology in Ontario, is planning to build, at a cost of $18 Million, a 63,000-square foot facility. This facility will be specifically dedicated to providing 700 new apprentice spaces for skills training for Francophone and bilingual students.  This new “Centre for Innovation – skills training” is being planned in Orléans on the north side of Highway 174.

 

Industry partners, the City of Ottawa and the provincial and federal governments have been requested to share the cost of the project with La Cité. More specifically, the City is being requested to donate a 7.342-hectare (18.14-acre) parcel of land as the City’s total contribution to the project.  The requested parcel is located at 8865 North Service Road, which is on the northwest corner of the intersection of Highway 174 and Trim Road in Orléans and has been appraised by the City at $1.0M.

 

The new "Centre for Innovation” would be built in Orléans specifically to serve part of Eastern Ontario’s demand for skilled trade workers, particularly the Francophone communities in Ottawa as well as Prescott-Russell.  In addition, as the first and only post-secondary institution in Orléans, this new Centre will raise the profile of apprenticeship program within the Francophone community and become a drawing point for Francophone workers in Eastern Ontario as well as students interested in a career in the construction trades.

 

The proposed Centre will be the cornerstone of La Cité collégiale's vision for a comprehensive apprenticeship-training program in Eastern Ontario. It will be dedicated to training in the construction trades and will serve as a centre of excellence for skills development using the latest innovations and technologies.

 

The new facility will increase the number of construction industry programs currently offered by La Cité from seven to 18. The new school, which will draw students from 17 French language high schools, will be located in an area where the growth rate is highest in Eastern Ontario (record level of housing starts). These new and expanded programs are expected to effectively double the number of La Cité's apprenticeships from 358 today to 718 by 2012.  In addition, by expanding their programs through this new Centre, La Cité collégiale will help address the region’s need for skilled trades while allowing for their main campus to keep up with current demands in other program areas.

 

The new skills Centre is to be ready for students by the fall of 2010, and is expected to stimulate economic growth and activity in Orléans. In this regard, the new Centre will augment a trend of development already underway in Ottawa’s east end with the $225M Orléans Town Centre project now underway and a three-star Days Inn hotel proposed for the corner of St. Joseph Boulevard and Tenth Line. In addition, the Montfort Hospital has announced that it will build an $80M "Orléans Family Health Centre" to offer residents access to family doctors, diagnostic services and visiting specialists under one roof.  All of these new projects are expected to bolster Ottawa’s local economy and add to the growing workforce diversity in and around the Orléans area.

 

 

DISCUSSION

 

The Centre for Innovation

 

The new innovation and research centre will act as a central information site for all activities related to construction. Included in the plan is to use this campus as a centre of excellence where new building technologies and innovative procedures are demonstrated and showcased.  Being a LEED certified facility, the central campus building will itself be an example of new green building techniques where local trades people will have an opportunity to be trained on, and experience new technologies.  In addition, two onsite demonstration homes will be available to show clients the use and installation of new building systems while allowing industries, distributors and merchants the opportunity to utilize and test their products.

 

The total cost of this project is estimated at $18 Million, which is comprised of $10.5M for the cost of construction, $6.6M for equipment and furnishings, and the land, which has been appraised at $1.0M.  To offset these project costs, the following partnership funding has been requested:

 

            Provincial Government              $6.75M

            Federal Government                             $5.25M

            Local Industry Partners             $4.00M (materials, tools and equipment)

            La Cité collégiale                                  $1.10M

            City of Ottawa                                      $1.00M (the value of the land)

 

The Centre for Innovation will be comprised initially of 63,000 square feet of buildings which includes a two-storey 40,000-square foot main building, two supporting single storey supply and warehouse buildings with footprints of 7,000 square feet and 10,000 square feet respectively as well as two, 3,000-square foot houses where students will be able to gain valuable hands on experience. Provisions are also being considered for a 15,000-square foot future expansion building to accommodate industry partners such as the National Research Council and the Canadian Mortgage and Housing Corporation as well as trade associations.

 

La Cité collégiale is currently in the planning stages of this project, but with construction scheduled to commence in 2009, the anticipated opening of the “Centre For Innovation” is Fall 2010.  When it opens, the campus will focus on Green construction techniques with particular concentration on safety and good work ethics. The main building is being designed and constructed as LEED compliant, and the construction-related programs offered, will specialise in modern environmentally friendly construction techniques. Practical training will be provided on state-of-the-art equipment and through a potential partnership with the National Research Council, the Centre will conduct research in new and environmentally friendly processes and materials.

 

The proposed Centre will be the only post-secondary educational facility in the City's east end and will provide a vital service to Eastern Ontario's Francophone community. When the Centre opens in 2010 there is an expectation that 358 student apprentices will be enrolled in trades related programs at the Centre of Innovation.  By 2012, this number should increase to approximately 700 students.  Combined with the other 700 students that will be attending this campus the 2012 projected number of students and apprentices enrolled at programs at this campus will reach 1400 students.

 

With respect to staffing, when the Centre opens in 2010, there will be an estimated 40 employees (combined full and part time) but by 2012, it is anticipated that employment at the Centre will increase to 30 full time and 60 part time staff. 

 

The Site

 

The preferred location for La Cité’s Centre for Innovation is a parcel of land, which is 7.342 hectares (18.14 acres) in size.  Ideally situated to satisfy the needs of the College, it is prominently located on the northwest corner of Highway 174 and Trim Road. The site provides excellent exposure to, and convenient access via, the Queensway as well as Trim Road and will be highly visible to the rapidly growing community of Orléans.

 

Although the location of the site is excellent, the property itself has several development constraints including ravines, creeks and drainage ditches, significant topographical variation and a sub-trunk sewage line running north to south bisecting the site. At the southeast corner of the property, just over two hectares or some five acres will be retained by the City and held in reserve in order to provide for the reconstruction of the intersection of Trim Road and Highway 174 to permit new ramps should this route be chosen as an access to a bridge to Québec. Given these constraints, the resultant useable tableland that will be available for the development is approximately 2.8 hectares (seven acres). A concept plan illustrating available tableland is attached to this report as Document 3.

 

All municipal services are available to the site, and while there are some physical constraints, the property lends itself nicely to a development with a natural park-like setting which incorporates open space amenity areas. La Cité collégiale proposal for the site is attached to the report as Document 4.

 

By-law 1-84 (Cumberland Urban Area) zones the property "Commercial Employment Park" [CEP (Block F)], which permits a limited range of employment uses including offices, hotel/motel, medical/dental and clinic uses, and light assembly and manufacturing uses. The proposed Draft Consolidated Zoning By-law zones the site "Business Park Industrial - Exception" (IP10[298]), which would permit a similar range of uses. The proposed post-secondary use would not be permitted under the current or proposed zoning for the subject property. Therefore, an amendment to the zoning by-law would be necessary in order to appropriately zone the site for the intended use.

 

The site does create some challenges in terms of overcoming environmental constraints.  These challenges also pose an opportunity for La Cité to demonstrate how they can use the existing environment as an asset in producing a modern post secondary campus that combines the best features of the natural and built environments.  Recognizing the potential difficulties to developing the site, La Cité has agreed to work with the City by following the necessary development approvals process, including a rezoning, site plan approval as well as obtaining all the necessary building permits. In addition, the City has included conditions in the land transfer agreement that would ensure the property being donated to La Cité would revert back to the City if the “Centre for Innovation” project is not realized.

 

In terms of accessing the site via public transit, currently there is direct access to transit via Route 39, which is an express route.  As the Centre would be located on the northwest corner of the intersection of Highway 174 and Trim Road it is also within close proximity to the Trim Rd Park and Ride station.  Currently, approximately 60 per cent of students and staff at La Cité's main campus on Aviation Parkway use public transit.  If a similar modal split were achieved at the new training Centre, potentially up to 700 new transit users would begin to use the public transit system. In this regard, the College has agreed to develop a public transit use strategy to promote and encourage use of public transit by students, staff and faculty.

 

Community and Economic Benefits

 

Until now, industrial and commercial development activity in the area on the north side of Highway 174 has been slow to materialize and despite the City's objective of encouraging growth of commercial activities and other uses that create employment in this area, most developments have been mainly residential in nature.

 

The La Cité proposal is seen as a significant reversal of this trend.  Not only will this project create immediate employment during the planning and construction phase, it will immediately create some 20 full-time jobs and another 20 part-time jobs in its first year of operation.  By 2012, La Cité’s professional staff complement at this campus is expected to grow to 30 full-time positions and about 60 part-time jobs. Through affiliations with development companies, trade unions and associations as well as a partnership with the National Research Council, the new training facility is expected to stimulate additional growth in employment in this area.

 

By partnering with other levels of government and La Cité in this project, the City will benefit by having an $18M post secondary institution with its associated jobs and economic spin-offs developed in Orléans.  This facility will represent a solid investment in Ottawa’s future labour force and will help drive the local economy. The facility will require businesses to supply goods and services to the College and may locate within the area to be close to the innovation and research conducted at the College.

 

The direct economic impact generated from this campus as a result of this initiative is projected at approximately $2.5M over the first five years due to La Cité’s procurement of local goods and services.  In addition, introducing 30 full time and 60 part time staff to the Orléans area in the next five years will introduce an estimated $11.25M worth of salaries and wages into Ottawa’s local economy.

 

By adding approximately 1,400 new apprentices and students to the Orléans area, this east end campus will provide a significant new opportunity for stimulating the local economy.  It is anticipated that there will be an increase demand for local services such as retail, personal services, restaurants, recreation, health and fitness as well as long and short-term accommodations.

 

City of Ottawa Benefits

 

La Cité recognizes the contribution requested from the municipality is significant and is prepared to assist the City with other initiatives that can be facilitated through the development of this land.  More specifically, La Cité has agreed to the following:

 

1.      City of Ottawa Entrance Feature – Given that this site is a highly visible location at the corner of Highway 174 and Trim Road, La Cité will consent to providing the necessary land back to the City if and when the municipality decides to construct an entrance feature. While this site is not located on the municipal boundary line, it does represent a visible edge to the City’s urban area and is a suitable location to announce through signage to west bound travellers that they are travelling through Ottawa; and

 

2.      East end location for the Entrepreneurship Centre – As there is currently no physical location for entrepreneurial support or development in Ottawa’s east end, La Cité collégiale will provide a minimum of 300 square feet of space free of charge for an east-end satellite office for the Entrepreneurship Centre or a centre with a similar focus; and

 

3.      Common Access – In order to stimulate a connection and encourage linkages with neighbouring properties, La Cité has agreed to construct a driveway/roadway along the west boundary of the property, which in addition to providing access to the La Cité campus of buildings, will also provide access to the property to the west of the subject site.  The City is requesting that La Cité also agree to enter into a joint use and maintenance agreement with the abutting landowner if and when they seek access to the North Service Road.

 

In terms of the development approvals process, La Cité is legally recognized as an “agent of the crown”.  La Cité, therefore, is exempt from most municipal approvals, fees and charges such as rezoning, site plan approval, building permits, development charges and storm water and water rates.  By providing  La Cité with the land for their initiative, the City has the opportunity to negotiate with La Cité and seek their adherence to the City’s development approval process.

 

Recognizing that the proposed site may provide some challenges for development, staff are recommending that La Cité apply for, pay for, and receive approvals for a rezoning, site plan approval and all relevant building permits.  In terms of processing fees, and based on La Cité’s current proposal, the City will collect the required fees for the processes listed below:

RURAL IMPLICATIONS

 

The proposed Centre of Innovation will draw from 17 French language high schools throughout Ottawa and neighbouring communities.

 

 

CONSULTATION

 

The Ward Councillor has been made aware of the proposed property requirements and supports the staff recommendations.

 

The Real Property Asset Management Branch (RPAM) has collaborated in the preparation of this report and assessment of its implications. As part of this consultation, RPAM distributed internal and external circulations.  The conditions and principles of the land transfer have taken into consideration all comments received as a result of these circulations.

 

The French Language Services Advisory Committee received a presentation from La Cité collégiale at its meeting on 5 June 2008. The Committee supports the La Cité collégiale proposal and passed the following motion:

 

1.        That the French Language Services Advisory Committee support the process to establish a Trades Centre in Orléans; and

 

2.        That the French Language Services Advisory Committee ask the City of Ottawa to support the process by the Cité collégiale to acquire land where the building will be constructed, while acknowledging that this Centre will benefit Francophone communities and Francophiles in Ottawa and Eastern Ontario and promote French in the trades.

 

The Business Advisory Committee received a presentation from La Cité collégiale at its meeting on 8 July 2008. The Committee supports the La Cité collégiale proposal and passed the following motion:

 

That the Business Advisory Committee recommend that the Corporate Services and Economic Development Committee recommend Council support:

 

1.        La Cité collégiale's proposal to establish a Centre of specialization in the Construction Trades in Orléans; and

2.        The proposal by helping La Cité acquire the land for the Centre, while acknowledging that it will stimulate economic activity in eastern Ottawa, promote Francophone participation in trades and foster innovation in the construction industry.

 

Support for the initiative has been indicated by the following organizations, who have confirmed their support in letters to the City of Ottawa (see Documents 5, 6, 7, 8,9, 10 and 11):

 

 

 

FINANCIAL IMPLICATIONS

 

Subject to La Cité meeting the conditions as outlined in Document 2 of this report, the project includes a transfer of a parcel of City land with a total area of 7.432 hectares (18.14 acres) to La Cité.  This represents an estimated opportunity loss to the City of  $1.0M.

 

La Cité collégiale is a Crown corporation, operating under the aegis of the Ministry of Colleges and Universities.  As such, they are not legally required to obtain municipal development approvals such as site plan control, or building permits, nor are they subject to Development Charges and other fees related to development of the site.  In light of this La Cité does understand the interest the City has towards their proposed development.  As such, staff are recommending La Cité pay the following approximate fees:

DISPOSITION

 

The Planning Transit and the Environment Department will prepare a letter to be sent to the Federal and Provincial Governments under the Mayor's signature indicating the City's support.

 

The Real Property Asset Management Branch and Legal Services Branch will negotiate an Agreement to transfer the land to La Cité collégiale in accordance with the principles set out in Recommendation 2 of this report.

PRINCIPLES AND CONDITIONS OF THE TRANSFER OF CITY OF

OTTAWA LAND TO THE LA CITÉ COLLÉGIALE CENTRE FOR

Conditions of Transfer of 8865 North Service Road to La Cité collégiale

 

1.      that the property located at 8865 North Service Road, having a market value of $1,000,000, be transferred to La Cité collégiale for the sum of one dollar ($1.00); and

 

2.      that transferring of 8865 North Service Road  not include the necessary lands for a possible grade-separated Highway interchange and widening of Highway 174 related to a potential inter-provincial bridge crossing to Québec currently under study with the federal and provincial governments; and

 

3.      that the transfer be conditional on La Cité collégiale obtaining partnership funding from other senior levels of governments; and

 

4.      that the transfer be subject to a 10.0 meter easement centered on the existing underground Sanitary Sewer which crosses the property.  Said easement shall be registered on title in favour of the City of Ottawa; and

 

5.      that the transfer be conditional on La Cité collégiale consulting with the Rideau Valley Conservation Authority prior to submitting any formal planning act application or undertaking any site alterations on the property; and

 

6.      that the transfer be conditional on La Cité collégiale applying for, at their cost, and securing rezoning and site plan approval as well as all necessary building permits; and

 

7.      that the transfer be conditional on La Cité collégiale paying the required Water Charge Rate; and

 

8.      that La Cité acknowledges that the City of Ottawa has an interest in the appearance of its gateway sites and in this regard La Cité will conform with all of staff’s requirements concerning the buildings’ exterior design and finishes, outdoor storage, signage, roof top equipment, etc; and

 

9.      that the property be transferred by the City to La Cité collégiale on an “as is” basis and the City shall not be responsible for any matters and related costs with respect to the existing condition of the property and its suitability for the intended use by La Cité including but not limited to environmental and soil conditions/ site access and servicing requirements; and

 

10.  that if all applicable approvals have not been granted and construction has not commenced by 31 December 2010 the property ownership shall revert back to the City of Ottawa free of encumbrances and at no cost to the City; and

 

11.  that the transfer of this property is for the purpose of a post secondary institution and in the event that La Cité collégiale is unable, or no longer wishes, to operate the facility, or wishes to give up all or any portion of the land, then the City shall have first right to purchase the land or portion, free of encumbrances at a price that will be based on the then current market rate for improvements to the property and a nominal rate for the land component; and

 

12.  that La Cité collégiale provide, free of charge, approximately  three hundred square feet (300 ft2) of interior office space for the OCRI Entrepreneurship Centre or a similar use focused on entrepreneurial development; and

 

13.  that the driveway providing access to the site from North Service Road as depicted on the attached concept plan be reconfigured to run along the western edge of the property and designed, approved and constructed as a private roadway with access granted to the adjacent property owner(s) and in the event that a need for a public road is identified in this location, this driveway will become part of the public right-of-way; and

 

14.  that La Cité collégiale agrees to enter into a joint use and maintenance agreement with the abutting landowners if and when the abutting landowners wish to access the above mentioned driveway; and

 

15.  that if required, La Cité collégiale make available sufficient land to accommodate a unique City of Ottawa entrance feature, with high visibility to westbound motorists on Highway 174; and

 

16.  that La Cité collégiale prepare, in conjunction with the City of Ottawa, a public transit strategy to encourage and increase the use of public transit to access this new location.

This new infrastructure will provide opportunities in an environment of academic excellence; as well it will provide continuing education opportunities for those already in a trade. This initiative will also drive employment to the east end and assist with the economic prospects of Orléans.

Councillor Cullen requested clarification on the extent of the public subsidy being recommended by staff.  He referenced various sections of the report noting the recommendation was to hold in reserve $1M worth of land, to be transferred to La Cité for $1.  He noted the report also referenced over $700,000 worth of waived fees and charges for a total subsidy of approximately $1.7M.  Mr. Rob Mackay, Acting Director of Economic Development, responded affirmatively.

 

Councillor Cullen indicated he believed this was an excellent project and that La Cité should be supported in the endeavour.  However, he noted the project was being supported by the Province to the tune of $6.75M, by the federal government to the tune of $5.25M and he maintained that La Cité was governed by the Province of Ontario.  He went on to remark that the Province government was a $96 billion organization, which was currently running a $600M surplus.  In comparison, he discussed the size of the City’s budget and its difficulty in meeting its infrastructure obligations.  In closing, he maintained he did not believe Council should be devoting property tax dollars to an agency governed by a Provincial government that was running a $600M surplus. 

 

Committee proceeded to vote on the item.

 

That the Corporate Services and Economic Development Committee recommend Council:

 

1.   Support La Cité Collégiale's initiative to construct a Centre for Innovation (skills training facility) on a City owned parcel of land municipally known as 8865 North Service Road;

 

2.   Send a letter to the federal and provincial governments, under the Mayor’s signature, expressing the City's support for, and commitment to, the La Cité Project; and

 

3.   Direct staff to hold in reserve, and ultimately make available for this project, a parcel of land located at 8865 North Service Rd. (Highway 174 at Trim Rd.) with a total area of approximately 7.342 hectares (18.14 acres) shown on Document 1; and

 

4.   Authorize staff to negotiate and enter into an agreement with La Cité Collégiale to transfer the land to them based on the principles and conditions set out in Document 2.
