BACKGROUND

 

The subject property, 2123 Devine Road, is currently being used for agriculture and contains farm buildings, a single family home and accessory buildings.  It is located on the north side of Devine Road at the easterly limit of the Village of Vars.  The property is approximately 39 ha in size, 12 of which are located within the Village boundary.   

 


Existing Zoning

 

The subject property is split between two zones.  The western half of the portion located within the Village boundary is zoned Rs3(H1), Residential Serviced – Holding Zone, which allows for Single Detached Dwellings, whereas the rest of the property is zoned GR, General Rural.  The purpose of the Holding Provision is to ensure that the lands may eventually be used subject to the requirements of the Rs3 Zone.  To ensure that development of the lands meets proper lot and street layout, a subdivision or consent application must be approved prior to the removal of the Holding Provision.  

 

Proposed Zoning

 

The purpose of the amendment is to rezone the eastern half of the portion located within the Village boundary from GR, General Rural to Rs3(H1), Residential Serviced – Holding Zone to permit residential development.   

 

DISCUSSION

 

Official Plan 

 

The portion of the property to be rezoned is designated Village in the Official Plan.  This designation allows for a wide range of housing forms to meet the needs of the Village’s population.  The form and scale of development in Villages is limited by the available servicing method.

 

Details of Proposed Zoning 

 

The proposed Zoning By-law amendment will be in keeping with Amendment 56 to the Official Plan of the Cumberland Planning Area – Rural Section, the purpose of which was to extend the boundary of the Village of Vars following the completion of The Village of Vars Development Plan in 1995.  This plan estimated that 300 new dwelling units, in addition to the existing 260, could be accommodated by the Village’s new water system.  Among the 300 new units, 28 were estimated to be located on the subject lands.  To date, 154 new residential lots have been approved within the Village boundary.  The maximum number of lots allowed on the subject portion of the property will have to be determined through the subdivision approval process. 

 

The Holding Provision is not to be removed until final approval of a plan of subdivision.

 

ENVIRONMENTAL IMPLICATIONS

 

The Official Plan policies, the Rideau Valley Conservation Authority regulations and special conditions to be imposed through the subdivision approval process will ensure that impacts of development along the watercourse that runs from north to south on the subject property will be mitigated.

 


RURAL IMPLICATIONS

 

The proposed rezoning of these lands for residential purposes will provide an opportunity to accommodate rural growth in a relatively compact form.  New residential development will enhance the economic vitality of the Village of Vars.

 

CONSULTATION

 

Notice of this application was carried out in accordance with the City's Public Notification and Consultation Policy.  The Ward Councillor is aware of this application and the staff recommendation.  The City did not receive any negative comments or opposition to this application.
