Que le Comité de  recommande au Conseil d’approuver une modification du règlement de zonage de l’ancienne Ville de Gloucester afin de changer le zonage d’une partie du 4209, chemin Limebank de Zone de croissance future (FG) à Zone institutionnelle de quartier (IN), en vue de permettre la construction d’une école, et à Zone de croissance future (EX), en vue de traiter les changements apportés aux dispositions, comme il est illustré dans le document 1 et décrit dans le document 2.

 

BACKGROUND

 

The site is approximately 8.2 hectares in size and is located approximately 100 metres east of Limebank Road off the end of Spratt Road.  There is an existing house abutting the site to the west. 


 

A tributary of Mosquito Creek runs along the northern edge of the property and down along the western side before outletting under Limebank Road.  The site and the remaining lands around it are all open fields that have not been actively farmed for some time.

 

The proposed school site is located on an as yet unopened future subdivision road with a sanitary sewer being the only readily accessible municipal service. While there is a watermain located in Spratt Road to the west of Limebank intersection, for technical reasons, this large trunk watermain is not available as a direct connection in advance of development of the subdivision.  Urbandale is proposing to construct a smaller parallel system to service the school until future development occurs to warrant connection to the larger watermain.  In addition, there are currently no Stormwater facilities servicing the site.  The Ottawa Catholic School Board and Urbandale have been meeting with staff to satisfy and to address all these issues in order to allow the school to proceed with servicing on an interim basis as part of a Site Plan Application.  A Subdivision Application has been revised to create a block for a public street in front of the site and a severance was conditionally approved by the Committee of Adjustment to create the parcel. 

 

As a result of the severance and subdivision a portion of Urbandale's land will be naturally severed.  This smaller parcel will not conform to the provisions of the Future Growth Zone and will need to be rezoned to comply. 

 

The applications have proceeded to a point that the Zoning By-law amendment can go forward.  The site and associated lands are zoned Fg-Future Growth and cannot be developed until this zoning is applied.

 

DISCUSSION

 

The site is designated General Urban Area with a Developing Community overlay.  General Urban allows for institutional uses that will service the residential communities.  The policies for the Developing Community require that development happen according to an approved Community Design Plan.  The Community Design Plan for this area has been approved and indicates that there is to be a high school at this location.

 

The intent of the proposed Zoning By-law amendment is to change the zoning from Fg-Future Growth Zone to In-Institutional Neighbourhood Zone to permit the school. A portion of 4209 Limebank Road off the school site will be rezoned to address conformance with the Zoning By-law once the severance and subdivision are finalized.

 

Staff recommend that the Zoning By-law amendment be approved as the request is consistent with the policies of the Official Plan and the Community Design Plan and necessary to proceed with the Site Plan and construction. 

 

CONSULTATION

 

Notice of this application was carried out in accordance with the City's Public Notification and Consultation Policy.  The Ward Councillor is aware of this application and the staff recommendation.  The City did not receive any negative comments or opposition to this application.

Moved by S. Desroches:

 

WHEREAS Document 1 attached to staff report ACS2007-PTE-APR-0175, ebing the Proposed Zoning Map, does not accurately reflect the current zone boundaries of the subject property;

 

AND WHEREAS a revised Document 1 has been prepared to correct the inaccuracies of the original Proposed Zoning Map;

 

THEREFORE BE IT RESOLVED THAT Document 1 be replaced accordingly.
