That Planning and Environment Committee recommend Council approve the application to vary Sign By-law 2005-439, to permit a second internally illuminated logo sign on the south elevation of an office building situated at 1900 City Park Drive.

enseignes, afin de permettre l'installation d'une deuxième enseigne doté d'un
emblème lumineux de l'intérieur sur le toit, côté Sud, d'un édifice à bureaux
situé au 1900, promenade City Park.
The applicant has applied for a minor variance to allow a second logo sign on the south elevation of the subject building. A logo sign is defined as a wall sign located at the uppermost storey of a building and constituting an identification sign that is an emblem, badge, symbol or other identifying mark.
The by-law only permits one logo sign per building elevation for design reasons. If approved, the variance would permit the original logo sign for Konica Minolta on the western portion of the wall and a new logo sign for the Gentry Capital Corporation on the eastern part of the wall on the top storey of the building.
The subject property is located in a Co zone, being District 4 in the Sign By-law, on City Park Drive (see Document 1). This office location has commercial uses to the east, institutional uses to the west, residential uses to the north and the transitway and HWY 174 directly abutting the south. The elevation where the sign is requested faces south towards the highway.
The applicant stated in the submission that the proposed signage would not be larger than the existing logo sign and it would be placed at the eastern most side of the building in order to give the appearance of balance and symmetry. An elevation of the proposed sign is located in Document 2. In addition, the applicant stated that the identification would be desirable to advertise their business towards HWY 174.
The Department recommends approval of this application as the additional logo sign will not impact upon adjacent uses; does not face residential uses; will be in compliance with area restrictions; respects the general intent of the By-law, and, will not significantly detract from the building design of this office complex. The signage would be installed having adequate separation between each logo sign and would not appear to cause any visual distractions to the community. Since there is a buffer with a large parking area and the transitway, the additional sign would not impact upon the visibility concerns associated with proximity to HWY 174.
Standard early notification was provided to community and business groups. The Ward Councillor is aware of the application. Responses generated from the circulation were two in favour and one opposed to the application. The Traffic and Operations Branch of the Department of Public Works and Services has no comments/concerns with this submission.
Document 2 Elevation of the Proposed Signage
City Clerk's Branch to notify the applicant/agent, Gentry Capital Corporation, Attention: Steve Barban, 508-1900 City Park Drive, Gloucester, ON, K1J 1A3 and the Ward Councillor of Council's decision. Building Code Services will process the sign permit resulting from the Council direction in accordance with Sign By-law 2005-439.
