BACKGROUND

 

To improve visibility for the Cumberland Heritage Village Museum and to provide public notices of coming events, the owner wishes to replace the existing identification ground sign (reference Documents 1 and 2).  As illustrated in Documents 3 and 4, the proposed sign at 5.62 square metres exceeds the permitted sign face area by seven per cent, the overall height at 4.37 metres by 45 per cent and the area of the message centre at 2.38 square metres equating to 42 per cent of the sign face area.  The proposal includes a change from external to internal illumination and includes illumination of the message centre.

 

DISCUSSION

 

The property is designated under the Sign By-law as a District 3 Use zone.  To minimize the effect of commercial signage and illumination, not otherwise compatible with District 3 land use, the scale of signs is limited in area to seven square metres at a maximum height of three metres.  In this District, the By-law recognizes the need to accommodate, for some uses, the ability to display related promotional information by permitting the inclusion of a "non-illuminated" changeable message centre, not to exceed 25 per cent of the main sign area.

 

The applicant advises that "as a City facility, the Museum hosts many events each year.  The current use of temporary mobile signs to announce coming events is not in keeping with the historic theme.  Museum staff have provided direction to design a sign with size and color appropriate for good visibility from a distance, allowing drivers sufficient time to recognize the property and turn into the closest entrance."  The proposed sign include a changeable message permitted under the By-law, as illustrated in Document 4, or a fixed panel when multiple messages are not needed.

 

Since illumination of message centres is not permitted in District 3, the illumination of this feature cannot be considered.  As such, the applicant has deleted this component of the message centre and is requesting the proposed increase in scale for the identification sign, the message centre and an increase in the overall height of the sign.

 

Five responses were received in support of the application.  One respondent expressed concern with the illumination component shining into bedroom windows during the evening and overnight, and requested the sign be placed on a timer.  While the By-law does not speak to the use of timers, the applicant is encouraged to consider this option.  The applicant indicates that programming does extend into the evening and illumination is required through the night for identification and safety.

 

Given the scale of the property, the distance to adjacent residential property and the flow of traffic on Old Montreal Road, the requested increase in scale is considered reasonable.  The message centre would eliminate the need for unsightly temporary signs that detract from the historic nature of the Museum and the predominantly residential nature of the area.  With the historic nature of the property, the adjacent residential land use and the concern regarding the potential for intrusive illumination, it is recommended the sign be limited to internally illuminated through the letters only with an opaque background.

 


CONSULTATION

 

Area residents within 60 metres of the property, community groups and the Ward Councillor were consulted.  Five responses, all in support of the application, were received.  One respondent indicated that their home has bedroom windows facing the sign and would request that the Museum consider turning off the illumination component by 11 p.m.
