The Sign By-law regulates the size, type, location and sign face area of all sign types, based on the zoning designation of the subject property. Individual zoning designations are grouped into five unique sign districts that set out standards for signs under similar zoning. By linking the sign regulation to the approved land use, the by-law ensures the sign is consistent with the community standards and design guidelines.
Currently, all approved zones from former municipalities are included in the applicable Districts 1 to 5 as found in Section 6 of the Sign By-law. The criteria for establishing the different Sign Districts, regarding types of uses and developments appropriate for different districts, is further detailed in Document 1.
Council has approved a new comprehensive zoning by-law which has created new zoning categories across the City of Ottawa. With new zoning provisions, the Sign By-law must be amended to ensure the sign districts include all the new zoning designations. These districts include those parts of the City that are indicated on the zoning maps to the comprehensive zoning by-law or as a sub-zone or exception zone to the primary zones referred to in Table 1a through Table 5a. In addition to the sign districts, other administrative changes are necessary as a result of the new zoning categories. The existing billboard provisions vary according to zoning designations. This report inserts the new zones into existing billboard provisions to ensure the intent of the original billboard sign provisions are retained.
Recommendation 2
The current districts, which note zones of former zoning by-laws, will remain in the Sign By-law until such time that the new zoning designations of the Comprehensive Zoning By-law comes into full force and effect. Once this takes place, an administrative removal of the former zoning categories is necessary.
Recommendation 3
During the interim period, should there be a conflict between districts, the most restrictive provision shall apply. This ensures that sign regulations are applied with a more conservative interpretation in the interest of the community.
The Department recommends approval of these administrative and technical amendments to the Sign By-law to ensure consistency and the operational effectiveness of the by-law.
Recommended technical changes are for administrative purposes.

CRITERIA FOR DISTRICTS DOCUMENT 1
The following illustrates what types of uses were classified into the five different sign districts within the Permanent Signs on Private Property By-law.
Typically, these zones permit low-density residential uses, environmental activities, parks and open space, parkland and future development zones. This district would include both urban and rural areas that have these uses. Zones or subzones would be classified in a higher district should it permit commercial activities other than a home-based business.
Zones that permit medium to high-density uses including townhouses and apartments, open space zones with commercial uses, rural mixed-used with limited residential zoning, low-density institutional, central experimental farm zoning and zones or subzones that permit mixed-use low to mid-density uses. This can include both urban and some rural zoning. This district allows for limited ground sign coverage for residential uses.
District 3 would included zones with institutional uses, leisure facilities, high-density open space areas, industrial business parks, traditional mainstreets and rural institutional. These areas are often near residential and provide local or community activities to the associated area. The signage for this area allows a site to display a lower scale of commercial signage with controls to less the impact to the adjacent area.
This is the district with the highest scale and intensity of signage permitted. These zones allow industrial and medium to high-density commercial developments. You would see commercial uses such as shopping centres, big box retail and business that are located on arterial roadways. Industrial uses would be manufacturing, storage and heavy industrial.
This district highlights rural zoning areas with mixed-use residential/commercial activities, village mixed-use or main-street zones, more remote zoning such as mineral and extraction zones, agricultural zones, rural commercial and industrial zoning uses.

A by-law of the City of Ottawa
to amend By-law No. 2005-439 regulating permanent signs on private property.
The Council of the City of Ottawa enacts as follows:
1. By-law No. 2005-439 entitled “A by-law of the City of Ottawa regulating permanent signs on private property”, as amended, is amended by inserting the following Section immediately following Section 6:
6A. In this by-law “district” includes those parts of the City that are indicated on the zoning maps to the comprehensive zoning by-law 2008-XXXX, or as a sub-zone or exception zone to the primary zones referred to in Table 1a through Table 5a.

2. Subsection 164(2) of the said By-law No. 2005-439 is amended by adding the zoning designations “AG, ME1, ME3, VM” immediately following the zoning designation “GAR” where it occurs therein.
3. Clause 173(1)(b) of the said By-law No. 2005-439 is amended by adding the zoning designations “AG, ME1, ME3, VM” immediately following the zoning designation “GAR” where it occurs therein.
4. Subsection 173(2) of the said By-law No. 2005-439 is amended by adding the zoning designations “AG, ME1, ME3, VM” immediately following the zoning designation “GAR” where it occurs therein.
