BACKGROUND
The Ontario
Bus Replacement Program (OBRP), a new multi-year capital funding program, will
support the replacment of ageing municipal transit buses. The OBRP will replace the former Ontario
Transit Vehicle Program which the
province ended in the 2006 Provincial Budget.
The purpose of the OBRP is to provide funding to encourage the renewal
of transit fleets within the province.
OBRP funding is only available towards the base purchase price of one
transit bus for enact transit bus replaced.
These funds were provided for in the 2006 and 2007 Capital budgets, specifically for Capital Project No. 903960 - Bus Replacement and Capital Project No. 904440 -Para-Transpo Vehicles. Any adjustments to these projects as a result of the receipts of these funds will be dealt with in the capital status and closing reports.
CONSULTATION
The purpose
of this report is administrative in nature and therefore no public consultation
is required.
FINANCIAL IMPLICATIONS
Upon
submission of the signed Letter of Agreement, the authorizing by-law and a copy
of a binding agreement between the City and a manufacturer of transit buses for
the purchase of replacement transit buses to be delivered in 2007, the Ministry
will provide OBRP funding to the City in the amount of $7,067,420.

DISPOSITION
Upon
approval, the Financial Services Branch will submit the required documentation
to the Minister of Transportation.
APPENDIX A
BY-LAW NO. 2007-
A by-law
of the City of Ottawa to authorize the entering into of an agreement with the
Province of Ontario relating to funding provided by the Province of Ontario to
the City under the Ontario Bus Replacement Program.
WHEREAS
the Province has provided for funding to support the replacement of aging municipal transit
buses;
AND
WHEREAS the Province has specified that as a condition precedent for
participating in this program, the City must enter into a Letter of Agreement
entitled: “Letter of Agreement between Her Majesty the Queen in right of the
Province of Ontario represented by the Ministry of Transportation for the
Province of Ontario and the City of Ottawa related to Funding Provided by the
Province of Ontario to the Municipality under the Ontario Bus Replacement
Program”, said Agreement to pertain to the replacement of aging municipal
transit buses;
The
Council of the City of Ottawa therefore enacts as follows:
1. The Mayor
and the Treasurer are hereby authorized to execute the Letter of Agreement
dated March 22, 2007 related to the Ontario Bus Replacement Program with the
Province of Ontario through the Ministry of Transportation for the replacement
of aging municipal transit buses.
