BACKGROUND

 

Alti Construction has submitted an application to change the street name "Spectrum Way" to "Alti Place".  Alti Construction owns and occupies one of six properties located adjacent to the subject roadway.  The remaining properties include the Dibblee Quarry, a Hydro corridor and privately owned vacant land (see Document 1).

 


 

DISCUSSION

 

Section 18 of Schedule A, Municipal Addressing By-law 2005-322, states that street name changes will only be considered if the existing name poses a safety hazard.  The purpose of this provision is to avoid; potential confusion for general way-finding and emergency response, the disruption for those directly affected having to change stationery and notify contacts, and the impact on public and private sector agencies, some of which do not consistently update database information on a regular basis.

 

The rationale provided by the applicant is that confusion is created by the existing name, in that the business, "Spectrum", is no longer located on Spectrum Way.  Further, streets that are named after a business located on the street do enhance clarity and general wayfinding.

 

Considering the current street naming guidelines, an application submitted today based on the rationale provided above would not be accepted.  However, discussion of this issue with the applicant was initiated prior to the consolidation of the new By-law.  This together with the fact no other residents or business addresses on the subject street would be affected, the Department was prepared to process this application despite the new standard adopted in the By-law.

 

Consistent with the street name change process, affected owners and occupants were notified and given the opportunity to support or oppose the suggested name change, to support the replacement name or submit a petition signed by the affected owners/occupants suggesting an alternative name in compliance with the By-law.  The list of pre-cleared names on the City's website was available to the applicant for consideration.

 

Since the proposed name is a company name, the Commemorative Naming Committee process does not apply.

 

The Department is satisfied the proposed replacement name is in keeping with the intent of the By-law.

 

 

CONSULTATION

 

The proposal was circulated to owners and occupants that would be directly affected, and the Ward Councillor.  No responses were received.  In keeping with the legislative notification requirements, a notice was placed in the local French and English newspapers one time 14 days prior to consideration by City Council.

 

 

FINANCIAL IMPLICATIONS

 

Costs associated with the application process are offset by the application fee.  Additional costs  to manufacture and install the new street sign is the responsibility of the applicant.  There are no costs to the City.
