COMMITTEE RECOMMENDATIONS
That Council:
1.
Declare the
property known municipally as 1532 Stittsville Main Street, containing
approximately 281.8 m2 (3,033.36 sq. ft.), described as part of Lot
23, Concession 10, geographic Township of Goulbourn, City of Ottawa, being
Parts 1, 2, and 3, Plan 4R-21362 and shown hatched on Annex “A” attached, as
surplus to the City’s needs;
2.
Approve the sale of
the property detailed in Recommendation 1, subject to an existing easement to
Rogers Cable, described as Part 2, Plan 4R-21362 and an easement to the City of
Ottawa over Part 3, Plan 4R-21362, for the maintenance of the existing
sidewalk, to Robert Bentley, for the amount of $276,100.00 plus GST, pursuant
to an Agreement of Purchase and Sale that has been received.

The property, known municipally as 1532 Stittsville Main Street, is improved with a 1.5 storey building and a municipal parking lot of 43 spaces. The building, located at the front of the property, is being sold and includes a lot area of 281.8 m2. The subject building containing 134 m2, was used as the community police station until 2005 and is presently vacant. The sale of the property is subject to an agreement securing the use of 10 parking spaces, in the municipal parking lot being retained by the City. The agreement is required to comply with the parking requirements of the Zoning By-law. The property is zoned CC – Core Commercial – Goulbourn, Zoning By-law 40-99 and the intended use of the building by the purchaser as a retail store, conforms to the current zoning designation. Rezoning is not being contemplated.
DISCUSSION
The subject building is no longer required as a community police station. An asset rationalization concluded that the building at 1532 Stittsville Main Street is not required to support delivery of core programs or services. An internal, external and utility circulation, determined that there was no other interest in the property. The property was therefore put on the market for sale.
The property was listed for sale on the City website and a “For Sale” sign was erected on the property for a period of 17 days, from 22 August 2006 to 7 September 2006. An asking price of $235,000.00 was established for the property, based on the findings of an independent appraisal. As a result of multiple offers being received, each party was given until 9:00 a.m. on Friday 22 September 2006, to submit their “highest and cleanest” offer. Three offers were received and they are as follows:

The offer in the amount of $276,100.00 from Robert Bentley is considered fair and reasonable and is recommended for acceptance.
CONSULTATION
In accordance with policies approved by City Council on 14 November 2001, the availability of the property was circulated to all client City Departments, including the Housing Branch, Public Works and Services and Planning and Growth Management Services, to determine if the parcel should be retained for a City mandated program. The Environmental Management Group of the Planning and Growth Management Services Department was consulted with respect to the Greenspace Master Plan and their comments are indicated under the Environmental Implications section of this report. Neither the Housing Branch nor any other City Department expressed interest in retaining the property.
The utility companies were also circulated and no requirements were indicated with the exception of an existing easement to Rogers Cable, to be transferred with the sale of the property.

No concerns were expressed with respect to the sale of the subject property.
The ward Councillor has been made aware of the intent to dispose of the subject property through circulation and supports staff’s recommendation.
ENVIRONMENTAL IMPLICATIONS
The proposed disposal is limited to an existing building, on a developed lot along Main Street in Stittsville. There are no natural features on the lot and no environmental implications with the disposal.
The Official Plan policy directs that the City make land available for affordable housing and give priority for the sale, or lease of surplus City-owned property for this purpose.
The Housing First Policy, approved by Council on 13 July 2005, establishes priority consideration to the Housing Branch, in the identification of potentially surplus City-owned property, to be used in achieving the City’s affordable housing program targets. The policy also requires that the Official Plan target of 25% affordable housing, be met on any City-owned property sold for residential development. Where viable, residential properties are disposed of without a condition requiring an affordable housing component, 25% of the proceeds from the sale are to be credited to a housing fund, to be used for the development of affordable housing elsewhere in the City.
The subject property is in a commercial zone and therefore does not meet the affordable housing criteria outlined in the Housing First Policy.
FINANCIAL IMPLICATIONS
This transaction represents revenue of $276,100.00 to the Corporation and will be credited to the City’s Sale of Surplus Land Account.

Following Council’s approval, Real Property Asset Management and Legal Services Branch will finalize the transaction.
