Committee Recommendation AS AMENDED

 

That City Council endorse the Ontario Government’s initiative to prohibit the use and sale of cosmetic pesticides in Ontario and urge speedy passage of Bill 64, that Ottawa City Council request that Bill 64 be amended to permit municipal bylaws governing the use and sale of cosmetic pesticides that are consistent with the intent and purpose of Bill 64, and that this motion be copied to the Premier, the leaders of the Opposition Parties, the Minister of the Environment, opposition party critics, Ottawa-area MPP’s, and to the Association of Municipalities of Ontario.

Que le Conseil municipal appuie l’initiative du gouvernement de l’Ontario visant à interdire l’usage et la vente de pesticides pouvant être utilisés à des fins esthétiques en Ontario et presse le gouvernement de faire adopter rapidement le projet de loi 64, qu’il demande que le projet de loi 64 soit modifié afin de permettre l’adoption de règlements municipaux régissant l’utilisation et la vente de pesticides à des fins esthétiques conformes à l’intention et à l’objectif dudit projet de loi, et qu’une copie de la présente motion soit envoyée au premier ministre de la province, aux chefs des partis d’opposition, au ministre de l’Environnement, aux porte-parole des partis d’opposition, aux députés provinciaux de la région d’Ottawa ainsi qu’à l’Association des municipalités de l’Ontario.

REPORT RECOMMENDATION

 

That the Community and Protective Services Committee recommend that City Council endorse the Ontario Government’s initiative to prohibit the use and sale of cosmetic pesticides in Ontario and urge speedy passage of Bill 64 and that this motion be copied to the Premier, the leaders of the Opposition Parties, the Minister of the Environment, opposition party critics, Ottawa-area MPP’s, and to the Association of Municipalities of Ontario.

Que le Comité des services communautaires et de protection recommande au Conseil municipal d’appuyer l’initiative du gouvernement de l’Ontario visant à interdire l’usage et la vente de pesticides pouvant être utilisés à des fins esthétiques en Ontario et presse le gouvernement de faire adopter rapidement le Projet de loi 64; et qu’une copie de la présente motion soit envoyée au premier ministre de la province, aux chefs des partis d’opposition, au ministre de l’Environnement, aux porte-parole des partis d’opposition, aux députés provinciaux de la région d’Ottawa ainsi qu’à l’Association des municipalités de l’Ontario.

 

 


BACKGROUND

 

At the Community and Protective Service Committee meeting of 1 May 2008, the following Notice of Motion was tabled:

 

WHEREAS on April 22, 2008 (Earth Day) the Ontario Minister of the Environment introduced into the Ontario Legislature Bill 64 – An Act to amend the Pesticides Act to prohibit the use and sale of pesticides that may be used for cosmetic purposes;

 

WHEREAS since 2002 the City of Ottawa ceased using pesticides for cosmetic purposes on its own properties, and has invested in a Pesticide Reduction Strategy to encourage Ottawa residents to reduce their use of cosmetic pesticides, to learn about the health risks associated with the cosmetic use of pesticides and to learn about safer alternatives to chemical pesticides;

 

WHEREAS in 2005 the City of Ottawa’s Medical Officer of Health, in a report to Health, Recreation & Social Services Committee and City Council, recommended the passage of a bylaw to prohibit the non-essential use of pesticides, based on evidence linking pesticides with serious health problems for children, pregnant women, seniors and other vulnerable residents – an action endorsed by the Children’s Hospital of Eastern Ontario, the Ottawa Hospital, the Regional Cancer Clinic and other health authorities;

 

WHEREAS today over 44% of Ontarians live in a municipality where the cosmetic use of pesticides is already banned;

 

WHEREAS legislation to prohibit the use and sale of cosmetic pesticides is supported by the Ontario College of Family Physicians, the Ontario Public Health Association, the Canadian Cancer Society, the Registered Nurses Association of Ontario, among others;

 

THEREFORE BE IT RESOLVED THAT Ottawa City Council endorse the Ontario Government’s initiative to prohibit the use and sale of cosmetic pesticides in Ontario and urge speedy passage of Bill 64;

 

AND THAT this motion be copied to the Premier, the leaders of the Opposition Parties, the Minister of the Environment, opposition party critics, Ottawa-area MPP’s, and to the Association of Municipalities of Ontario.

 

 

DISCUSSION

Ottawa Public Health supports this motion.  Passage and enforcement of Bill 64 will assist in reducing the health risks associated with the non-essential use of pesticides in our community.  The speedy passage of this legislation would enable Ottawa residents to benefit as soon as possible from reduced exposure to pesticides in our air and water, and on land.

She indicated that Councillor Cullen had an amendment to his Motion, which, she understood had been circulated to the delegations noted and that all were in favour of the amended Motion and did not wish to speak to the Committee.  Seeing as members of the public were in favour, she asked if the Committee could approve the item, as amended, with no further discussion.  The Committee agreed and the following amended Motion was then considered:
