proposée au 2185, rue Arch, tel qu'il est détaillé dans le Document 2.
BACKGROUND
The applicant, to replace the existing ground sign, has applied for a minor variance to Sections 100 and 102 of Sign By-law 2005-439, to permit an oversized internally illuminated ground sign with an illuminated message centre (reference Documents 1, 2 and 3). The applicant indicates the new sign is intended to update the sign, improve visibility for the centre and continue to provide public notices of coming events.
DISCUSSION
The property is designated under the By-law a District 2 Use zone. Where signs interface with residential development, to minimize the effect of commercial signage and illumination, the scale of signs in District 2 is limited to three square metres at a height of two metres. For institutional uses, a message centre as a component part of the sign is permitted at 25 per cent of the permitted sign face area, provided it is non-illuminated. The proposed sign is slightly smaller than the existing illuminated sign. However, at 4.18 square metres, the area of the proposed sign face exceeds the permitted area by 39 per cent and the height, at 3.66 metres, by 83 per cent. The area of the message centre equates to 60 per cent of the sign face area.
Since illumination of message centres is not permitted in District 2, this component cannot be considered. As such, the applicant has deleted this feature and is requesting approval for the proposed increase in scale, and to allow internal rather than external illumination for the main identification sign.
In response to the standard circulation for comment, one response was received indicated no opposition to the proposed sign.
Given the comparative scale of the existing versus the proposed sign, and the limited response from the community with no opposition, the Department is recommending approval to vary the area and illumination limitations of the By-law to accommodate the proposed sign with a non-illuminated message centre, as detailed in Document 2.
CONSULTATION
The proposal was circulated to area land use within 30 metres, local community and business groups, and the Ward Councillor. In response, one submission from the community was received indicated no opposition to the application.
