BACKGROUND

 

DCR Phoenix Development Corporation has submitted an application to change the street name "Limeridge Circle" to "Anjana Circle", in a residential area off Cedarview Road.  A portion of Limeridge Circle was registered in an approved subdivision plan.  The larger portion of the public street is part of a separate subdivision approval and is currently non-developed land (reference Document 1).  The applicant requests to use the proposed name in the phase 2 development and requires the street name change approval as a portion of the name Limeridge was early registered on the phase 1 plan.

 

DISCUSSION

 

Section 18 of Schedule A, Municipal Addressing By-law 2005-322, states that street name changes are generally only considered if the existing name poses a safety hazard.  The purpose of this provision is to:  avoid the potential confusion for general way-finding and emergency response; limit the disruption for those directly affected having to change stationery and notify contacts; and, lessen the impact on public and private sector agencies, some of which do not consistently update database information on a regular basis.

 

While the applicant did not provide specific rationale for this name change in the application, a review of this area reveals that other names of similar origin to Anjana were registered in the phase 1 plan, such as Prem and Amar.  As the subdivision plan was initiated prior to the consolidation of the new By-law, and the subject street is not developed, the Department accepted the applicant's request to process this application.

 

Consistent with the street name change process in this case, the area Ward Councillor for Barrhavan was notified and ads were placed in local newspapers advising the general public.  The list of pre-cleared names on the City's website was made available to the applicant for consideration.  Feedback from the consultation process revealed that the Ward Councillor is aware of the application and noted some concern.  No other names were brought forward as an alternate name suggestion.

 

Based on the above, the Department is satisfied the proposed replacement name is in keeping with the intent of the By-law as the name is not similar to another approved name, the proposed name was reserved by City staff for use and the name will not cause any potential safety concerns.  As a result, the Department supports this request for a street name change.

 

CONSULTATION

 

The proposal was circulated to the Ward Councillor and an ad was placed in two local newspapers.  In keeping with the legislative notification requirements, a notice was placed in the local French and English newspapers as part of the Planning and Environment Committee agenda notice.

 

FINANCIAL IMPLICATIONS

 

Costs associated with the application process are offset by the application fee.  Additional costs  to manufacture and install the new street sign is the responsibility of the applicant.  There are no costs to the City.
