RECOMMENDATION
That the Community and Protective Services
Committee recommend that Council approve the revised policy to increase the
level of funding to $350 for eligible community associations to further assist
with extra service charges incurred at their event.

activités;
On January 1, 2006 Parks and
Recreation staff began the implementation of the Increasing Accessibilty to
City Parks and Halls by Not-For-Profit groups policy as approved by Council on
September 28, 2005. The intent of this
policy is to enhance access to community halls and parks for annual or special
events organized by community associations to benefit all residents in their
community. Under this policy,
identified community associations and elected officials can access a $250
credit to be applied to City halls and/or park rentals in order to host a
community special event. The City
allocates approximately 1207 parks and halls to generate $1.8 M in revenue in a
given year.
After a review of the program
in 2006, the amount of rental credits utilized by the Community Associations
totalled $4900. With additional program
awareness this year, the City anticipates an expanded use of the program.

personnel de Parcs et Loisirs a entrepris la mise en œuvre de la politique sur
l’amélioration de l’accès des groupes sans but lucratif aux parcs et aux salles
de la Ville, laquelle a été approuvée par le Conseil le 28 septembre 2005.
Cette politique vise à accroître l’accès des associations communautaires aux
salles et aux parcs municipaux pour y tenir des activités spéciales ou
annuelles à l’intention de tous les résidents du quartier visé. En vertu de
cette politique, les associations communautaires et les représentants élus
désignés ont droit à un crédit de 250 $ affecté à la location de salles ou
de parcs municipaux afin d’y organiser une activité spéciale. La Ville met à la
disposition de ces groupes environ 1 207 salles et parcs dont la
location génère des recettes de 1,8 million de dollars par année.
Un examen du programme effectué en 2006 a
révélé que le montant total des crédits utilisés par les associations
communautaires s’élevait à 4 900 $. Étant donné que les groupes sont
plus sensibilisés au programme cette année, la Ville prévoit qu’ils y feront
appel davantage en 2007.

FINANCIAL IMPLICATIONS
There are no financial implications associated with this report. The annual $50 K associated with administering the policy is part of the Parks and Recreation annual base budget.

Guidelines for Community and
Recreation Associations to Access Parks & Recreation Branch Halls &
Parks
Introduction
In order to assist local community or recreation
associations in hosting an event for the community they represent, the Parks
& Recreation Branch will set aside $50,000 per calendar year to be credited
equitably to eligible community associations on a first-come first-serve basis,
and used towards the rental of a Parks & Recreation branch hall or park as
outlined below.
The Parks
& Recreation branch will allocate a maximum of $50,000 per calendar year.
§
Community or Recreation Associations must meet the
eligibility criteria.
§
The event must be held in a city park or a Parks &
Recreation Branch hall where revenue goes to the City (this excludes
Administration Buildings, firehalls, libraries, etc).
§
Each group is eligible for a maximum $250 credit to be
applied to the rental of a hall or park in their ward (extra fees beyond room
rental charges will not be covered).
§
The Community or Recreation Associations must represent
a geographic community or neighbourhood.
§
In order to qualify for the credit the event must be not for
profit and open to all members of the community.
§
Members of Council are eligible for a $250 credit to be used
for events they host in their ward (city-wide with respect to the Mayor).
Alternatively, members of Council may pass this credit on to a group that does
not meet the eligibility criteria, but wishes to host a community event.
Procedures
1. Associations
& members of Council submit rental requests through the normal request
process (halls are booked directly through the centre, parks are booked through
the City’s central allocation unit) but identify that they wish to apply for
the Community or Recreation Association credit. Regular rules governing bookings still apply.
2. Staff will
evaluate the application for rental and review the request for credit.
3. Associations
& members of Council will receive a return call from staff confirming their
approval.
Notes: Groups hosting more than one event per year
should provide the facility rental requests on the same application form,
otherwise, only the first event will be considered under this policy. Please note that any major event may need
prior approval of the Director, Parks & Recreation. Also, please note that major city-wide parks
such as Britannia, Mooney’s Bay, Andrew Haydon Park, Petrie Island, etc. are
not included.
