LOCAL ARCHITECTURAL CONSERVATION ADVISORY COMMITTEE (LACAC)

 

The LACAC unanimously approved the report recommendations at its meeting of 9 November 2006.

 

 

BACKGROUND

 

The building located at 310 Cooper Street was designated under Part IV of the Ontario Heritage Act in 1984.  Document 1 establishes the Statement of Reason for Designation.  It is also within the boundaries of the Centretown Heritage Conservation District, designated under Part V of the Ontario Heritage Act in 1997.  This report has been prepared because the consent of City Council is required before a designated building can be altered.  Please refer to Document 2 – Location Map.

 

The building at 310 Cooper Street was constructed between 1879 and 1880.  It is a 1 ½ storey residence with a front gable roof, decorative brick veneer cladding, decorative wood trim and a small projecting bay window on the front elevation (Document 3 – Heritage Survey Form).

 

The applicant is proposing to demolish a portion of the rear of the building, and to construct an addition to the rear of the building.  The proposed modest addition complies with the requirements of the heritage overlay zoning provisions in that it is no higher than the existing building, is set back 30 cm on each side from the existing building and will not extend further into the rear yard than the existing building footprint.  The addition will be clad in board and batten siding.  An existing unsightly fire escape and metal balconies will no longer be needed and will be removed.  Document 4 – Plan and Document 5 – Elevations illustrate the proposed project.

 

 

DISCUSSION

 

The Department supports this application because the addition is modest in size, complies with the requirements of the heritage overlay and uses materials that are compatible with the character of the existing building.  The addition will not be visible from the street and the character of the front of the building will remain unchanged. Existing metal fire escapes and balconies will be removed, improving the appearance of the rear elevation of the building.  Finally, the use of board and batten siding will distinguish the new construction from the original part of the building. 

 

 

CONSULTATION

 

Adjacent property owners were notified by letter of the date of the Local Architectural Conservation Advisory Committee (LACAC) and Planning and Environment Committee meetings and were provided with comment sheets to be returned to LACAC.  This is in accordance with current public participation policies.

 

The Ward Councillor, Diane Homes, submitted the following comments:

 

1.   The proposed rear addition is in keeping with the character of building 'tails' in the Centretown Heritage Conservation District.

 

2.   The rear of 310 and 312 Cooper Street are currently soft landscaping. I have concerns regarding the conversion of this to a surface parking lot. Surface parking should occur only on a permeable surface, such as gravel.

 

3.   The cobblestone laneway and front yard should be preserved

 

The Centretown Citizens’ Community Association and Heritage Ottawa are aware of the application.
