The Mayor is in receipt of a letter dated March 31, 2008 from the Minister of Municipal Affairs and Housing informing the City that it has been allocated a grant of $8,215,087 to be used for financing capital repairs to social housing properties or for social housing renewal including energy efficiency. The letter is attached as Document 1 to this report. The Minister is requesting that the duplicate of the letter be signed by the Mayor before April 30th and returned to an official at the Ministry in order to initiate the processing of the payment of the grant.
If the acknowledgement is signed, the funds will be transferred to the City by June 30, 2008 at which time Ministry officials will provide details on reporting and other accountability related requirements. The letter indicates that at a minimum, the requirements will include a description of eligible expenditures and a final report on how the funds are used. The Province reserves the right to conduct an audit to ensure funds are used for the intended purpose and to recover funds not used for such purposes.
At this time staff are recommending that the Mayor be authorized to sign the letter of acknowledgement to express the City’s interest in the program. Once the details of the requirements are available, staff will contact providers to solicit potential interest in accessing funding and develop a priority list.
This report is administrative in nature and as a result, no public consultation was undertaken.
Details regarding the application of the social housing grant in the amount of $8,215,087.00 will be provided in future reports as appropriate.
