REPORT RECOMMENDATION

That the Transit Committee recommend that the City approach the City of Gatineau with a view of establishing a joint decision making body of elected officials to deal with integration issues of the interprovincial transit services.

BACKGROUND

At the Joint Transportation Committee and Transit Committee Meeting held on 15 August 2007, Councillor Legendre brought forward the aforementioned Notice of Motion, for consideration at the next meeting.

Planning, Transit and the Environment Staff is aware of this motion and will respond to any questions at the meeting.

This item will be advertised in the local dailies as part of the Public Meeting Advertisement on Friday preceding the Transportation Committee Meeting.

At the September 19^th meeting of Transit Committee, Committee will debate a motion put forward by Councillor Legendre asking Council to establish with the City of Gatineau a joint decision-making body of elected officials charged with the mandate of reviewing interprovincial transit services.

At the staff level, City officials liaise regularly with the City of Gatineau, la Société de transport de l’Outaouais (STO), and the National Capital Commission. Informal meetings are held regularly with staff to cover fares, service planning, special events, customer information, transit vehicles, and operational issues. For the information of Committee, formal initiatives and committees include the following:

• The Interprovincial Crossings Study is well underway and is being led by the NCC with funding partnerships from the Ontario and Quebec ministries of transportation. Staff at the Cities of Ottawa and Gatineau are members of the project's Study Team, the Steering Committee, the Technical Advisory Committee, and the Communications Committee. While this study is a federal and provincial initiation, the schedule allows for presentations to our Transportation Committee at key points (the recent being the presentation of the draft Terms of Reference in July 2007).

• The Interprovincial Transit Integration Study will be a joint effort between the City of Ottawa, STO, and the NCC. While the City of Gatineau is not responsible for transit planning or operations, Gatineau has been invited nevertheless to be part of the study team. Similarly, Ministère des Transports du Québec (MTQ), which funds STO, is also taking part.

• The City of Ottawa is about to embark on the Downtown transit tunnel EA study. This City project will need to consult with the key stakeholders such as the STO and the NCC. Coordination between the tunnel study, the Interprovincial Transit Integration Study, and the network planning efforts of the Transportation Master Plan update will be critical.

§ The TRANS committee is a multi-agency committee that was established in 1979 to coordinate efforts between the major transportation planning agencies of the National Capital Region (Ottawa, NCC, MTO, MTQ, Gatineau, STO). TRANS Committee meets about once per month to exchange information on data collection, development/operation/maintenance of the regional transportation forecasting model (EMME/3), and transportation planning initiatives. TRANS funds and manages projects such as the recent 2005 Origin-Destination Survey on behalf of the member agencies.

• The Joint OC Transpo/STO Cooperation Committee meets twice a year to coordinate and optimize interprovincial transit services. This staff committee is alternately chaired by Ottawa's Director of Transit Services and STO's General Manager. The Committee was formed following direction from Transportation Committee in November 2005. The mandate of the committee extends to all transit operational interest of joint interest, including the development of service concepts and the introduction of new technology. It excludes long-term planning issues that are covered through special planning studies (such as the Interprovincial Rapid Transit EA). Current topics of discussion of interest to Committee include the roll-out of the Smartcard initiative, and the creation of “lay-up” space for STO in the downtown core to reduce idling on King Edward Ave.

I am confident that through the formal and informal relationships City staff have with their Gatineau counterparts, the review of the Transportation Master Plan and the undertaking of the Environmental Assessments above will lead to a significant advancement of the integration of transit services on both sides of the Ottawa River.
