That Council:
1.
Approve the expenditure of an estimated $2,500,000,
inclusive of G.S.T. on behalf of the National Capital Commission, for the
construction of the Lebreton Flats Sanitary Pumping Station, contingent on the
execution of a Cost Recovery Agreement with the National Capital Commission.
2.
Authorize the City to enter into a cost recovery
agreement with the National Capital Commission for the City to design and
construct the Lebreton Flats sanitary pumping station under an amended Services
Agreement.
3.
Approve the increase to the existing internal order for
Lebreton Flats – Sanitary Pumping Station from $800,000 to $2,500,000.

In connection with
the redevelopment of the Lebreton Flats area by the National Capital Commission
(NCC), and according to the Lebreton Flats master servicing study, a new
sanitary pumping station is required to handle sewer surcharge and overflows
arising from new developments. The
service area for this pumping station coincides with the Lebreton Flats Land
Use Plan, which identifies approximately 24 parcels of land for redevelopment,
including 16 blocks that are north of the existing aqueduct. In addition to this area, future development
on Victoria Island, located within the Ottawa River north of Lebreton Flats
will also drain into the new pumping station.
The pumping station is proposed to be located near the lower entrance of
the existing Fleet Street pumping station illustrated in Document 1. Through Council approval in August 2005, the
NCC and the City had entered into a Services Agreement to construct the new
Lebreton Flats sanitary pumping station with an estimated expenditure at that
time of $800,000. Pursuant to the
Services Agreement, the City would design and construct the pumping station and
the NCC would reimburse the City for all costs paid out to third parties to an
upset limit of $800,000. The NCC would
undertake an environmental assessment in accordance to the Canadian
Environmental Assessment Act, while the City would be required to obtain
all other approvals including the provincial environmental assessment. The pumping station is to be transferred to
the City in accordance with the proposed subdivision agreement.
The original project
estimate for design and construction of $800,000 provided by the NCC was based
on a preliminary conceptual design at the time of the report. As the detailed design proceeded, it became
increasingly apparent that, due to the complexity of this installation, the
original estimate would not be sufficient to address the needs of the facility
required to provide the necessary service level per City of Ottawa design
standards. More specifically, the
original estimate did not address Heritage concerns, Fleet Street Pump Station
shutdown concerns, the future Tailrace restoration, the construction
environment, new City of Ottawa pump station standards, inflation and
contingency allowance.
Increased
construction costs identified in the revised detailed design result in a total
projected cost of $2,500,000, which includes all aspects of the design and
construction. This requires an increase
to the existing internal order from $800,000 to $2,500,000. An amendment to the existing Services
Agreement between the City and the NCC is required for the increased costs,
while all other terms and conditions, in accordance with Council’s August 2005
approval remain unchanged. This
amendment includes the requirement for NCC to bear all costs to the new upset
limit of $2,500,000.
Public consultations
are required in accordance with the Class Environmental Assessment Process and
public meetings will be held as part of this project.
The cost for
the design and construction of the Lebreton Flats pumping station is estimated
at $2,500,000. Subject to Council
approval, the City would enter into a Services Agreement with the NCC for cost
recovery to an upset limit of $2,500,000.
Also subject to Council approval, the existing internal order 903970 –
“Lebreton Flats Pumping Station” requires an additional increase from the
original estimate of $800,000 to $2,500,000.
The estimated annual operational impact to the City will be $15,000 per year starting in 2009. This amount will be included as part of the 2009 operating budget pressures within the Utility Services Branch budget and will be funded from the sewer surcharge rate.

DISPOSITION
On approval of this report, Legal Services will initiate the execution of the required amended Services Agreement with the NCC. Upon execution of the required amending agreement, Construction Services staff will commence work on this project.

Mike Wildman, Manager of
Infrastructure Approvals, was present to respond to questions. Guy Bourgon, Program Manager (Central Unit),
Infrastructure Approvals and Joe Mojsej, Program Manager of Development,
Infrastructure Services, accompanied him.
Councillor Holmes
indicated she was very pleased with the new landscape plan prepared by Barry
Padolski. With regard to sewage
treatment, she asked whether the pumping station would prevent any outfall to
the tailrace.
Mr. Mojsej stated the
pump station would have an emergency overflow, which will only be utilised
should a significant power outage occur at the same time as a failure with the
diesel generator, which is part of the back up power supply. Storage would also be available in the pipes
feeding in the system. The Fleet Street
water pump station would also be retrofitted.
He confirmed flooding would not impact emergency overflow, which occurs
upstream from the Lebreton Flats station.
Existing conditions will not be changed or impacted.
Mr. Wildman added that
should a power failure occur, a system would alert operations staff to effect
repairs.
