That the joint meeting of
Transportation and Transit Committees recommend Council:
1.

the City’s requirements regarding this grant.

réception de l’avis provincial relatif à la subvention de
7 000 000 $ destinée à l’amélioration du transport en commun; et

In its letter of March 31, provided as Document 1, The Ministry of Transportation advised that it is investing in the Presto fare collection system. In so doing, the City of Ottawa will be receiving a grant of $7 million to be used for municipal capital expenditures related to the implementation of this system. In order to initiate the processing of payment to the City, a copy of the letter must be signed by the Mayor as acknowledgement of the receipt of the notification and returned to the Province. An authorizing by-law, attached as Document 2, is also required prior to receiving payment.
According to the provincial
letter, the Province must receive the required documentation no later than
April 30 in order to have funds transferred to the City prior to June 30. The details of the reporting and
accountability requirements would also be provided when the funds are
transferred. At a minimum, these
requirements will include a description of eligible expenditures and a final
report on how the funds were used. The
Province may also conduct an audit to ensure funds were used for their intended
purpose and may recover funds that were not used for such purposes.
The purpose of this report
is administrative in nature and no public consultation has been undertaken.
The Transit Investment
Grant of $7,000,000 will be applied to the capital project for the transit fare
collection.

The Council report, signed letter and authorizing by-law will be forwarded to the Ministry of Transportation upon approval of this report.
BY-LAW NO. 2008-
A by-law
of the City of Ottawa to confirm the City of Ottawa’s commitments with respect
to receipt of a grant from the Province of Ontario for municipal capital
expenditures related to the implementation of a central fare collection system.
The
Council of the City of Ottawa enacts as follows:
1. In
consideration for the receipt of the sum of $7,000,000.00 from the Province of
Ontario to be used for municipal capital expenditures related to the
implementation of a central fare collection system described as Presto, the
Council of the City of Ottawa acknowledges and agrees with the following
conditions:
(a)
the funds
shall be used only for municipal capital expenditures related to the implementation
of the Presto Farecard System in the City of Ottawa (the “project”);
(b)
the final
summary report detailing expenditures, use of provincial funding and outcomes
shall be submitted to the Ministry of Transportation and the Ministry may
request an independent audit of the project; and
(c)
any funds
intended for the project that are not used in accordance with the terms
outlined in clauses (a) and (b) will be returned to the Ministry of
Transportation.
