OWNERSHIP OF CHILDCARE FACILITIES (Referred

That Council reject the following motion:
WHEREAS child care is a vital
service for critical service for families in the City of Ottawa; and
WHEREAS there
are 17,037 childcare spaces in Ottawa with 7263 subsidized spaces; and
WHEREAS the
City of Ottawa licences 282 childcare centres of which 200 centres provide
subsidized spaces; and
WHEREAS the
City of Ottawa owns and operates 17 childcare centres with 493 spaces; and
WHEREAS the
vast majority of childcare spaces are located in regulated not for profit
childcare centres which deliver vital services in an entrepreneur and cost
effective manner; and
WHEREAS this
childcare centres are governed by a community based board of directors making
these childcare centres incredibly close to the communities that they serve;
and
WHEREAS the
communities served by the City owned childcare centres may wish to establish
community ownership of these centres similar to the to that which exists in the
regulated not for profit childcare centres;
THEREFORE BE
IT RESOLVED that the 2007 budget for the Community and Protective Services
Department include a financial provision that would allow communities served
city owned childcare centres to explore the opportunity to establish community
ownership model similar to that which exists in the regulated not for profits
childcare centres that provide the bulk of the City’s childcare spaces.

une garderie appartenant à la Ville d'étudier la possibilité d'adopter une
formule de propriété communautaire semblable à celle qui existe dans les
garderies réglementées sans but lucratif qui fournissent l'essentiel des places
en garderie à Ottawa.

City Council, at its meeting held on 15 January 2007, referred the aforementioned motion (Motion 4/20) to the Community and Protective Services Committee.
The value of direct municipal delivery of childcare programs has been examined a number of times over the course of the past 10 years. Staff has considered various divestment options. A community management model was looked at in the 1990’s, and in 2003 a combined closure and alternate service delivery model was explored under the City’s Universal Program Review project. In 2004, a business case for municipally operated child care was developed internally and at the same time, CUPE Ontario in partnership with the Ontario Coalition for Better Child Care co-authored a report outlining the value of municipally operated programs across Ontario.
If Committee were supportive of pursuing such a review, staff would propose to report back to the Feb 15 meeting with a proposed work plan and budget.
Many of the City owned childcare centres are
located in neighbourhoods that are hard to serve. Should those child care centres move to a community ownership
model similar to that which exists in the regulated not for profit childcare
centres that provide the bulk of the City’s childcare spaces, staff do not
believe that savings could be attained.
The net result of such a move would be the City purchasing additional
spaces from Community owned centres for parents in those neighbourhoods.

The Committee received a written presentation in advance of the meeting from Roseanne Sallafranque of the Ottawa Federation of Parents’ Day Cares. A copy of the submission, although not presented at the committee meeting, is held on file.
Similar to what was noted at Item 6 of the agenda of 1 February, the Committee Chair advised that the community is not in support of this Motion and she suggested the Committee reject the proposed resolution.
