elevation of the building located at 760 Eagleson Road, subject to the light
source being relocated to the top of the sign structure to be focused downward
toward the sign.

760, chemin Eagleson, à la condition que la source de lumière déplacée
au haut de l'enseigne soit dirigée vers le bas, c'est-à-dire vers l'enseigne.

à 3,3 mètres carrés et à 1,2 mètre carré respectivement, en ce qui concerne
trois bannières illuminées en saillie situées sur la façade nord d’un édifice
qui se trouve au 760, chemin Eagleson.
BACKGROUND
The subject site is located on the west side of Eagleson Road, north of Code Drive. The intended occupant, a grocery store, is proposing to install three banner signs on the north (front) face of the building to be visible from Eagleson Road and the parking area (see Documents 1 and 2).
The property is zoned general commercial and is designated a District 4 under the Sign By-law that permits illuminated banner signs at a reduced scale. Adjacent land uses include a holding zone to the north, residential to the east, light industrial automotive to the south, and a combination of open space and future residential to the west.
DISCUSSION
Projecting banner signs are permitted in the By-law with a maximum sign face area of two square metres and a maximum projection from the building face not to exceed one metre. If approved, each banner sign would have an area of 3.3 square metres and a projection from the building of 1.2 metres. Classified in the Sign By-law as a Projecting sign, the signs may be either externally or internally illumination.
As detailed in Document 3, the variance is required to allow for the Real Canadian Superstore to use the chain's branding identification consistently throughout the Province and to compliment the building design.
In response to concerns expressed by area residents and the Ward Councillor relating to potential glare and general uplighting caused by the proposed external illumination to be installed at the base of each sign, the applicant has agreed to relocate the light source to the top of the signs, illuminated down so as to be more focused on the banners, and to ensure that the lighting is non-obtrusive and spillage is limited.
The Department is satisfied that the requested increase in size is reasonable and compatible with the scale of the project and the intent of the Sign By-law. The applicant has modified the location of the light source to eliminating uplighting. Indirect residual lighting into the community would be minimal given the adjacent lighting provided for the parking areas.
CONSULTATION
In response to the standard notification to area resident, businesses, community groups and the Ward Councillor, two comments in opposition and one in support of the application were received. One expressed concern for the potential for light pollution and the second considered the variance was unnecessary.

There have been back and forth discussions re concerns about illumination proliferation to the sky (uplighting and spill-over). Will support the increased scale if we can address the lighting concerns.

Comments
Potential light pollution will be addressed by the relocation of the light source to the top of the signs and focusing the lamps to be more task oriented. Given the setback from Eagleson and Spalding Crescent and the minimal increase requested, the visual perception of an increase in scale will be minimal.

We are asking for relief from Sign By-law No. 2005-439, Section 139(2), as we feel the proposed projection of the “FRESH FOOD” banner only minimally diverges from the regulation, and this by plus or minus 8". This proposed banner has been a constant source of brand identification for all new Real Canadian Superstore sites throughout Ontario, the whole greatly contributing to the business’ success. In addition, in light of the building façade’s massive size onto which we are proposing installation, we feel the current maximum allowable sign face area and projection would render the banner practically invisible, fading into the background of the building. Our proposed dimensions and projections architecturally and aesthetically compliment the building without compromising its integrity or visually offending the community. We are confident that a favourable decision would positively impact the community and the Real Canadian Superstore alike.

To amend the Recommendation of Item 7 of
Agenda 57 (P&EC, 10 Oct 06) to add the following after “…located at 760
Eagleson Road:
“subject to the light source being
relocated to the top of the sign structure to be focused downward toward the
sign”.
