Committee recommendation

 

That Council approve the application to vary Section 78(1) of Sign By-law 2005-439 to permit an internally illuminated wall sign to be installed at the top of an architectural feature located above the permitted height location for wall signs, to be situated at 215 Slater Street.

Que le Comité de l'urbanisme et de l'environnement recommande au Conseil d'approuver la demande de dérogation à l'article 78(1) du Règlement sur les enseignes 2005-439 afin de permettre l'installation d'une enseigne murale à éclairage autonome au haut d'un élément architectural situé au-delà de la hauteur permise pour l'affichage d'enseignes murales, au 215, rue Slater.

 

BACKGROUND

 

The applicant has applied for a minor variance to allow a wall sign to be installed higher than permitted in the By-law.  If approved, the wall sign on the Slater Street facade will be installed on an architectural feature located near the fourth storey of the building. 

 

 

The Permanent Sign By-law restricts wall signs to the first or second storey of a building for the reason of design consistency with existing approved signage.  The subject property is located in a CB zone, being District 4 in the Sign By-law, on the corner of Bank and Slater Streets (see Document 1).  This new commercial office development will have Telus as the main tenant.  The subject site is situated in a commercial area downtown with adjacent office, retail and restaurant uses.

 

DISCUSSION

 

The proposed sign forms part of an architectural feature along the Slater Street portion of the building (see Document 2). The requested sign comprises of the word "Telus".  The sign has been stylized to integrate with the building’s architecture. 

 

Since adjacent uses are commercial, the sign has limited impact on nearby uses.  In addition, the current exterior design features on the building make it difficult to comply with the signage limitations of the By-law.  The Slater building façade restricts effective wall signage on the first and second storeys of the building because of the exterior architectural features at that level, which include a multi-storey frame structure and several awnings at the ground floor level.

 

The requested signage is appropriate as it compliments the design features of this new office building with its installation on the top corner of the Slater Street architectural feature.  Furthermore, this proposal is consistent with the City's Urban Design Guidelines as the signage located on the design feature blends into the building structure, the urban streetscape and would be compatible with the existing arterial mainstreet character of the central area district.

 

The Department is satisfied the application is in keeping with the intent of the Sign By-law and approval is recommended.   However, it is noted that the sign was installed prior to obtaining a sign permit and thus an administration surcharge will be levied in addition to the sign permit fee.

 

CONSULTATION

 

In response to the standard circulation to property owners, occupants, business and community groups, and the Ward Councillor, no comments in opposition to the application were received.  In her response, Councillor Diane Holmes stated that she had no comments (signs are already erected).

City Clerk's Branch to notify the applicant/agent, Meloshe and Associates Ltd, Attention: Nancy Meloshe, on behalf of Telus, 14 Colonnade Road, Suite 150, Ottawa, ON , K2E 7M6 of Council's decision.  Building Code Services will process the sign permit resulting from the Council direction in accordance with Sign By-law 2005-439.
