BACKGROUND
The
subject site forms part of 2128 Trim Road which is located west of Trim Road
and south of Innes Road. The lands
intended to be rezoned constitute a series of contiguous blocks and are legally
described as Blocks 335 to 339 and Block 342 on Plan 4M-1313.
These
lands are currently vacant and form part of the approved Trim Road Inc.
subdivision at 2200 Trim Road which is located to the south. The subject site
is bound by vacant land to the north, east and west, intended for future
development.
The
Trim Road Inc. subdivision was subject to a previous Zoning By-law amendment,
which received approval to permit residential development. The subject site,
currently zoned D-R, Development Residential as per the Cumberland Zoning
By-law 1-84, was omitted from the original Zoning By-law amendment application,
which rezoned the abutting land from D-R, Development Residential to R1F-X6,
Residential - Singles - Small Lots - Exception Six and R3D-X5, Residential -
Row Dwellings and Semis - Exception Five.
The D-R zone designation indicates that the land is intended for various types of future residential uses and associated development. An amendment to the Zoning By-law is required for development to proceed.
The requested amendment would make the zoning consistent with the adjacent subdivision to the south which was recently registered as Plan 4M-1313 by changing the subject site from D-R to R1F-X6 and R3D-X5 to match the adjoining zone.
DISCUSSION
The Official Plan designates the
subject property as "General Urban Area" which permits a full range
of types and densities of housing to meet the needs of all ages, incomes and
life circumstances, including low, medium and high density housing and seniors'
apartments, in combination with well located employment, shopping, service,
cultural, leisure, park, natural areas and institutional uses to facilitate the
development of complete and sustainable communities.
The proposal is to amend the zoning
from D-R Development Residential to R1F-X6 to permit single detached
dwellings. The applicant has also
requested the R3D-X5 zone be used for the construction of row dwellings. These zones are intended to match up with
previously zoned lands to the south and form part of the Trim Road Inc.
subdivision recently registered as Plan 4M-1313.
CONSULTATION
Notice of this application was carried out in accordance with the City's Public Notification and Consultation Policy. The Ward Councillor is aware of this application and the staff recommendation. The City did not receive any negative comments or opposition to this application.

This application was processed by the "On Time
Decision Date" established for the processing of Zoning By-law amendment
applications.
