BACKGROUND

 

On January 12, 2005, City Council approved a Department workprogram that would facilitate the resolution of outstanding street name issues that continue to present an impediment to effective way finding and emergency response.  Lorne Avenue was identified as a priority for remedial action.


 

DISCUSSION

 

There are two sections of Lorne Avenue physically divided by Nanny Goat Hill (Reference Document 1).  The northerly section extends south from Albert Street intersecting with Primrose Avenue.  The southerly section extends north from Somerset Street West terminating at the top of Nanny Goat Hill.  Physically the latter section terminates at a barrier rather than a turnabout.  The barrier seriously impedes efficient and safe egress for emergency vehicles, service vehicles and the public.

 

The Department has received comments from Emergency Services and from the residents living on the southerly section of Lorne Avenue indicating that the two sections of Lorne Avenue create confusion and present an unsafe situation.

 

To determine which section of the street must undergo a name change, each section was evaluated according to the Council approved street name change guidelines.  The objective of the evaluation is to impose minimal impact on the least number of individuals and businesses that would be affected.  When the number of residents are effectively equal, other evaluation factors are considered.  With 42 properties located on the north section and 26 properties on the south, it was determined that the south section, closest to Somerset Street West, was the preferred section for a name change.

 

Following considerable consultation and the assistance of Councillor Holmes, a petition with a majority in support (28 of 46 owners or unit occupants), in favor of the name "Upper Lorne Avenue", was received.

 

The intent of the By-law is to avoid confusion by limiting the reuse of existing street names.  However, with the addition of the prefix "Upper", in this case, the name is considered sufficiently unique to avoid potential confusion.  The suffix of a street name provides an indication of the type of roadway, with regard to access and jurisdiction.  The suffixes "Court" and "Place" advise Emergency Services, service vehicles and the public that the street is not continuous, thereby providing the opportunity to consider approach and egress.

 

The Department is satisfied that the replacement name, as supported by the community, is in keeping with the intent of the By-law and, therefore, the street name change from "Lorne Avenue", for that section between Somerset Street West and Nanny Goat Hill, to "Upper Lorne Place" is recommended.  The effective date will be delayed six months to allow occupants to exhaust stationery and notify contacts.

 

CONSULTATION

 

On December 4, 2004, Councillor Holmes tabled and received Council approval of a motion to consider "Nanny Goat Hill" as the replacement name for "Lorne Avenue".


 

A letter dated April 8, 2005, was circulated to the affected occupants and the Ward Councillor. Two optional names were offered i.e. "Nanny Goat", in reference to the well-known physical feature dividing the two sections of roadway, and "Thach", in memory of a local family who tragically lost family members in a fire.

 

Two petitions were received.  The first, supported by six residents, recommended "Nanny Goat Hill" and the second, supported by 19 residents, recommended "Joseph Brunet", an original homesteader and a millworker at J.R. Booth lumber who built his home at 125 Lorne Avenue in 1886.

 

Subsequently, through assistance of the office of Councillor Holmes a third petition, supported by 28 owners and occupants in favour of retaining the link to the original name, recommended "Upper Lorne Avenue".

 

Per legislative requirement, prior to the Planning and Environment Committee meeting, an advertisement indicating Council's intent to consider this street name change was published in the local newspapers. 

 

FINANCIAL IMPLICATIONS

 

The cost to replace one street sign blade, bracket and installation is $200.00, to be accommodated within the Public Works and Services annual sign maintenance program budget.

Planning, Transit and the Environment Department to notify the emergency services, the primary utility companies, IT, Government and identified business agencies of Council's decision.

Public Works and Services Department to arrange for the manufacture and installation of the new street name sign on request by the Planning, Transit and Environment Department.
