That Council approve a requested Minor Variance to the Permanent Signs on Private Property By-law 2005-439 to allow an increase in the maximum permitted sign area and a decrease in the required spatial separation between identification ground signs for the installation of a second illuminated ground sign, including a changing message centre, with a sign face area of 8.1 square metres located within 20 metres of an existing ground sign at 1308 Baseline Road.

Que le Conseil approuve une demande de dérogation mineure au Règlement 2005-439 régissant les enseignes permanentes sur les propriétés privées de façon à permettre une augmentation de la zone autorisée pour les enseignes et une diminution de la distance devant séparée les enseignes d'identification fixées au sol en vue de  l'installation d'une deuxième enseigne lumineuse au sol, comportant un panneau afficheur à messages changeants, dont la face possède une aire de 8,1 mètres carrés et qui se trouve dans un rayon de 20 mètres de l'enseigne au sol actuelle au 1308, chemin Baseline.

Que le Comité de l'urbanisme et de l'environnement recommande au Conseil d'approuver une demande de dérogation mineure au Règlement 2005-439 régissant les enseignes permanentes sur les propriétés privées de façon à permettre une augmentation de la zone autorisée pour les enseignes et une diminution de la distance devant séparée les enseignes d'identification fixées au sol en vue de  l'installation d'une deuxième enseigne lumineuse au sol, comportant un panneau afficheur à messages changeants, dont la face possède une aire de 8,1 mètres carrés et qui se trouve dans un rayon de 20 mètres de l'enseigne au sol actuelle au 1308, chemin Baseline.   

 

 

BACKGROUND

 

The applicant is requesting a variance for additional signage to identify a gas bar on the south side of Baseline Road (see Document 1). The parcel of land includes a number of properties with commercial zoning designations, including commercial automotive, and is thereby designated as a District 4 use in the Signs By-law.  Adjacent uses are commercial to both the east and west of the subject parcel. Neighbouring uses on the north side of Baseline Road and the southeast side of Merivale Road are also commercial. The nearest property with a residential use is located more than 180 metres away from the sign. A detailed elevation of the proposed sign is attached as Document 3. 

 

 

DISCUSSION

 

The Department is recommending approval of the proposed variance to allow for the installation of a second ground sign to identify the gas bar. The existing ground sign identifies tenants located within a separate structure on the same parcel and was built to comply with the requirements of the current Signs By-law by having a sign face area of 14 square metres, in keeping with the scale of surrounding buildings. The increased area of 8.1 square meters is required to display the name of the new enterprise and the services offered therein for identification purposes.  Due to the size of the surrounding structures, the proposed sign will not appear to be out of scale.

 

The most suitable location for the proposed sign, due to the lay of the land on which the parcel is situated, requires a reduction in the minimum 30-metre spatial separation between signs on the same street frontage.  For optimum visibility, the sign must be installed close to the entrance of the plaza from Baseline Road where the existing ground sign is located. Care has been taken to ensure the proposed location does not impact on the safe movement of pedestrian and vehicular traffic and does not provide a distraction to either. The 20 metre distance between the existing sign and the proposed location combined with the open area of the parking lot is considered sufficient to avoid create visual clutter and the impression of sign proliferation.

 

The Department therefore, recommends approval of this application, as the sign does not significantly affect adjacent uses, it provides necessary identification for the enterprise, is in keeping with the scale of neighbouring buildings and thus is in keeping with the intent of the by‑law. 

 

 

CONSULTATION

 

Standard early notification was provided to the neighbouring residences, businesses and, community and business groups.  No responses were received as a result of the circulation. The Ward Councillor is aware of the application.
