COMMITTEE RECOMMENDATIONS

 

That Council:

 

1.         Endorse the concept of Algonquin College of Applied Arts and Technology creating The Centre for Construction Trades and Building Sciences pursuant to the Executive Summary attached hereto; and

 

2.         Instruct the Mayor and the City Manager to explore ways and means of supporting this project and to make recommendations to Committee and Council in a timely manner.

 

 

RECOMMENDATIONS DU COMITÉ

 

Que le Conseil :

 

1.         Appuie la création du Centre des métiers de la construction et des sciences du bâtiment par le Collège Algonquin des arts appliqués et de technologie, conformément à la description donnée dans le résumé ci-joint; et

 

2.         Donne instruction au maire et au directeur municipal d’étudier des façons de soutenir ce projet et de formuler des recommandations au Comité et au Conseil dans les meilleurs délais.

That the Corporate Services and Economic Development Committee recommend Council:

 

1.   Endorse the concept of Algonquin College of Applied Arts and Technology creating The Centre for Construction Trades and Building Sciences pursuant to the Executive Summary attached hereto; and

 

2.   Instruct the Mayor and the City Manager to explore ways and means of supporting this project and to make recommendations to Committee and Council in a timely manner.

Que le Comité des services organisationnels et du développement économique recommande au Conseil :

 

1.   D’appuyer la création du Centre des métiers de la construction et des sciences du bâtiment par le Collège Algonquin des arts appliqués et de technologie, conformément à la description donnée dans le résumé ci-joint; et

 

2.   De donner instruction au maire et au directeur municipal d’étudier des façons de soutenir ce projet et de formuler des recommandations au Comité et au Conseil dans les meilleurs délais.

 

 

BACKGROUND

 

At its meeting of 15 May 2007, the Corporate Services and Economic Development Committee considered and approved the following motion, put forward by Councillor Rick Chiarelli: 

 

WHEREAS Algonquin College of Applied Arts and Technology has developed an expertise in the training and education of numerous trades within the construction industry;

 

AND WHEREAS there is a current and growing demand in Ottawa and Eastern Ontario for a wide range of skills from tradespersons, to designers, to project managers, and many more;

 

AND WHEREAS Algonquin has the expertise to provide such training but its antiquated and cramped instructional facilities cannot handle existing and projected capacity load;

 

AND WHEREAS existing buildings have outgrown their usefulness;

 

AND WHEREAS there is a pressing need to consolidate existing facilities into a new Centre for Construction Trades and Building Sciences;

 

AND WHEREAS there is the opportunity for this centre to become a unique destination in Canada as a learning centre, not only for the construction trades, but for the policy and economics of Canada’s construction industry;

 

AND WHEREAS The Centre will become a centre of excellence in “green” construction education and the re-training of foreign trained construction tradespersons;

 

AND WHEREAS this initiative will benefit first and foremost the needs of Ottawa’s economy and labour market for decades;

 

THEREFORE BE IT RESOLVED:

 

1.   That Ottawa City Council endorse the concept of Algonquin College of Applied Arts and Technology creating The Centre for Construction Trades and Building Sciences pursuant to the Executive Summary attached hereto; and

 

2.   That City Council instruct the Mayor and the City Manager to explore ways and means of supporting this project and to make recommendations to Committee and Council in a timely manner.

FINANCIAL IMPLICATIONS

 

Should Committee approve this report, the City Manager and the Mayor would be required to report back to Committee and Council with respect to “means of supporting the project”.  Although there are no financial implications associated with this report, the subsequent report may identify financial implications.

Moved by Councillor R. Chiarelli

 

That the Corporate Services and Economic Development Committee approve the addition of this item for consideration by the Committee at today’s meeting pursuant to section 84(3) of the Procedure By-law (being By-law no. 2006-462).

Councilor Chiarelli read a motion into the record and spoke to it briefly.  He explained that for the past few years, both Algonquin College and the Centrepointe community had been pursuing their respective development plans and that those plans had started to converge.  He referenced recent changes at Algonquin College, the status of its development plan, and the fact that the College was part of the Centrepointe community planning process.  He felt it was incumbent upon City Council to ensure developments were consistent with the City’s goals.

 

Committee then voted on the motion.
